About BHU and BBAU
About Banaras Hindu University (BHU):

Banaras Hindu University (BHU), Varanasi, one of the top Institutions of Eminence in the country
recognized by the Ministry of Education, Government of India, was created by an Act of Parliament –
BHU Act 1915 and founded by the Pandit Madan Mohan Malaviya, along with a group of other
luminaries, in 1916.
• The university comprises 5 Institutes,
• 16 Faculties (streams) 140 Departments,
• 4 inter-disciplinary centers,
• a constituent college for women and 3 constituent schools.
• It covers a vast range of subjects pertaining to all branches of humanities, social science, technology,
medicine, science, fine arts and performing arts.
• 40,000 students from 48 countries (diverse backgrounds) are enrolled here. About 2000 teachers and
nearly 7000 non-teaching staff are part of the University.
• The university has taken a leadership role in promoting new ideas, the spirit of integration of the

About Babasaheb Bhimrao Ambedkar University (BBAU)

Babasaheb Bhimrao Ambedkar University was established by an act passed by the parliament (No. 58
of 1994). The University came into existence on 10.01.1996 vide GOI, MHRD, Notification No.
8-16/GOI/desk/U-1 dated 05.01.1996. The basic philosophy and policies of the University are spelt out
and enshrined in the University Act and Statutes.

• The University offers graduate and postgraduate students the knowledge and skills needed to succeed
as persons and professionals, and the values and sensitivity necessary to serve the society.
• The University distinguishes itself as a socially responsible learning community of high quality
scholarship and academic rigor sustained by social justice and equity principles for which Babasaheb
Bhimrao Ambedkar worked during his lifetime. The University draws from the cultural, intellectual
and economic resources of Uttar Pradesh and other states to enrich and strengthen its educational
programs.
• The University provides 50 percent seats of the all courses reserved for the students of Schedule Caste
and Schedule Tribes. It also offers 10 percent seats reserved for the Economically Weaker Section.
• The University also provides fee exemption for the students of the Schedule Caste and Schedule
Tribes in regular courses. University also provides financial assistance to the Schedule Caste and
Schedule Tribe students for their dissertation and thesis preparation.
• University also have a satellite centre at Amethi, started in the year of 2016. The University has a fully
air conditioned and well furnished Central Library namely Gautam Buddha Library having more
than 50 thousand books and 10 thousand online journals along with Departmental Libraries in the
respective departments to cater the demand of the students pursuing studies in the University.

Admission Information

• National Testing Agency does not verify the information provided by the candidates during

online registration and hence candidature will be purely provisional subject to fulfillment of

eligibility criteria as per AICTE norms.

• National Testing Agency has no role in counselling for admission into the programmes offered

by the BHU and BBAU.

• Each University will release their respective cut off Scores which a candidate should meet to get

qualified for admission to that particular University.

• Once short-listed, the candidate will have to comply with the selection procedure of that

particular University for the final selection.

• BHU and BBAU will be conducted as follows:
• The Examinations will be conducted in Computer Based Test (CBT) mode on 28 th , 29 & 30th September and on
1st October. 
• Only on 3rd & 4th October Computer Based Test (CBT) and Pen & Paper Mode will be used.

Point to be Noted:
1. Each question would carry FOUR marks for every correct answer. One mark would be deducted each for wrong answer, as there is
NEGATIVE MARKING.
2. To answer a question, the candidate needs to choose one option as most appropriate.
3. After the Answer Key Challenge process, in case there are multiple correct options or any change in key, only those candidates who
have attempted it correctly as per the revised Answer key will be awarded marks.
4. In case a Question is dropped due to a technical error, full marks shall be given to all the candidates who have appeared.

Pre-Exam Preparation: By NTA and Candidates
 Candidate to check reporting time of the examination day on the Admit Card. Candidate to reach Centre as per advised
shift only.
 The candidate should fill Page 1 of the Admit Card as per instructions fully and properly.
 In case of a candidate with the scribe, both the candidate and the scribe must wear musk throughout the examination.
 Candidates will be permitted to carry only the following items with them into the venue
o Mask provided at the Centre
o Personal transparent water bottle
o Personal hand sanitizer (50 ml)
o A simple transparent pen
o Exam related documents (Admit Card, ID card, etc. Please refer to Admit Card for more details)
o Sugar tablets/fruits (like banana/apple/orange) in case the candidate is diabetic.

Before Examination Preparation: At the Centre

Standard Operating Procedures for implementing safety precautions and for maintaining the required standard of hygiene are
as the following:

 Sanitization of examination premises


 Before each shift starts (and after the last shift of the candidate) Seating Area is to be thoroughly sanitized - monitor
keyboard, mouse, webcam, desk, and the chair. All door handles, staircase railing, lift buttons, etc to be disinfected.
Wheelchairs (if present at the venue) will be disinfected.
 Distance between 2 seats to be maintained as per GOI guidelines.
 Hand Sanitizer to be available at entry and inside the exam venue at various places for candidates and centre staff to use.
 Barcode readers at the entry point to scan the barcode on the Admit Card. The Lab/Room number is to be informed to the
candidate at this point.
 Rough sheets (6 sheets) to be kept at all desks before the start of the exam by Invigilators wearing gloves to ensure
hygiene. It is ensured that all the processes are touch-free to ensure Social Distancing norms.

NTA Examination Functionaries supplement and audit the activities of the Centre Head. At the
same time, they are the link for communication between the Test Centre and NTA Control
Room and assist in problem-solving also.

1) National Coordinators: To look after the states assigned to them.

Roles and Responsibilities of NTA
Regional Coordinators

The Regional Coordinators have been appointed by NTA to oversee the entire examination process and help with
necessary logistics support for ensuring efficient conduct of NTA examinations. Handling honorarium, local
conveyance, and other expenses of examination functionaries viz. City Coordinators and Observers, in a fair,
transparent, and smooth manner.

Responsibilities of Regional Coordinators are given below:

Pre-Exam
(i) To receive an advance amount from NTA as per the sanction letter. To follow necessary instructions
regarding payment. Soft copy of the RC’s Advance Receipt maybe sent at bhu_finance@nta.ac.in,
immediately after receipt of advance.
(ii) To disburse advance to respective CCs for and collect receipt over email.
 To disburse honorarium of CC and Observers.

On Examination day
(i) To stay connected with NTA control room through video-conferencing and implement directions, if any

Roles and Responsibilities of NTA City Coordinators
The City Coordinator is an important link between NTA and Examination Centres in each examination city. They
should effectively coordinate with the Regional Coordinator as well as Observers.

Responsibilities of City Coordinators are given below: -

Pre Examination
1) Coordinate with Observers and seek their consent to ensure that all the Observers would be present for their duty at the
Examination Centre on the day of examination.
2) To assist in filling gaps in the status of Observers, if required.
3) To receive an advance amount from the Regional Coordinator against receipt and share a soft copy of the receipt with RC
over email.

On the day of examination: -


1) 7:15 am- Coordinate telephonically with Observers and ensure their presence at the Centre.
2) Take status report from Observer just before and after each session telephonically regarding:
a. frisking,
b. social distancing norms, and safety measures,
c. Conduct of examinations and the details ; share status with the Regional Coordinator.
3) To maintain a record of all Observers on Duty and update the attendance on the same day through NTA Test Admin
Dashboard for each Examination day.
4) Help with Scribe, wherever required by the Centre.

Guidelines for Observers

Observers have a dual role in the NTA test administration process. On one side, they assist Centre Head,
Invigilators, and other officials in conducting the fair and smooth examination; on the other side they audit
and certify that the examination practices have been followed as per the NTA Guidelines. At the same time,
the Observer needs to ensure that COVID-19 related guidelines, safety measures, and social distancing
norms are being followed religiously. Observers are faculties from the Department of Higher Education.

In order to perform their duties effectively, Observers are requested to read carefully Test
Administration Guidelines, Information Bulletin, and COVID-19 related Advisory available at NTA

Guidelines for Observers

On Examination day:
I. Observers must report at the Centre by 05:30 a.m. for Shift 1 (and the corresponding time as per
Shift 2 and shift 3, if the examination is only in Shift 2 and 3). They must wear gloves and masks
and follow social distancing and sanitization norms.

II. They need to participate in the briefing convened by Centre Head for Invigilators, security
persons/volunteers, and all concerned staff about the important instructions, do’s and don’ts of the
conduct of the Examination, including-

 Candidates entry and frisking

 COVID-19 related social distancing norms and safety measures

 Admit Card verification through bar code reader and Identity proof verification

 Prohibited items

 Invigilation norms

 Biometric Attendance (No thumb impression)

 De-mapping & Re-mapping of students, etc.

Guidelines for Observers

III. While the examination is in process, Observers would inspect the Examination Centre and halls/rooms
following social distancing norms and safety measures, observe and verify that -
a. The seating arrangement is as per social distancing norms, comfortable for candidates, and rules out
the possibility of any malpractice.
b. Thermal scanning, Contactless Frisking, and identity verification of candidates are being done as per
the NTA norms while adhering strictly to COVID-19 related norms.
c. Invigilators and all examination functionaries deputed at the Centre are active and vigilant and are
following COVID 19 related guidelines
d. No candidate or any person at the centre is engaged in any kind of Unfair Means or Malpractice
related to the examination.
IV. Besides observing server connectivity and setting, Observers need to observe/certify that Server Activation
and Question paper downloading is done with due diligence and as per confidentiality norms.

V. Observers must ensure adherence to the time schedule, specially Timing of Gate closure in close coordination
with Centre Head

VI. In case of any major risk and exceptions, they must inform NTA Control Room, as applicable on given
contact numbers.

Centre Head (CH) is In-charge of the Examination Centre and is overall responsible for the smooth and fair
conduct of the examination. Centre Head is required to adhere to the following NTA guidelines in order to
ensure that test is being administered as intended.

Pre Examination Checks


Centre Head needs to check all necessary arrangements as per the agreed checklist, especially:
● Infrastructure-related: Centre Head needs to check all necessary arrangements as per the checklist one day
prior to the examination.
● Manpower related: Centre Head also needs to collect Id proof of all Invigilators and other persons on
examination duty Proforma 1 and Proforma 2.

Manpower Requirement
Norms for manpower to be deputed at the Test Centre are as follows:
● For Verification at the Entry Point, Volunteer to Candidate ratio - 1:100
● For Verification and document collection in the examination lab/room, Invigilator to Candidate ratio - 1:30

Reporting Time
All key officials including Centre Head, IT Manager, NTA Observer, and other NTA Authorized Representatives are
expected to reach the centre at 05:15 a.m. They would join the about the schedule, frisking norms, gate closure, etc.
The backup Server should be configured and connected to the internet within 45 minutes of reporting time.

Guidelines for Centre Head
Gate Closure Time (07:30 a.m. and the corresponding time as per Shift 2 and shift 3, if the examination is only in Shift 2
and 3)
Please ensure that:

1) On exam day, only one entrance of Test Center is used for candidates’ entry.
2) All Invigilators and other persons on duty are well informed about the Test Center gate closure time and have clear
instructions to not allow any candidate to enter the Test Center after the gate closure time, under any circumstances.

Social Distancing and COVID 19 Related Safety Measures


Centre superintendent must ensure the following:

 Sanitization of examination premises


 Seating Area to be thoroughly sanitized before each shift starts (and after last shift of the candidate) - monitor keyboard,
mouse, webcam, desk, and the chair. All door handles, staircase railing, lift buttons, etc to be disinfected. Wheelchairs (if
present at the venue) will be disinfected.
 Distance between 2 seats to be maintained as per GOI guidelines.
 Hand Sanitizer to be available at entry and inside the exam venue at various places for candidates and centre staff to use.
 Barcode readers at the entry point to scan the barcode on the Admit Card. The Lab/room number is to be informed to the
candidate at this point.
 All Centre Staff and Invigilator must be wearing masks, gloves and follow social distancing norms at all the times
 Rough sheets (6 at each desk) to be kept at all desks before the start of the exam by Invigilators wearing gloves to ensure
hygiene.
 All the processes are touch-free to ensure Social Distancing norms.
 A fresh 3 Ply mask to be offered to all candidates before entry

 Hand sanitizer to be available at various locations in the centre

At the Registration Counter:

 To ensure that candidates need to maintain a space of at least 6 feet from each other at all the time. Queue manager/ropes and
Floor Marks to be arranged outside the centre.

Biometric Verification
Invigilators inside the examination room also capture and verify the following biometric features before
allotting a seat to candidates in the designated labs:
1. Photo capture using the webcam and matching with a photograph on the Admit Card.
2. No thumb impression

Managing Female Candidates at Frisking or in Examination Room


Please ensure those female candidates are frisked at the entry point, with sensitivity and care. Centre Heads need to
make sure that -
1) In case a female candidate’s face is covered by a veil/burqa, female volunteers/female security guards should
ask the candidate to lift the veil and verify her face against the ID proof/call letter.
2) Female volunteers/Invigilators should check any handbags, thick bangles, keychains, etc. for hidden cameras.
3) Female Invigilator needs to be present in the lab/examination room even if a single female candidate is in
the room.
4) Any female candidate moving inside the venue during the exam (washroom), should be escorted by a female
volunteer.

Centre Head’s Instructions for Invigilators in Labs/Rooms


Please ensure that Invigilators have a clear understanding of their end to end responsibilities as
follows-

1. Obtaining candidates’ Signature on the Attendance Sheet Proforma 3 and Admit Card.

2. Provide at least 6 rough sheets on each desk

3. Ensure candidates & write their User ID (Roll Number) and the Password Date of Birth (DDMMYYYY) on
that sheet.

4. Ensure dropping of all Rough Sheets and Admit Cards with Undertaking at end of the exam.

5. Drawing the lab layout mentioning the seat/node numbers as per the candidate mapping list behind the
Attendance Sheet. The Invigilator should mention the Lab name, mention own name and sign on it.

6. Ensuring that the candidates do not meddle with the system until the announcement about the examination
process is made.

7. Making sure that it is indeed the same candidate whose photograph is appearing on the monitor.

Coordination With IT Manager

1. The back-up Server should be configured and connected to the internet within 45 minutes of reporting time.
2. Before starting the exam server, check the time and time zone on the Primary and Backup servers. If required,
correct it before starting the exam server.
3. Go to the Start Menu and follow the necessary steps. Minimize the black window. This is to be done on the
primary and back-up server.
4. On the primary server, go to Start Menu and follow the necessary steps.
5. Ensure you have internet connectivity (through data card or LAN) at this point of time. Select the Online
Mode radio button.
6. You need to provide the IT Manager’s user ID and password to log in.
7. Once logged in, you will be presented with the option to restore the drive or start a new drive. Select the
appropriate drive and click restore.
“Data recovered from memory” message will appear. After completing all steps-
A success message is displayed, “Exam Started successfully.”
8. Click on Configure Backup Server link. Enter the backup server IP. Check-
9. The backup server is configured correctly.
At the specified time, click on the 'Home tab'. Click on the “Allow Candidates To Log In”. Wait till the
check is performed.
10. Click “OK” to confirm “Exam has started. Candidate(s) can login now”.
11. With this, the CBT will start successfully.
12. The internet device should now be removed from the primary server, and be connected to the back-up server.
Please ensure that, there is internet connectivity (through data card or LAN) on the backup server and that the
exam server is running on the backup server.
13. There will be Candidate to Node-binding for the exam.
14. Click the ‘View Candidates’ tab on top of the screen to view the list of candidates registered for the exam.
15. Make sure that the subject name is appearing for all candidates. The subject name should not be null. You
can check this by typing “null” in the search box.
16. Keep checking the alerts for any candidate being IDLE / LOCKED.

1) The clock will be set at the server. The countdown timer in the top right corner of the screen will display the
remaining time available for you to complete the examination. When the timer reaches zero, the examination will
end by itself. You will not be required to end or submit your examination.
2) The Question Palette displayed on the right side of the screen will show the status of each question using one of
the following symbols:

3) The question(s) "Answered and Marked for Review" will be considered for evaluation.
4) The question(s) "Marked for Review" will be not be considered for evaluation. Hence, no marks will be allocated
for the same.
5) The “Marked for Review” status for a question simply indicates that you would like to look at that question again.
If a question is answered and “Marked for Review”, your answer for that question will be considered in the
evaluation.
6) You can click on the ">" arrow which appears to the left of the question palette to collapse the question palette
thereby maximizing the question window. To view the question palette again, you can click on "<" which appears on
the right side of the question window.
7) You can click on your "Profile" image on the top right corner of your screen to change the language during the
exam for the entire question paper. On clicking on the Profile image, you will get a drop-down to change the question
content to the desired language.
8) You can click on [Scroll Down] to navigate to the bottom and [Scroll Up] to navigate to the top of the question
area, without scrolling.

3) Click on “Mark for Review and Next” to save your answer for the current question, mark it for review, and
then go to the next question.

Provisions for Persons with Disability


Except, last-minute mishaps, all PwD candidates have to be considered as per the application form and
Admit Card, accompanied with a PwD certificate. Three different types of provision depending upon
the type of disability exist for candidates under PwD Category- time relaxation, scribe, Zoom feature
in the screen.
1) The visually challenged candidates who have 40% or more disability are provided scribe/ reader
at the request of the candidate.
2) In case of any mishap at the last minute, they may place a request in writing with the Centre-
Head.
3) Twenty minutes for each hour of the examination will be given as compensatory (extra) time to
candidates with 40% or more disability irrespective of the fact that the candidate(s) is/are availing
the facility of scribe/reader.
4) Those PwD (Visually Impaired) desirous of the ‘Zoom’ feature will find this enabled in their
computer consoles.

Exception Handling
Scenarios where the NTA Control Room should be informed immediately, using SMS mode:
• LAN Failure and
• Failure of Internet connectivity leading to disruption/delay of examination.
• DG, UPS, and Electricity issues leading to disruption/delay of examination.
• Additional Candidate coming to test Centre, without any prior permission or order (Candidates need
to carry appropriate evidence).
• Coordinator/ Observer malpractices and/ or unreasonable behavior and/or any request for deviating
from the standard process.
• Centre Manpower reaching late to the Centre or sudden change in manpower on examination duty.
• Medical emergency
• Any other security-related or political issues.
• Centre Heads need to map all failure cases in advance and have a Plan B.

In each of these scenarios, the Centre Head, after checking with all IT Managers, should keep the City
Coordinator / Observer and NTA Control Room informed about the estimated Exam end time:
1. After resolution of the problem
2. After every 30 minutes

Centre Head should check the maximum time left for a candidate and add the same to the current time to
calculate the expected time of exam closure. In case the expected time of exam closure is more than 10
minutes as compared to actual exam closure time then Centre Head should SMS the expected exam
closure time and reason for the delay to Observer and Observer to NTA Control Room via Coordinators.

 On completion of the shift, Invigilators may facilitate the exit of the candidates in an orderly manner by

leaving one candidate at a time.

Payment Processing

1) Payment of honorarium + local conveyance would be made, as per the terms and conditions
mentioned in the appointment letter.

4) City Coordinators need to hand over settlement report and all original receipts and

NTA TRAVEL GUIDELINES
1) The claimant should ensure submission of original bills/receipts (Toll
tax/cab receipts/train tickets etc.)
2) It is recommended to keep two copies of documents (one for self-
reference, one for CC/RC)
3) For local travellers: Fixed local conveyance of Rs. 1000/- per duty day
is permissible. Food shall be provided at the centre.
4) For Outstation travellers: NTA expects team members to travel
comfortably and safely, hence NTA discourages usage of own car for
outstation travel (beyond 100 km/ one side). However, the use of own
car for long-distance travel (more than 100 Km /one side) can be
claimed only with the PRIOR APPROVAL OF SR.DIRECTOR NTA, Dr.
SADHANA PARASHAR. Use of own car for less than 100 km/one side,
can be claimed@ Rs. 16/ per km.
5) Taxi hiring charges, toll receipts, 2 AC Train, Flight (if applicable –
shortest route, economy class), Hotel charges (upto Rs. 3500 / day –
incl tax), Food charges (upto Rs. 1000/ day – including tax) can be
claimed only on the receipt of actuals /original bills.
6) Spouse/ any travel partner is not permissible considering the
sensitivity of professional exams.
7) Extended personal stay, laundry charges shall not be reimbursed by
NTA.
8) Place finance letter/appointment letter and copy along with a cancelled
cheque, while submitting documents.
9) Cancellation/rescheduling or charges can be reimbursed only with the
approval of the Competent Authority.
10) Traveller is liable to claim only for their own expenses.
11) The approver (CC / RC) is responsible for accurately reviewing
expense reports/declarations for compliance and adhere to the policy.
12) All travel arrangements must adhere to the above-mentioned

1. Candidates are not allowed to carry any textual material, Calculators, Docu Pen, Slide Rules, Log Tables and
Electronic Watches with facilities of calculator, printed or written material, bits of papers, mobile phone,
Blue-tooth devices, pager or any other electronic gadget/ device, etc.
2. The candidates are prohibited to bring any kind of electronic gadgets/device in the examination room/hall.
3. If any candidate is in possession of any of the above items, his/her candidature will be treated as
Unfairmeans and lead to cancellation of the current examination and also debar the candidate for future
examination(s) and the material will be seized.
4. Tea, coffee, cold drinks, snacks, or eatable things are not allowed to be taken inside the examination
room/hall during examination hours.
5. Smoking, chewing gutka, spitting, etc. in the Examination Room/Hall is strictly prohibited.
 
Diabetic students will be allowed to carry eatables like sugar tablets/fruits (like banana/apple/ orange)
and transparent water bottles to the Examination Hall. However, they will not be allowed to carry
packed foods like chocolates/candy/sandwich, etc.

Annexure-10 - Unfair Means Cases
 

1. If Candidates are in possession of any of the following items, their candidature will be treated as unfair

means and lead to cancellation of the current examination and also debar the candidate for future

examination(s) and the material will be seized. Any textual material, Calculators, Docu pens, Slide Rules, Log

Tables and Electronic Watches with facilities of calculators, printed or written material, bits of papers, mobile

phones, Blue-tooth devices, pager, or any other electronic gadget/device, etc.

2. Candidates shall maintain perfect silence and attend to their Question Paper only. Any conversation or

gesticulation or disturbance in the Examination Room/Hall shall be deemed as misbehavior.

3. Candidates must not obtain or give or attempt to obtain or to give irregular assistance of any kind during the

examination. This will entail expulsion and cancellation of candidature for the examination.

4. If a candidate is found using unfair means or impersonating, his/her candidature shall be cancelled and

he/she will be liable to be debarred for taking examination either permanently or for a specified period

according to the nature of the offense.
