What is, and why,
conduct Strategy
Refresh?
Strategy Refresh is an activity that seeks to…

• Revisit the PNP Charter Statement to see if the


vision, mission, philosophy, core values, and
strategy map are still responsive or appropriate.

• Make revisions, additions or deletions to the


charter statement if deemed necessary.

• Revisit the PNP scorecard to see if the


measures/performance indicators, targets and
initiatives/PPAs are still responsive or appropriate.

• Make revisions, additions or deletions to the PNP


scorecard if deemed necessary.

• Revisit the dashboard of operational offices/units


and make revisions, additions or deletions aligned
with the refreshed PNP scorecard.
CONTEXT
Why conduct
Strategy Refresh
now?
• The current PNP scorecard is 10 years old. During that
time, it has not been formally revised or updated to
effectively keep up with the times.

• Strategy Refresh was last conducted 5 years ago. But its


outputs were never approved or implemented. Five
years is a long time, and even the outputs then might no
longer be responsive or appropriate.

• The PNP was certified as Institutionalized in the PGS by


the Institute for Solidarity in Asia (ISA) last 2019.

• Need to integrate new initiatives, PPAs, and also, review


current measures/KPIs.

• Need to align strategic direction with operational efforts.

• Need to harmonize the thrusts of the CPNP (9-Point


Agenda), and, adapt to the New Normal situation.
The updated PNP Charter Statement and
Road Map
 
The TWG elected to retain without any revisions the
existing PNP Vision, Mission, Mandate, Philosophy and
Core Values. With regards to the Road Map, the following
changes were agreed upon by the TWG:
 
 A new Objective in the Process Excellence
“Highly Capable, Effective and Credible Police Service by 2030” perspective was added, which is “Ensure Support
To Public Safety And Internal Security”. This new
objective reflects the disaster response, counter-
insurgency and counter-terrorism roles of the PNP
A safer place to live, work and which are absent in the current PNP Road Map. Said
do business addition also allows the DIPOs to contribute to the
PNP scorecard since they now have an objective

7. Plenary Session Virtual The new PNP Charter Statement and Scorecard is shown to all participants. CPSM, all concerned
D-Staff, P-Staff,
The NAGPTD is invited to comment on the changes (if there are any) to the NSUs, NAGPTD
PNP Charter Statement and the Scorecard.
The revised operational dashboard (produced by the QUAD) for
PPOs/CPS/MPS is also presented.

The body must then come to an agreement on changes (if there are still any)
made to the PNP Charter Statement and the Scorecard.
8. Refinement Virtual The new PNP Charter Statement and Scorecard is finalized and further CPSM
refined by the CPSM based on suggestions, recommendations given during
the plenary session.
9. Presentation and Virtual The finalized PNP Charter Statement and Scorecard is presented and CPSM
Submission to CPNP submitted to the CPNP for approval

initiatives are delivering desired results.

• Output of the Strategy Refresh conducted in 2015


which was not approved/ implemented.

• New Normal situation wherein adjustments have


been made to the PNP’s protocols and processes.

• New Thrusts, Initiatives/PPAs under the PNP


Sustainable Development Plan. This also includes,
among others, initiatives like S.M.A.R.T Policing,
ISO Certification, Internal Cleansing Campaign, et
al, which may necessitate new measures/KPIs. All
initiatives/PPAs in the scorecard must also be in
the AOPB to ensure sufficient funding.
