What are the additional challenges envisaged from Jubilee & TEN field SIMOPS?

• Present EHSS response time standards will be impossible to meet with regard to the
environment, safety and security.
• The patrol area to maintain effective security will be more than doubled.
• More than double the present level of subsea IMR operations will be required.
• Presently we do not have the additional vessel capacity to cater for these requirements.

The marine philosophy document will have to be adjusted to incorporate the additional
challenges and associated contingencies.
The additional work scopes will present the opportunity for better rationalisation and
optimisation of vessel assets between Jubilee and TEN Operations, Subsea Operations and
EHSS.
The presence of two rigs on long term contracts working in Jubilee and TEN between now
and 2018 will also give increased scope to incorporate their support vessels into the overall
combined field strategy.
It only remains for us to work out, and then document, how best to achieve these goals.

5. Review of upcoming vessel requirements
So, in detail in the order that the vessels are required to be fixed:
2. 1 x FSV to support West Leo to replace Harlan S McCall at end of her contract in
Q3 2014. As the West Leo is showing as being in Ghana between Q3 2014 and Q4
2018 we have the opportunity to fix a 4+ year contract for this requirement.
Contract value will be in the order of $ 21,900,000.00

5. Review of upcoming vessel requirements
3. MPSV to cover Bourbon Astyanax dry dock July 2014. Duration of contract 30 days plus
mob & de-mob. For a similar vessel the contact value will be in the order of $900,000.00
plus mob and de-mob for the vessel only (not including ROV spread).
4. 1 x PSV (possibly 2) to support the Stenna Drillmax when she arrives in Ghana
circa Q4 2014. This requirement also has the potential for a longer term contracts
through to Q4 2017, subject to agreement on how to cover the rig’s vessel
requirements while in Suriname and Mauritania. Contract value will be in the order
of $25,185,000.00 per vessel.

5. EHSS vessel for general field support, to replace Seacor Master Q1 2015. The Master is to
be fixed short term, 1 year firm plus 4 x 3 month extensions whilst the longer term strategy
for Jubilee and TEN SIMOPS is developed and a suitable hull sourced.
6. EHSS vessel for general field support, to replace Seacor Merchant Q1 2015. The
Merchant is to be fixed short term, 1 year firm plus 4 x 3 month extensions whilst the
longer term strategy for Jubilee and TEN SIMOPS is developed and a suitable hull sourced.
7. EHSS vessel, a third vessel to be deployed during TEN Subsea installation and potentially
longer term if a three vessel strategy is deemed appropriate to give adequate protection to
Jubilee & TEN SIMOPS.
These vessels are good candidates for contract durations in the order of 10 years.
Contract values would be in the order of $45,000,000.00 per vessel (subject to
specification).

8. MPSV Jubilee FPSO for I&IMR work to complement TEN FPSO strategy. This vessel could
replace Bourbon Astyanax in Q3 2015. This vessel would be a good candidate for a contract
term of 5 years plus. Contract value in the order of $ 50,000,000.00
9. AHTS for JUBILEE FPSO for hold back and hose work to complement TEN FPSO strategy.
This vessel could replace John Coghill in Q3 2015 and is also a good candidate for a 5 year
plus contract. Contract value in the order of $ 40,000,000.00
10. Support vessel for the TEN FPSO required by Q1 2016. The operating strategy for the
SIMOPS for the two terminals has yet to be agreed and so the contract strategy for this
proposed vessel will be of particular interest. Contract value in the order of $
40,000,000.00

5. Review of upcoming vessel requirements
Required to perform tree and jumper installation, inspection maintenance and repair
activity. This vessel to operate in conjunction with the Jubilee MPSV, or on a stand alone
basis. The strategy is yet to be finalised.

6. How do we do it?
1. Update the TGL Marine philosophy to include TEN (also Subsea, WE).
2. Update the philosophy to include neighbouring Tullow Marine operations as they
become relevant.
3. Agree in principle the vessels required.
4. Confirm the vessels conform to the philosophy.
5. Agree the master contract strategy.
6. Prepare the individual contract strategies.
7. Initiate the procurement process.
Note:
The procurement process on a standard vessel is in the order of 3 to 6 months.
On a vessel with modifications or upgrades this can significantly increase the lead time.
