 Rule 1020 - Registration

Every employer shall register his/her business with the


Regional Labor Office or authorized representative to
provide the DOLE with information as guide in its
enforcement activities.

 RULE 1040 - Health and Safety Committee

Rule 1041. All establishments are


required to have a Safety and Health
Committee.
Rule 1043.01: DUTIES OF THE HEALTH & SAFETY
COMMITTEE
1. Plan and develop accident prevention programs in the workplace
2. Inspect workplace to detect unsafe conditions
3. Review reports of inspection, results of accident investigations
and implementation of accident prevention program
4. Conduct safety meetings at least once a month
5. Submit reports to the manager/owner on its meetings and
activities
6. Provide necessary assistance to government inspecting
authorities in the proper conduct of activities relating to
enforcement of the provisions of the Standards
7. Train workers in safe work habits and procedures
8. Develop and maintain a disaster contingency plan and organize
such emergency service units as may be necessary to handle
disaster situations pursuant to the Emergency Preparedness
Manual for Establishments of the Office of Civil Defense.

RULE 1050 – Notification & Keeping of
Accident and/or Occupational Illnesses

 Notification - All work accidents or occupational


illnesses, resulting in disabling conditions or
dangerous occurrences shall be reported by the
employer to the Regional Labor Office
 If Major work accidents results in death or
permanent total disability, employer shall initially
notify the Regional Labor Office within 24 hours.
 1054: Keeping of Records - The employer shall
maintain and keep an accident or illness record
which shall be open at all times for inspection to
authorized personnel.

Section 29. PROHIBITED ACTS AND
ITS CORRESPONDING PENALTIES
Any willful failure or
refusal of an employer,
contractor or
subcontractor to
comply with the
following OSH
standards below or
with a compliance
order issued by the
Secretary of Labor and
Employment or his/her
authorized
representative shall be
penalized of the
administrative fines as
follows:
Section 29. PROHIBITED ACTS AND
ITS CORRESPONDING PENALTIES
 When the violation exposes the worker to death, serious injury or
serious illness, the imposable penalty shall be one hundred
thousand pesos (₱100,000.00)

 Should there be 2 or more be non-compliances, all penalties shall


be imposed; provided that the total daily penalty shall not exceed
one hundred thousand pesos (₱ 100,000.00)

 The penalties shall be computed on a per day basis until full


compliance reckoned from the date of the notice of violation or
service of the compliance order to the employer without prejudice
to the filing of a criminal or civil case in the regular courts, as the
case may be.
