- the Phil. Cjs is composed with organized and establish institution which serve
to maintain peace and order.
 The process is the totality of the activities of law enforcers, prosecutors,
defense lawyers, judges and correction personel, as well as those of the
mobalized community in crime prevention and control.

COMMUNITY
WHAT IS COMMUNITY?
 Community-refers to the civilian populace in, municipalities or public general, and can be use
interchangeably with public, citizens, society or private sector.
 The community belong and one of the components of the pillar of Philippine criminal justice
system. … it is called the informal pillars of cjs and place to the last but it can be the
beginning and the end of the pillars of the cjs because it plays a vital role in crime prevention
and cooperation with the law enforcement agency. Also we should keep in mind that the prime
mover or initiator which is the law enforcement are having the community as their main stick
holder even in their mission and vision they want the participation of the community in the
law enforcement policing system.
THE ROLE OF THE COMMUNITY IN
THE ADMINISTRATION OF CRIMINAL
JUSTICE SYSTEM
 The community has an unparalleled role as the fifth pillar in the Criminal Justice System. In this
connection community is understood the mean as “elements that are mobilized and energized to
help the authorities in effectively addressing the law and order concern of the citizenry.”
             It is the unique feature of the Philippine Criminal Justice System to have the Community as
its fifth pillar.  The community in this context refers to the elements that are mobilized and
energized to help authorities in effectively addressing the law and order concern of the citizenry.
 The community belong and one of the components of the pillar of Philippine criminal justice
system.
 … It is considered as the based and most important pillar because without it’s cooperation and
coordination with the other 4 pillars , the ends of justice will not be serve.
WHAT ARE THE SECTORS IN
THE COMMUNITY THAT
MUST BE CONCERNED WITH
THE ADMINISTRATION OF

SPECIALLY THE COMMUNITY PILLAR WILL BE BASED

FAMILY
ROLE OF THE FAMILY
Family is one of the most important because it represents the basic group that united through the
band of kinship of marriage present in all societies. It is the primary institution that molds a child
to become a law abiding person or a delinquent person.
 As basic and essential building blocks of societies, families have a crucial role in social
development. They bear the primary responsibility for the education and socialization of children
as well as instilling values of citizenship and belonging in the society.
 As a basic social institution, family must strengthening their ties to avoid criminality. The first
teacher of the child his/her parents and all persons living in their house. The parents and other
adults must serve as a model of the child; hence they must be avoid any activities that the child
mistaken think is right.
 If one of the family members become a criminal, and after service of sentence, this member will
return, and should the family must be open minded in accepting this member. No one will accept
an ex-convict if his own family refuses him.
BARANGAY
ROLE OF THE BARANGAY
The barangay is the smallest political unit.
The brgy. Is a cohesive group of inhabitants processing commitment and performing a well
defined and significant role which can be transformed into effective and harmonious action for
the prevention and control of crime and delinquency.
 The barangay justice system exemplifies the personnel oriented approached to the
dispensation of justice within a faster and shorter time frame, lesser rigor and much cheaper
costs.
GOVERNMENT
ROLE OF THE GOVERNMENT
 When we talk about the role of government, this is the duly constituted authority that enforces
the laws of the land and as such it is most powerful institution as far as control of the people is
concerned. Respect for the government is influenced by the respect of the public for the people
running for the government.
 If there’s a persons released from prison, officials of the government must provide an
opportunity for those reformed and rehabilitated offenders. Without this opportunity, we can’t
assure that these person will remain to act as rehabilitated and reformed offenders. They may
likewise provide livelihood programs to avoid repetition of crime against property because of
poverty.
 To conclude, community pillar are recognized as the focal
points for the effective delivery of crime prevention initiatives.
Also, the governments and relevant international funding
organizations should be invited to provide increased financial
and technical assistance to countries and communities in
support of their crime prevention efforts.
