Background
• The number of native languages identified for the Bikol Region is 13, of which 10 are
uniquely spoken in the region namely:
Central Bikol Bikol Miraya
Rinconada Northern Catanduanes
Buhi-non Northern Sorsoganon
Bikol Libon Southern Sorsoganon
Bikol West Albay Minasbate

• And 3 are native to other regions but represent the overwhelming majority in one or more
towns in the Bikol Region.

Learner Information System (LIS)
• The LIS tracks and accounts all the learners in all schools
both public and private.
– When new students are registered, they are assigned a
Mother Tongue (MT) through a dropdown menu.
– The list includes almost all known language as well as
macro-languages (eg Bikol) and even informal
colloquial languages (eg, Bisakol).
– The master list of languages is managed by DepEd
Central Office.
• Based on the initial analysis of the LIS data, it is fair to
conclude that many learners in Region 5, the MT data in LIS
is inaccurate.
– Most of the teachers are selecting “Bikol” as the
mother tongue language regardless of whether that’s
the actual language of the student
– The reasons for this may be due to the “Bikol” option
being the first of the Bikol languages in the drop-
down list

ABC+ Lobel Report vs LIS Data
• The Lobel Report produced by SIL-LEAD provided the language situation in Region V.
It was written by Dr. Jason Lobel, a Linguist & Language Specialist , based on his own
fieldwork, travels, and data analysis over the past 20-plus years in the Philippines
especially in Regions V and VI.
• The analysis of the Lobel report was straightforward : Every municipality has a language
and every school within that given municipality was assigned the mother tongue. In some
cases, a second language was identified where the municipalities were identified as split
or sharing different languages (eg, Pilar in Sorsogon).
• Comparing the Lobel Report vs LIS data produced a NON-MATCH (Community
Language vs LIS Data)
• Based on the comparative analysis, ABC+ conducted a language survey with SIL
Language Consultant, Dr. Lobel last December 2019 – January 2020

Summary of Findings of Language Validation
 55% (1,717 out of 3,148) of schools identified their language in LIS as “Bikol” and
62% (1,062) of them are in communities validated as Central Bikol
 21% (656) of schools that identified their language as Bikol but are not in Central Bikol
validated communities (this means that the children are in communities and potentially
homes that do not speak Central Bikol)
 4% (127) of schools say that they have identified themselves with other Region 5
languages but are in communities validated to be in Central Bikol-speaking communities.
 30%(937) of schools that are not in Central Bikol communities that matched the validated
community language in the LIS (e.g., Rinconada LOI in Rinconada communities)
 7% (213) of schools that declared their student language to be other than the Central Bikol
language but did not match the validated community language

Language Identification Tool (LIT)
• The purpose of the tool is to help the
process of identifying the native language
spoken by each teacher and learner in the
Bikol Region.
• A preliminary testing of the paper-based
version of the tool was conducted by Mr.
Lobel last January 2020.
• The Language Identification Tool is in
Excel with a size of 20MB and requires a
computer or laptop
• A one-page briefer is provided to help
you download, install and use the tool

How to Use the LIT (Basic Information/Instruction)
• Ang sadya nitong maigsing aktibidad ay ang pag-aalam ng pinaka-pangunahing lenggwahe ng
bawat guro sa Region V.

• Para sa bawat English na salita, piliin ninyo ang kasinghulugan niya sa pinaka-pangunahin
mong lenggwahe. Tandaan na ang mga salita na ito ay nakasulat sa “semi-phonetic” na
pagsasaletra, at hindi sa mga opsiyal na orthography ng Bikol. Kung sakaling hindi mo alam
ang sagot, mas mabuting iwang walang-sagot ang bilang na iyon, kaysa manghula o sumagot ng
salita galing sa hindi mo pangunahing-lenggwahe.

• Ang naka-“underline” na syllable ay ang syllable na binibigyan ng diin, at ang simbolong “^” sa
taas ng huling vowel ay ibig sabihing may “glottal stop” sa katapusan ng salita na iyon. Pag
may “glottal stop” sa kalagitnaan ng salita, ginagamit ang hyphen (ie Pawis (Sweat) ay
ginagan-ut (Daet) ginaga-nút (Naga)

• Ang letrang “ə”/”ü” ay nagrerepresenta ng tunog na “schwa” na natatagpuan sa mga
lenggwahe kagaya ng Buhi-non; Rinconada ng Iriga City; Miraya; Polanguinon, Oasnon,
Ligaoeño, at Pioduranon. (ie Kumot(blanket) in Rinconada : Iriga City is isápəy )

• Ang simbolong “ɣ” ay nagrerepresenta ng tunog na “velar fricative” o “velar approximant”


na natatagpuan lang sa lenggwahe na Buhi-non. (ie Floor in Buhi-non is saɣə́ g)

• Ang simbolong “£” ay nagrerepresenta ng tunog na “interdental approximant” na


natatagpuan lang sa lenggwahe ng timugang Catanduanes, a.k.a. Viracnon o Southern
Catanduanes Bikol. ( ie Sun in Southern Catanduanes is a£daw)
