Competence of Selected
Teachers in Olongapo City:
Basis For A Post
Pandemic Pedagogy

“There can be infinite uses of the
computer and of new technology,
but if the instructors themselves are
not able to bring it to the learners
and make it work, then it fails.”
U.S. Senator Nancy Kassebaum
INTRODUCTION

The COVID-19 pandemic, has dramatically

changed the world we are living in. The
world has been surprised by this unseen
enemy who has taken millions of lives and
infected millions more by this deadly disease.
 Slight need for technological infusion into the teaching
instruction of teachers (Marcial and Dela Rama, 2015)
 Emphasizes that teachers must be able to use ICT in
addition to having ICT competencies to help students
develop and become collaborative, problem-solving,
creative learners as well as innovative and engaged
members of society (UNESCO, 2018)
 Teachers still need more exposure in utilizing ICT
technologies in pedagogy (Caluza, 2018)
 Over 100 million more children will fall below the
minimum reading proficiency level (UNESCO, 2020)
 Out of 689,329 teachers surveyed, only 63,416 or 9% of
the teachers have undergone training on Distance
Learning (DepEd, 2020)
 7 out 10 students undergoing blended learning (mix)
and 6 out of 10 studying purely online claimed they
learned less (SEQuRe, 2021)
 Teachers declaring the shift to distance learning had
burdened them with heavier workloads, led by internet
connectivity and cost problems, and came with limited
resources (SEQuRe, 2021)
 Online learning is often stigmatized as a weaker option
that provides a lower quality education than in-person
face-to-face learning (Hodges, 2020)
Resources and
Appropriation
Theory
(Van Dijk, 2005)
Conceptual
Framework
 Assess how demographics, ICT related
GENERAL variables and attitudes towards ICT influences
OBJECTIVE digital literacy and competence of the
teachers.
 Describe the demographic profile of the respondents
 Personal
 Work Related
 Describe the ICT-related variables in terms
Specific  Availability and utilization of ICT resources;
Objectives 

Availability of ICT infrastructure and facility at school
Pre-Service training on ICT and
 In-Service training on ICT.
 Find out the attitude of the respondents in using ICT
 Determine the digital literacy score of the respondents
 Describe the level of the respondent’s digital
competence
 Professional Engagement
 Digital Resources
 Teaching and Learning

Specific 

Assessment
Empowering Learners and

Objectives  Facilitating Learner’s Digital Competence

 Determine the significant relationship between the
profile, ICT related variables and attitudes towards the
used of ICT and the teacher’s digital literacy and
competence.
 Determine whether the profile of the respondents, ICT
related variables and attitudes towards the used of ICT
predicts the teacher’s digital literacy and competence.
• There is no significant relationship between the profile,
ICT related variables and attitudes towards the used of ICT
Hypothesis and the teacher’s digital literacy and competence.
• The profile of the respondents, ICT related variables and
attitudes towards the used of ICT does not predicts the
teacher’s digital literacy and competence.
