DISASTER, RISK,

AND
VULNERABILITY
Learning Outcomes:
By the end of the lesson, the students must be able
to:
1.Explain the basic concepts about disaster, disaster
risk, and vulnerabilities
2.Determine the various elements vulnerable to
disasters; and
3. Identify the capacities that can help reduce disaster
risk and losses
DISASTER
Is a “serious disruption of the functioning of a
community or society causing widespread
human, material, economic, and environmental
losses which exceed the ability of the affected
community to cope using its own resources.”
mk
DISASTER RISK
- is “ the probability of harmful consequences or
expected losses (deaths, injuries, livelihoods,
assets, services) resulting from the interactions
between natural or human- induced hazards and
vulnerable conditions.”
Disaster risk reduction- where risks are reduced
and managed.
VULNERABILITY
Is “a condition determined by physical ,
social, economic, and environmental
factors or processes which increase the
susceptibility of a community to the impact
of hazards.”
Different Types of Vulnerabilities:
1. Physical and environmental vulnerability-
- refers to the “human-made environment”
of buildings and infrastructures, and the
“natural environment” of agriculture, forestry,
and aquaculture.
Factors that determine the magnitude of physical
vulnerability:
A. Geographic pattern of the severity of
hazards
B. Exposure of the elements to hazards
C. Geological and environmental
characteristics of the community
D. Effects of local conditions
In the Philippines, Largest Polluters Face Investigation for Climate Damage
2. Social vulnerability
- refersto the susceptibility of the population,
the social institutions or organizations that
ensure the sustenance of families,
communities, and society.
Factors affecting social vulnerability:

A. Special categories of vulnerable groups of

people
B. Educational Attainment
C. Knowledge and Awareness
D. Location and type of Housing
Factors affecting social vulnerability:

E. Population Density
F. Perception of risk
G. Values and traditions
H. Absence of local institution
3. Economic vulnerability
- pertains to the assets and resources of the
community that are susceptible to disasters,
including the production, distribution, and
utilization of goods and services that ensure
the well- being of the people.
Factors affecting economic vulnerability

A. Sources of livelihood
B. Community resources
C. Household income and savings
D. Markets and access to goods and
services
Air Pollutions
Human Trafficking in the Philippines
Types Elements Vulnerability Capacity

Physical infrastructure Substandard construction and design Hazard- proof construction and
of buildings, roads, and bridges design
Environmental

Forest lands Deforested areas that can cause Forest covered with sustainable
erosion ecological system

Social Knowledge and awareness Lack of education and awareness Adequate understanding of and
training on DRRM
Beliefs that can cause harm and
induce vulnerability

Organizations A community in conflict because of Community members united

race, religion, or politics and organized into DRRM
teams and volunteer groups

Economic Family income Low income families Non- poor with savings

Livelihood Source of livelihood that is highly Source of livelihood with low

susceptible to hazards such as fishing, susceptibility to environmental
which is disrupted when there is a changes and hazards
storm
Capacities
The combination of a community’s
strengths, characteristics and resources
that can be utilized to achieve certain
goal.
