MAHATMA GANDHI NATIONAL RURAL EMPLOYMENT
GUARANTEE SCHEME (MGNREGS)

 The National Rural Employment Guarantee Act-2005 was notified


by Government of India on September 7, 2005.
 By amendment, NREG Act has been changed to “The Mahatma
Gandhi National Rural Employment Guarantee Act” w.e.f. 2nd
October, 2009.
 This Act is a milestone towards realisation of right to work.
 By the notification of this Act, Mahatma Gandhi National Rural
Employment Guarantee scheme (MGNREGS) came into force all
over India w.e.f. 02.02.2006.
 In Orissa, this scheme which was launched in 19 districts on
02.02.2006 is now being implemented in all 30 districts w.e.f.
01.04.2008.
OBJECTIVE OF MGNREGS

 Enhancement of livelihood security in rural areas by


providing at least 100 days of guaranteed wage
employment in a financial year to every household
whose adult members volunteer to do unskilled
manual work.
 Creation of durable assets in rural areas.
 Prevention of rural-urban migration of labourers.
 Strengthening social security and economic
condition of the rural poor.
PERMISSIBLE WORKS UNDER MGNREGS

 Water conservation and water harvesting


 Drought proofing, including afforestation and tree plantation
 Irrigation canals, including micro and minor irrigation works
 Provision of irrigation facility, horticulture plantation and land
development facilities to land owned by households belonging to
the Schedule Castes and Schedule Tribes or below poverty line
families or to beneficiaries of land reforms or to the beneficiaries
under the Indira Awas Yojana of Government of India or that of
the small farmers or marginal farmers
 Renovation of traditional water bodies, including de-silting of tanks
 Land development
 Flood-control and protection works, including drainage in water logged
areas
 Rural connectivity to provide all-weather access in which the
construction of roads may include culverts where necessary and within
the village area may be taken up along with drains
 Bharat Nirman Rajiv Gandhi Seva Kendra in G.P/ Block
 Any other work that may be notified by the Central Government in
consultation with the State Government
Annual Action Plan & Labour Budget

Gram Sabhas will identify and recommend labour budget and


village wise shelf of projects - 2nd October.

Gram Panchayats will forward the labour budget and village wise
shelf of projects with priorities to Programme Officer -by October 15.

The process of scrutiny, re-reference to Gram Panchayat if


necessary, and consolidation and submission of GP wise labour
budget and shelf of projects of the Block to Intermediate Panchayat
by the Programme Officer - by November- 15.

The Intermediate Panchayat will approve the Block Plan and


Labour Budget within fifteen days of the submission by PO and PO
will submit the Block Plan to the DPC - by November-30.
Annual Action Paln & Labour Budget

The DPC will submit the Block wise shelf of projects and Labour
Budget based on it to the District Panchayat - by December- 15.

The Zilla Parishad will approve the Block wise shelf of projects and
the Labour Budget - by December-31.

The DPC will forward the Labour Budget to the State


Government - by January-15.

The State Government will forward the Labour Budget to the MoRD-
by January-31.
IMPLEMENTATION PROCESS OF MGNREGS

REGISTRATION
The adult members of Rural Households those who are willing to do
unskilled manual work will apply for registration in concerned GP office in
B-1 from .
ISSUE OF JOB CARD
GP will issue Job card within 15 days from the date of Registration to the
registered families.
APPLICATION FOR WORK
Job card holders will apply for work in C-1 form to Gram Panchayat/ B.D.O-
cum-Programme Officer and dated receipt will be issued.
ALLOTMENT OF WORK
Work will be allotted within 15 days from the date of application for work by
Gram Panchayat / B.D.O-cum-Programme Officer.
UNEMPLOYMENT ALLOWANCE
If work is not provided within 15days of application for works,
Unemployment Allowance will be paid.
a. 25% of the wage for the 1st 30 days
b. 50% of the wage for the balance 70 days.
FUNDING PATTERN
Ratio of Central and State Govt. funding is 90 : 10.
IMPLEMENTING AGENCIES :
Work will be implemented by GP/ PS/ Line Departments. Atleast 50% of the
works in terms of cost will be implemented by GPs.
APPROVAL OF THE ANNUAL ACTION PLAN & LABOUR BUDGET
Village/GP/Block/District wise Annual Action Plan and labour budget will be
approved through Gram Sabha, GP, Panchayat Samiti and Zilla Parisad by
31st December of preceding year.
TECHNICAL SANCTION AND ADMINISTRATIVE APPROVAL
Technical sanction and administrative approval of the approved projects will
be given by the competent authority of implementing agencies.
ONLINE TECHNICAL SANCTION AND FINANCIAL SANCTION
 Every project under MGNREGS will be Technically and Financially
sanctioned in online. The Collector-cum-DPC will give online Financial
sanction for every project of any amount under MGNREGS.
RELEASE OF FUNDS
The Collector-cum-DPC will release MGNREGS funds directly to the implementing
agencies from DRDA.
EXECUTION OF WORKS
The implementing agencies will execute the approved project by engaging (i) the
registered labourers those who are issued notice in C-2 form on demand for work,
(ii) the registered labourers those who are willing to work.
ENGAGEMENT OF GRAM SANJOYAK
Executive agencies may engage Gram Sanjoyak in the work as mate.
DISPLAY BOARD
Before execution of the projects, display board should be constructed in the work
site
WORKSITE FACILITIES
Worksite facilities like Drinking Water, Fast aid, Shed, Creche etc. to be provided
in the worksite.
ISSUE OF MUSTER ROLLS
B.D.O-cum-P.O will issue unique numbered Muster Rolls to the officials of
implementing agencies project wise as per their requirement.
WAGE MATERIAL RATIO
Wage material ratio is 60 : 40.
MEASUREMENT OF WORKS
Measurement of the works will be recorded weekly and muster roll will be prepared
for seven days.
SUBMISSION OF MUSTER ROLL AND RELEVANT VOUCHERS
Authenticated copies of muster rolls and expenditure vouchers will be submitted by
implementing agencies to respective block for online entry and another copy of
muster roll to concerned G.P. for updating job card and employment register.
ONLINE ENTRY
The task of online entry of MGNREGS data is the sole responsibility of concerned
block irrespective of executing agency.
PAYMENT OF WAGES
Payment of wages to the labourers will be made within 15 days through their Bank/
Post office SB A/c mandatorily.
TRANSPERANCY AND ACCOUNTABILITY
Ban on contarctors and use of machine. Display of sign board at
worksite, pro-active disclosure of informations in public i.e. website, wall
of GP Office, public places etc.
GRIEVANCE REDRESSAL
a. PO-cum-BDO at the Block level, DPC-cum-Collector at District
Level are receiving complaints for necessary redressal of the
grievances.
b. Ombudsman will receive complaints for necessary redressal of
the grievances.
c. At the State Level, Sanjog helpline having toll free number
(18003456770) has been installed for Grievance redressal of
MGNREGS stake holders.
d. Public Grievance Redressal Committee at the district level
under the Chairmanship of Collector will review the disposal of
Grievance/complains.
SOCIAL AUDIT
Social Audit will be conducted twice in a year (April & October) in Gram
sabha.

Project Initiation Meeting (PIM)
Project Initiation Meeting is an initiative meant for awareness
generation among actual and prospective NREGA workers at village
level.
PIM is organized in the village / worksite on the 1st day of
commencement of a project being convened by PO of Panchayat Samiti
or EO of the Gram Panchayat through wide publicity.
In the PIM, the provisions of NREGA, registration, issue of job card,
demand for work, worksite facilities, payment wages through Bank /
Post Office and other rights of the job seekers are explained.

The applications for registration and demand for work are also
collected instantly.
In the PIM, the estimated cost of the work, the nature of the work, the
time rate and piece rate systems of wage payment are explained.
The rational of piece rate wage system for earthwork is explained
through demonstration of “Sample Pits”.

Revision of rate for earth work under MGNREGS
The rate of earth work under MGNREGS has been revised w.e.f. 15-03-
2010 vide this Department letter No. 7850 dt. 15-03-2010 .

Closure of Muster Rolls within 7days

To Avoid delay in payment of wages to the labourers,


the measurement should be taken within 7days.

Muster Rolls should be closed within 7days instead of


15days.

Within 3days of measurement, the Bill will be


processed and the wages of the labourers will be
transferred to the accounts of the labourers.
Modified Guidelines on Farm Pond
(Mo Pokhari)

This is taken as mission “Mo Pokhari”.


It will be excavated in the land of BPL/ ST/
SC/ IAY Benf. / Small and Marginal
Farmers.
8 types of Farm Ponds with estimated cost
from Rs.5,000/- to 50,000/- can be taken
up.
Beneficiaries will be selected in Pallisabha.
Work order will be issued to the
Beneficiaries.
Payment of wages will be made on ‘Piece
Rate’ to the labourers through Bank/ PO
A/c.
The target for the year 2010-11 is 5 lakh.
Multi purpose farm pond
Multi purpose farm pond will be taken up in the land of Small and Marginal
Farmers
The estimated cost is
Ordinary soil - Rs.1,15,000/-,
Ordinary soil & Hard soil - 1,32,500/-
Hard soil - Rs.1,50,000/-
It will be utilised for multi-purpose use like
Pisciculture,
Water conservation and
Horticulture plantation.
Beneficiaries will be identified by the officials of Fisheries Department.
It will be implemented by the field officials of Fisheries & Animal Resources
Department.
Work order will be issued to the Beneficiaries selected in Pallisabha.
Payment of wages will be made on ‘Piece Rate’ to the labourers through
Bank/ PO A/c.
Land Development in the land of
beneficiaries under Forest Right Act
Land Development, Horticulture Plantation and Farm Pond will be taken up
in the land of beneficiaries covered under Forest Right Act.
The beneficiaries of land under Forest Right Act belonging to BPL / ST /
SC / IAY / Land Reform beneficiaries/ small and marginal farmers families
are eligible.
Beneficiaries shall be selected by Palli Sabha.
Depending on the land holding, selected beneficiaries can take up Land
Development, Horticulture Plantation and Farm Pond in their lands with cost
from Rs.5,000/- to Rs.50,000/-.
Orissa Watershed Development Mission (OWDM), Orissa Tribal
Empowerment and Livelihood Programme (OTELP), Orissa State Forestry
Development Programme (OSFDP), Directorate of Soil Conservation,
Panchayat Samiti and Gram Panchayat will be the implementing agencies.
The work order will be issued in favour of beneficiaries found eligible after
enquiry.
Payment of wages will be made to the labourers through their Bank / Post
Office accounts on piece rate i.e. out turn basis.
Construction of Bharat Nirman Rajiv Gandhi
Seva Kendra

 The objectives of BNRGSK are to provide Space to facilitate the


functioning of MGNREGA office at GP / Block Levels and function as a
knowledge resource centre.

 Designs of both the buildings have been prescribed in the Guidelines


and also available in web-site (http://mgnrega.nic.in)
Mode of Execution:
 Dovetailing of material component with other schemes.
 The labour material ratio of 60:40 is to be maintained at the
District Level.
 GP can also take up the work under the direct supervision
of the block.
 The buildings will be executed Departmentally by issuing
work order in the name of J.E./GPTA.
 Regular reporting in the online module

Convergence of MGNREGS with Line Department
and Other Schemes
Guidelines for Convergence of MGNREGS with Line Departments
has been simplified and communicated to all concerned.
Block / GP / Village wise Annual Action Plan will be directly
submitted to Collector-cum-DPC by District Level Line Departments
for approval of the Zilla Parisad.
Technical sanction and Administrative approval by Line
Departments.
Online financial sanction by Collector-cum-DPC.
Funds will be released directly to the concerned Line Departments
from DRDA by Collector-cum-DPC.
The online entry of MGNREGS data will be made by Block.
2% of the expenditure can be spent towards contingency by Line
Departments..
Service of Gaon Sathi / Gram Sanjoyak will be availed by Line
Departments..
The labour component will be booked under MGNREGS and
material component will be booked in other schemes.
Payment of wages through Business
Correspondent
 MOU has been signed between PR Department and SBI for payment of wages
through Business Correspondents by using Biometric Cards through SBI
network.
 In first phase, payment of wages through Business Correspondents by using
Biometric Cards through SBI network have been taken up in 1000 GPs in
Ganjam, Gajapati and Mayurbhanj districts at the cost of SBI.
 There will be appointment of one CSP (Customer Service Provider) in one GP
by the Zero Mass Foundation.
 The payment of wages will be made by the CSP by using Biometric Card
through SBI network.
 The system involve the process of CSP appointment, enrollments and card
issuance, opening of Bank Accounts, credit of beneficiary funds in the Bank
Account and cash disbursal to enrolled NREGS beneficiaries.
 Union Bank of India has proposed to make payment through this model in the
districts of Bargarh, Bhadrak, Boudh, Bolangir, Deogarh, Jharsuguda,
Kandhamal, Keonjhar, Sambalpur & Sonepur.
 ICICI Bank has proposed to make payment through this model in the districts
of Cuttack, Dhenkanal, Puri & Jajpur.
 The Collector & BDO will facilitate awareness campaigns on the Biometric
Card technology in the villages for all stake holders.
Worksite Management
Provision of worksite facilities Worksite facilities such as shed,
drinking water, first-aid and creche to

Worksite Management
Gram Panchayat Technical Assistant (GPTA)

Under MGNREGS, initially 2 GPTAs have been engaged in each


Block.
Additional 1000 GPTAs are being engaged in the Blocks as per
following ration.
 1st Phase Districts- 4 per Block
 2nd Phase Districts – 2 per Block + 2 per District
 3rd Phase Districts- 1 per Block + 2 per District
The monthly remuneration of GPTAs has been enhanced to Rs.9,300/-
per month.
The GPTAs should be allotted GPs by the BDO.
The GPTA will perform duties of normal J.Es like preparation of
estimate, technical sanction, taking measurement, preparation of bill
and supervision of works.
The newly joined GPTAs should be given training at the Block and
District level.
The newly joined GPTAs will be given one day training at the State
level.
IEC Activities

Palli Sabha and Grama Sabha should be conducted with wide


publicity.
Approved shelf of projects should be displayed at GP and Block
levels.
All the relevant information of the project (people’s estimate) should
be written in Transparency pillars constructed at the worksite.
Muster Roll, Copy of estimate should be available in the worksite.
Current Status of the projects regarding estimate cost and expenditure
should be displayed in the GP and Block wall.
All the informations under MGNREGS should be web hosted.
The calendar of the Social Audit should be made wide publicity
through beat of drums, leaflets, advertisement through news papers and
should be web hosted.

Grievance Redressal Mechanism
All the Complaints / Grievances received at GP, Block and District level.
BDO-cum-PO is the Grievance Redressal Officer at Block level.
Collector-cum-DPC is the Grievance Redressal Officer at District level.
Grievance Redressal Committee formed under the Chairmanship of
Collector at the District Level for monitoring the disposal of complains.
Ombudsman disposes of the Grievances at District level.
State Level Monitors enquire the Grievances at District level.
Sanjog Help line have been established at the State level for disposal of
Grievances of stake holders.
Appeal against the GP will be to the BDO-cum-PO, appeal against BDO-
cum-PO will be to the Collector-cum-DPC and appeal against DPC will be to
State Rural Employment Guarantee Commissioner.
Mahatma Gandhi National Rural Employment Guarantee (Grievance
Redressal Mechanism) Rules, 2010 has been notified.
Grievance Redressal Rules, 2010

Mahatma Gandhi National Rural Employment Guarantee


(Grievance Redressal Mechanism) Rules, 2010 has been notified
vide notification number 32189 dated. 06-11-2010.

All the Complaints / Grievances received at GP, Block and


District level should be entered in the complain register by GP,
Block and District

The person registering the Grievance should be given a receipt


with no. and date.

The BDO-cum-PO is the Grievance Redressal Officer at Block


level and Collector-cum-DPC at District level.

Gram Panchayat, BDO-cum-PO and Collector-cum-DPC shall


redress Grievances of applicants within 7days of the receipt.
Grievance Redressal Rules, 2010

Grievance Redressal Committee will be formed under the


Chairmanship of Collector for monitoring the disposal of
complains

Appeal against the GP will be to the BDO-cum-PO, appeal


against BDO-cum-PO will be to the Collector-cum-DPC and
appeal against DPC will be to State Rural Employment
Guarantee Commissioner.

If any person is found guilty of contravention of the Act, penalty


up to Rs.1000/- can be imposed

MPR on receipt and disposal of Grievances should be sent by


BDO to District and by District to Department.
Social Audit
Guidelines on Social Audit
Conduct of Social Audit (SA) in the Gram Sabha of the concerned Gram
Panchayats mandatorily twice in a Financial Year in the month of April and
October.
Finalization of calendar of the SA Block / GP wise by DPC-cum-Collector
in consultation with PO-cum-BDO and widely publication and uploading in
MGNREGS website at least 30days in advance.
Prior to SA, constitution of Social Audit Committee consisting of ten (10)
members at the village level by the Palli Sabha to conduct SA at the village
level.
Election of President / Secretary by SA Committee and formation of three
Committees for verification of documents / inspection and field visit and
Muster Rolls verification at the village.
Public hearing on SA in SA Forum at Gram Sabha. The findings of the SA
Committee will be presented by President / Secretary of the SA Committee.
Presence and furnishing reply and required information in the meeting by
the GP Officials, PRI Representatives / Officials of Line Departments / Other
Implementing agencies.
Recording of the findings / minutes of the SA Forum in the prescribed
format and sending to DPC / BDO / EO for compliance within a week. Web
hosting the findings of the SA in the prescribed format.
Role of NGO in Social Audit
Becoming a member of the SAC at Village Level chosen by Palli
Sabha by one representative from any NGO with proven track
record within the Block area.

Co-ordination of SA within the District by One NGO engaged by


the Collector-cum-DPC at the District Level with collaboration of
other NGOs if necessary.

Making awareness of the calendar of the SA of the Gram


Panchayats to the public and bringing them to the SA Forum at
GP HQ.

To be Present and participate in the SA Forum at the GP HQ.

To act as facilitator in the process of SA.

To provide training on preparation and documentation of the SA.
