Food Processing Policy Contd….
Central:Ministry of Food Processing Industries, Govt. of India’s initiative for
framing of a separate policy of Food Processing Industries in 2005 is great boost for
the Country towards to development of this sector.

States:
Manipur does not have a separate policy for Food Processing Industries. In
view of the recent developments, and initiatives taken up by the Ministry a separate
Policy for Food Processing Industries in Manipur is in active consideration of the
Government.

Existing Policies: 1) Industrial Policy of Manipur, 1996 and amendment of this


Policy is under process.
2) North East Industrial and Investment promotion Policy (NEIIPP), 2007

Proposals:-

Integrated Cold Chain having the Components in 11 Centers:


Minimal Processing Centre at the farm level including weighing, sorting, grading,
waxing, packing, pre-cooling. CA/MA Cold Storage, normal storage and IQF.
Mobile pre-cooling vans and reefer trucks.
Distribution hubs with CA/MA Chamber/Cold Storage/Variable Humidity
Chambers, Packing facility, CIP fog treatment, IQF and blast freezing.
Modernization of Abattoirs – setting up in PPP mode.
Human Resource Development – upgradation of existing Single line
Food Processing Training Centre into a Multiline Training Centre by introducing
Diploma courses in Food Processing technology, EDP/Training FPI sector Awareness 5
programme etc.

 S. Kula Women’s College, Nambol, Bishnupur District, introduced a course on Food


Processing Technology with the assistance of Ministry of FPI, GOI, under Manipur
University.
 ITI, Imphal East & West is also introducing Diploma Course on Fruit & Vegetables
preservation under World Bank assistance.
 Implementation of HACCP/ISO 2000, Food Safety and Quality Management system.
 Setting up of Food Quality Control & Testing Laboratories. (1 one) under Indo-Myanmar
Border Trade, 1 (one) in the Food Park at Nilakuthi and 1 (one) at Food Processing Centre
Complex, Porompat, Imphal East.
 Implementation of Quality of Street Food at Imphal City.

 Manipur is located in the eastern most corner of NE states bordering with


Myanmar Country and Assam, Nagaland and Mizoram states. The present rail
connection is at Jiribam, neighboring Silchar district of Assam. Moreh is a border
town with Myanmar. Besides, Manipur is divided into 9 (nine) districts, 4 (four)
in the valley and 5 (five) in the hill areas.
 There is no direct sea route connection with Manipur. Imphal Airport connects
with the rest of the Country. Being a hilly State, (ninth tenth of the total
geographical area is hilly regions), there has been always facing poor
connectively and transportation of all the parts of the States even through 3
(three) Natural Highways, NH – 39, NH – 150, and NH – 53 connects the region.

 Establishment of Integrated Cold chain, value added Centre, Packaging (Minimal


Processing Centre at the farm level having. Weighing, Sorting, grading, Waxing,
Packaging, pre-cooling, CA/MA Cold Storage, normal Storage and IQF, Mobile
Pre-cooling vans and refer trucks, Distribution hubs, Processing Centres,
Collection  ……. etc.).
Creation of a Food Processing Information Systems (FPIS) is very important
initiative by the Ministry to link will all the States and their Food Processing
Units. A website of the Department of Commerce & Industries, Manipur, is going
to launch shortly which is fully supported by Food Processing Industries Division
of the Department. Creation of FPIS is amount with the support of the Ministry.
Proposal: Central to bear all the costs for establishment of Food 8
Processing Information System (FPIS).

 Food safety and quality is very important issue in the World today as Food
consumed by human being is concerned with health. The Food Safety and
Standards Act, 2006 is a step forward towards this. The State Govt. is considering
to set up three time Food Safety and Quality Control measures through
establishment of 1 (one) Food Testing Laboratory at Moreh under Indo-Myanmar
Border Trade, 1 (one) at Food Park at Nilakuthi, and 1 (one) at Food Processing
Training Centre, Complex, Porompat, Imphal East.

• Lack of infrastructure facilities at the farm gate.
• No. post harvest processing facilities etc.
• Lack of Cold Storage facilities.
• Lack of training facilities.
• Lack of awareness

Pilot projects for packaging/labeling for unorganized sector

 Setting up of Pilot projects for packaging/labeling for unorganized sector are


urgently required in Manipur. This can be done only be establishing cluster type
food processing industries are setup in the rural areas. A common brand,
therefore, can be developed in such food clusters by taking a re-labeling license
from the Ministry. Small exhibitions like roads shows, in various rural markets
will extensively help in the development of brand and marketing of food products.
In such exhibitions road shows exchange of local commodities will get from one
to another.

1. No proper brand/level not indicated in the food products produced in various rural as
well as urban areas.
2. There is a serious impact on the Food quality and Health safety for the general people.
3. Food adulteration may occur in many areas.

Proposal:
1. Pilot projects for packaging/labeling for unorganized sector for food
processing units may be set up in several of rural areas of the State.
 Common brand may be developed by in the form of re-labeling license. 12
 Establishment of food clusters for different foods in different areas may be set up.

The Ministry of Food Processing Industries, Govt. of India’s present schemes, has
not spelt out any specific scheme for small investment for unorganized sectors.
Micro-finance sector in unorganized sector may be extended to so that food
processing in the rural areas may be enhanced for commercialization of than food
products.

 Without the manpower development to farmers, technicians, and scientist, it may


not be possible to achieve the growth in vision, 2020. Women occupies higher
percentage in farmers, production of fruit & vegetables etc. Special thrive must be
given to women in the capacity building to generate employment through SHGs,
Societies etc. So far 647 persons were trained, of which Women Constitutes more
than 70%.
 Upgrading the skills of human resources already employed through periodic
training.
 The food Processing Training Centre (Single line), Porompat, Imphal East

therefore, plans to initiate the following actions:

• Design a curriculum for skill development programmes in consultation with the


concerned Departments.
• Explore the possibility of collaboration with Banks and Financial Institutions etc.
raise the funds required to run large-scale skill development programmes.
• Prepare a blueprint for running a campaign in mission mode for training at
various levels of workers for the food processing sector with the involvement of
educational institutions, private and public vocational training institutions,
industry, NGOs, etc.
• Collaborate with Skill Development Mission up to ITI level to focus on food
processing sector.

 Explore producer companies – 10 pilot projects in 10 different States for small &
cottage of dedicated financial institutions for the food processing sector.
 Public Private Partnership – establishing business incubation centres.
 Foreign investment.

Issues:
 Most of the Banks and financial institutions are reluctant to extend term loan to FPI
units, without which the assistance from the Ministry could not be availed. Small &
Cottage scale food processing industries find different to get loan from the Banks and
financial institutions.
