Overlapping Jurisdiction
Based on the data that we have collected through in various method, we conclude that
overlapping jurisdiction refers to jurisdiction that can be exercised simultaneously by
more than one agency over the same subject matter and within the same territory. In
short, more than one agency has jurisdiction over a matter.

Regarding on the analysis that have been done, there are quite well
overlapping jurisdiction based on the function or role of the governance
agencies based on the study area, these resulting on effectiveness of the
development or tourism sector. Drastic change of jurisdiction should be
implement so that the smoothness of the jurisdiction can be apply on the
area.
Qualified Personal
Tourism and hospitality supports indirect employment in activities like restaurant
suppliers, construction companies that build and maintain tourist facilities, as well as
necessary infrastructure, various handicrafts producers, marketing agencies,
accounting services, which are more or less dependent on the companies providing
direct employment for their revenues. Job quality determines the image of an
enterprise as an employer and affects its ability to compete for human resources. In
this section, it function as to empower local community to be more professional and
capacity building towards the opportunity that exists through the Pengerang
Integrated Petroleum Complex (PIPC). In measuring the professionalism context,
there are limited variables that can be prove. Based on the industry that almost rely
on the service of human as it indicator of the satisfaction towards the service. The
professional of the manpower can be achieve through the intake from the education
institutional that offer training and guidelines at certain industry.
Higher Educational institute
Regarding on the our study project, there are plenty of educational institute that are indirectly supply
the professional and manpower at Desaru, Sungai Rengit and Punggai. The internship programed that
have been held between higher educational institute and Multinational Company in in Pengerang that
focused on oil and gas, has opened the job opportunity among university graduate from UTM, UTHM,
UMP, USM, UMS and UITM.
Higher Educational institute
Technical and Vocational Education and Training (TVET) includes formal, non-formal and
informal learning that prepare young people with the knowledge and skills required in
the world of work. Located at the strategic area which are popular with tourism activity
and petroleum complex, the manpower are needed in order to smoothen the industry
and the influx of in bound and outbound of tourist that visit. The TVET instituted that
located nearby are IKBN Bandar Penawar, Kolej Komuniti Bandar Penawar. Programmed
that are being offered in those institution more directed toward tourism and hospitality
and are link up with Hard Rock Hotel Desaru and Desaru Tuna Maya as internship venue.
In the training institute that are located near the study area do support the training that
are sought after in the industrial requirement. Some of the training institute offer the
funding from the government agency like KEJORA for special requirement based on the
family background. “Program Latihan Kemahiran Kerjaya (PLKK) aims to provide financial
and management assistance to enable the target group to take short, medium and long
term training courses including basic MLVK (Sijil Kemahiran Malaysia SKM 1 & SKM 2).

In this infrastructure, the role of the agency in areas like funding are
crucial, in order to make the development and planning in the area are
well established , it need stable fund from the agency.

• Ministry of Tourism, Art and Culture Malaysia (MOTAC) offers financial assistance
through Tourism Infrastructure Fund (TIF) under the Bank Pembangunan Malaysia
Berhad (BPMB). To support SMEs in the tourism sectors by preserving their
capacity and assisting them to undertake the necessary investments to adjust and
remain viable post-COVID-19.

The government agency need to overcome the overlapping jurisdiction first in order to clear
up their role in the management, development and training in tourism sector. Thus the
relationship with local community and private agency can be strengthen thereby the
cooperation in some activity like marketing can be don effectively.
Project 2
The involvement of agency that specifically in charge in training and development should
support in term of fund and training partnership with private organization that provide some
capability in respective fields in order to produce expert in local community that are
competitive with foreign experts.

Through the local community which is in Kampung Gambut that have been relocated due to
the PIPC project, they have to readjust their source of income, so with the government
funding through KEJO0RA and MARA they can reopen area in there focusing on the SME
stall, for an example taking Pantai Klebang as benchmark as strategic business model.

Halal gastronomy is famous and trending today. Halal seafood center is suitable to done in
Kampung Punggai. Comparing of benchmark with Pantai Penarik Setiu, Terengganu, the municipal
council and local government at setiu successfully manage to attract visitor from outside to taste
the seafood product by promoting the halal product and place the restaurant beside the beach.
Kampung Punggai is suitable to accept this project as it has a similar geography location. Another
than that, another benchmark such as Sabak Awor, Muar, Johor and Todak Waterfront, kota
Kinabalu, Sabah also being referred as benchmark in this project
