UNIT 4

Management of
NSTP
COMMUNITY-
BASE PROJECT
Learning Objectives 2

At the end of this unit, the student should be able to:

(a.) define project proposal as basis for implementation of the NSTP

activities in the immersion area;

(b.) apply the process of making effective project proposal based on

the identified needs of the target clientele;

(c.) appreciate the value of making effective project proposal in the

NSTP program following the suggested format.
PROJECT PLANNING AND IMPLEMENTATION 3
• Project is a time-bounded undertaking that is carried out to create a unique
service. It combines resources and channeled into a temporary structure in order
to accomplish a specific goal.

• Project development involves a series of continuous, often overlapping phases.

This cyclical process launches with survey of felt needs in the locality that will
serve as baseline information in the formulation of project or set of projects that
may be undertaken in an uninterrupted or staggered manner. As soon as we have
identified the project plan, it is prudent that we have an inventory of our
resources. Mobilizing our limited resources (men, money, materials and
moment) is a fundamental thing to do. Implementation comes with regular
monitoring to keep track of the development of the project. Measuring the
success of the project as in impact evaluation will serve purpose in revisiting the
plan of action. Afterwards, the cycle continues.
4
Project planning 5
• Project Planning In the formulation of a project, must take into
consideration the needs of the target clients. In this undertaking, the trainer
together with the trainers must assist the community in identifying,
analyzing and prioritizing the needs, and concerns they must tackle. People
in the community know more about the program relevant to their needs.
Developing them in the course of planning will motivate them in support
the activities. Based on identified needs, projects must be made through a
proposal to assess its feasibility, contributions, rationale, and basis for
funding, and support. This guideline in making a project proposal will
facilitate work for the trainees and trainees in their immersion activities.
This will also provide them a proper opportunity to prepare right data and
direction in the implementation of their plans while they will be actually
doing their task. A project proposal has several parts in order to complete
the needed information as basis of conducting the project. Project planning
is a discipline addressing how to complete a project in a certain timeframe,
usually with defined stages and designated resources.
• One view of project planning divides the activity into
these steps: 6
1. setting measurable objectives
2. identifying deliverables
3. Scheduling
4. planning tasks
5. Supporting plans may encompass human resources, communication
methods and
risk management.

PROJECT PROSAL
• What is a Project Proposal? A project proposal is a guide for both the
trainees and trainers in attaining tasks while they are in community
immersion. It serves as a basis of designing program of activities and key
instruments and inputs in monitoring and evaluating the projects to be
undertaken in the community. A project proposal is a 2-5 page document
that seeks to address key questions surrounding a major project. A project
proposal concisely describes what your project hopes to accomplish, why
those objectives are important, and how you intend to achieve them. In
more general terms, it makes a case for what you plan to do.
7
PURPOSES OF MAKING PROJECT
PROPOSAL IN THE LIGHT OF NSTP
• It guides trainors and trainees in designing a program for their clientele .
• It facilitates implementation, monitoring and evaluation of their projects.
• It serves as a data base in making reports as a requirement of the course.
• It makes work easier for it serves as reference for trainees to give the right
information needed for the project.
• It serves as a ready source of data for research work.

-There are Various Formats the preparation of a project proposal below is one of the
designs followed, it elecits the following information

1.The Title-the title of the project must capture the need and present name of the
clientele to be served. It must be catchy to the readers. It must be written in all
Capital letters, bold and centered.

EX.

2.Project Proponents -this part enumerate the names of a person to be involved in

the project their year level(if trainees) rank, contact numbers and Adress or
college.if there are several activities that require several leaders in every
undertaking, names must be specified per activity

EX.
3. Implementing units/Implementers. -it must be noted that in writing this part of
the proposal capital letters must be used to differentiate from the project
proponents. *Proponents have been listed below, their group leader, and the title of
their project proposal.

EX.

4. Project Duration- Specific days, weeks and months needed to complete the project. Specify
when will the project commence and when it will be finished. Attach a Gantt Chart of activity
based on the length of the project,

EX.
5. Length of Implementation- two day implementation only for the first day (6-7
hours ) of community work (three hours in the morning for the preparation of the 11
place and lecture. Another four hours in the afternoon for the distribution and
placement of waste segregation trash bins. For the second day, monitoring and
evaluation of the activity project will be done.

6. Objectives of the Project – the objectives of the project must be written in

operational terms on what you intend to do to solve identified problem related to
the project. The characteristic of the objective must be specific, measurable,
attainable, realistic and time bound(SMART). State properly by using the right
verbs that describe what you want to address in the relation to underlying
problems within a certain period of time.

EX.

7. Project Description- the following standards must be observed in writing the

a. Background of the Project – this part requires at least three paragraphs that provide
a realistic background of the project describing the modifying issues/problems that 12
have influenced the identification of the project. You can identify particular
differences or advantages over existing projects or cite issues in some publication
as proofs of underlying problems or realistic serious or general occurrence.

b. Justification of the project – discuss the importance of the prepared project in

solving or providing action to help solve existing problems inherent to the project.
Give the expected output of the project , benefits derived from it and most probable
recipients of the benefits of the project. It must be written 3-5 paragraphs.

c. Benefits derived from the project- this section reflect the advantages or benefits that
the activity will bring about when it is implemented . If possible, it should mirror
outcomes - or the long term results that people will receive.

d. Coverage- the area or vicinity covered by the project and the type of the clients to
be served should be reflected in the proposal . This gives focus to whom the project
is for and the extent of its implementation.
8. Methodology – this part cites the activities or strategies that should be
undertaken in order to achieve the ojbectives of the project . It should describe the
general approach of the project, agency counterpart incase of partnership,
responsibilities and obligation, manpower requirement and the manner on how the
specific activity will be undertaken if the project calls for it.

EX.

9. Detailed Budgetary Requirements – In preparation of the budget, the budgetary

requirement of all activities must be considered . The amount varies depending on
the extent of the project coverage. For most instances the bigger the project, the
larger the budget required. In many case, budget depends on the size of
expenditures needed . Sources of fund must be also specified. Budget is prepared
using the following data

Objectives of the Project
19

The general purpose of the two-day project is to feed the stray animals and
provide lectures to people in Barangay Tambulilid, Ormoc City. Toward the
end, the following objectives are set:
1. To feed the stray animals and give emphasis about their current situation.
2. To provide awareness and insights in the community about Animal Welfare
and being responsible pet owners.
3. To solicit the support of the people and organizations in order to continue
the proposed project.
Project Description
20
A. Background

Cats and dogs depend on humans for their everyday needs – food, water,
shelter, veterinary care, love, and more. We can’t neglect the fact that stray
animals have been present since then in many communities. It is important to
understand and realize that these animals depend on humans, as they are
living on the street or road, which is not their fault.

The act of feeding stray animals is probably well-intended to provide food
for these animals that are left to find food and fend for themselves. Stray
animals are vulnerable for hunger, abuse, and illnesses that later may become
a much larger problem for the community. The program addresses the needs
for shelter and guidance for the stray animals. We love animals; we don’t
want to see them going hungry.
•
B. Justification of the project
The program does not merely focuses on feeding the stray animals; it 21
is also to cater more audience or organization in order to help improving the
situation of the strays and the betterment of the community. Dirty
surroundings, dog aggression, and vandalized property, the list of complaints
against strays are many; in order to prevent the increase of these issues we are
hoping more people to lend their help.

C. Benefits derived from the project

We aim at improving the situation of the strays and help the community
lessen issues regarding stray animals.

D. Coverage
The project will be held at Brgy. Tambulilid, Ormoc City which will
cover more than 50 stray animals on the streets and sidewalks. Moreover,
there will be atleast 100 residents who will take part in the lecture seminar
that aims to promote adequate awareness regarding the Animal Welfare Act of
Methodology
22

Prior to the commencement of the project activity, leaders will have to make
sure that the members had already complied on the safety protocols of the
barangay. This will enable them to successfully perform the activity while
ensuring the members' safety amidst the pandemic.
Afterwards, the line 2 members will take part in the lecture-seminar where
they tackle about the Responsible Feeding of Stray Animals and how the
members will manage the activity in a proper way ; this includes some do’s and
don’ts during the actual conduct of stray feeding. The group will also ask for
further assistance from the Ormoc Strays Oasis with regards to the stray feeding
process & guidelines. In line with this, the lecturers will also discuss about the
factors of the growing number of strays & how to mitigate its rapid increase in
the community.
After discussing all the important matters, the members of line 1 and 2 will
gather in one place to secure the essentials that are needed in conducting the stray

for community Immersion
1.) Title- this is one of the important part of making project proposal for you
to be able to identify the work and give a general idea of what the project is
all about.

2.) Project Proponent- this is the part where the conductor or those person
who is responsible and legal to do so is introduced for example the leader and
members.

3.) Implementing Unit/Group- it is in charge of the day-to-day

implementation, management and follow-up of the activities included under
the Project.

4.) Project Duration- it is the total time that it takes to complete a project
measured in workdays, hours or weeks. The duration depends on the
availability and capacity of resources for example it took 3 hours for the
5.) Objective- describes the desired results or aimed to happen and according
to google The main objective of the project proposal is to get the client to buy 27
into your services.

6.)Project description- What Is a Project Description in a Project Proposal?

A project description in a project proposal is a brief summary of the goals, the
objectives, and the need for the project. It shouldn't be more than one or two
paragraphs. The project proposal will provide more detailed information.
there are four parts that is under project description.

A. BACKGROUND- The project background will always be at the beginning of your

proposal, right after the introduction or executive summary. This is the part of the
proposal where you explain exactly why your project should take place in your
community and what the problem is you aim to solve.

B. JUSTIFICATION - Project Justification is about trying to explain why we need to

implement a particular solution to the problem we have narrated above. We need to tell
donors why this is the best solution to address the problem.
C. Benefits derived from the project- it is the advantages or assets that you'll acquire
from the said project. 28

D. COVERAGE- It should include the project's purpose, goals, specific objectives,

method, and anticipated impact. Objectives need to be stated in measurable terms and
be specific and consistent with the statement of need and the purpose of the proposed
project. let's move now to the seventh part in making project proposal,

7.)Methodology- the methodology is where you can clearly outline how you
will use the requested funds to accomplish your project's objectives. ... It is
also where you demonstrate your project's feasibility by detailing your
experiences and resources that will be drawn upon to carry out the project.

8.) Budgetary Requirements- it is the expenses anticipated for a specific

period of time. And the last part but not the least is the
9.) Detailed Schedule of Activities- An activity schedule is an analytical tool 29
for graphically presenting and reviewing the activities of a project. It helps to
identify the logical sequence of the activities, estimate their duration, and
denote any dependencies that exist between them.

TOWARDS A RESPONSIVE
COMMUNITY Action
-Synthesis
The project development approach follows a systematic process that
involves determining the needs and the problems in the community, barangay,
purok, planning, implementing and evaluating time limited initiative that is
undertaken to create a unique service.
These specific concerns in development of project can be viewed in cyclical
presentation of various phases involved in the process known as project cycle. 31
The stage follows:

a. Community needs assessment

b. Project Formulation/Planning
c. Organization of Resources
d. Implement the Project
e. Project Monitoring
f. Impact Evaluation
g. Review of the Action Plan

It is worth while to give due attention to the critical role played by planning in
the execution of the project. Remember “ if you fail to plan, you plan to
fail”
