ORGANISATION AND STRUCTURE OF ZAMBIA MISSIONS

A diplomatic mission is a group of people named by a state


and are headed by a chief of missions to perform diplomatic
functions on the territory of a foreign state. The organisation
and structure of a diplomatic mission is based on the sole
purpose of the mission it being either for economic or
military purposes the graph below show a brief illustration.
 

APPOINTMENTS

 With regard to the appointment of officers, the Committee


is informed that appointments are made in accordance with
Part 2 No. 5, 6 & 7 of the Foreign Service Regulations and
Conditions of Service 2007 which provides that:

(i) The head of Mission shall be appointed by the President


of the Republic of

Zambia;

(ii) A Consul – General or Consul shall be appointed by the


Minister of Foreign
Affairs; and

(iii) An officer other than the Head of Mission/Station shall be


appointed by the Public Service Commission on behalf of the
President upon the recommendation of the Permanent Secretary.

The Committee is, however, informed that these provisions


notwithstanding, appointments were not done in an open and
transparent manner, creating the perception that appointments were
characterised by political patronage and nepotism. Further, foreign
missions were believed to be a place where ‘retired’ and ‘unwanted’
high ranking officials were transferred once they were unable to
perform locally.
RECEPTION OF DIPLOMATS

The reception of Diplomats is the art of welcoming High
Commissioners
 This can be a formal party at which not only Diplomats are
received but also other important officials such as Prime
Ministers.
 At the reception of Diplomats, there is the receiving line,
this is composed of the Ambassador, the spouse and the
Guest of Honour,
 When there is a big reception, selected senior Diplomatic
staff may stand in line also
 As the host the Ambassador stands in front of the line, a
butler or a special aide will sometimes stand in front of the
line, this is to announce the names of the guest of Honor
accurately.

RECALLING OF DIPLOMATS
 
Recalling can be defined as an order of return given
to someone belonging to an organization or a State
as requested (Cambridge Dictionary, 2017).
A Diplomat can be recalled due to the following
factors:

 A Diplomat can be recalled when he/she resigns.


An Example is the U.S Ambassador Roberta
Jacobson. who was confirmed under President
Barack Obama in 2016, is retiring at a time of
severe strain in U.S.-Mexico relations,
 Diplomats can be recalled when there is out-break
of war between the sending and receiving state.
Zambia cut Diplomatic ties with Iran in 1993.
 Diplomats are also recalled when the receiving state
requests the recall, this can be due to real or alleged
misconduct. In 2008, the American Ambassador to
Venezuela was recalled because the Venezuelan
Government made the request. Other Examples includes
George Zulu, High Commissioner to Australia and
Crispin Mwikita.
 Diplomats can also be recalled when they overstep their
Diplomatic roles. In January 2018, the Obama
Administration Requested the Recall of Venezuela
Consular General in Miami.
QUALITIES OF A DIPLOMAT
 
There are a lot of qualities a good Diplomat must possess but it
must be noted that some are born Diplomats while others acquire
the status.
According to Harold Nicholson, the qualities of a good Diplomat
includes:
 Accuracy
 Calmness
 Truthfulness
 Good Temper
 Modesty
 Loyalty
 Intelligence
 Knowledge
The above points can be summarized into four
major points:

 Eloquence= Talking Fluently, must not make the


audience bored. Knowledgeable on a wide range
of issues and clever.
 Intelligence= Mentally Alert.
 Multilingual= Must know more than one
language.
 Decency= Good Conduct.
