Wagon Master Incorporated in FOIS from IR Wagon Master, to be used further in FOIS
application.
All the non 11-digit Wagons need to be replaced in FOIS with the 11-digit IR wagons through
RMS application at various events like:
◦ Wagon Cut-In
◦ Wagon Attachment
◦ Rake Formation while giving Wagon Consist

Implicit Correction of Wagons through logical mapping of best fit wagons

Through FOIS-FMM Integration after offering rake placement for examination.
To avoid any further corruption of Wagon Data in FOIS, the facility of creation of new wagons in
FOIS shall be withdrawn.
Entry of New Wagons in FOIS

FOIS shall have strict checks and validations to restrict entry of impure wagons in
the FOIS system as under:

1) Entry of New Wagons in FOIS:  

◦ The present facility available to FOIS users for creation of New Wagons shall
be withdrawn for IR Owned Wagons.
◦ All 11 Digit Valid Wagon Numbers have already been added in FOIS Wagon
Master.
◦ Users to directly report wagon cutin at desired location and use the wagon.
◦ However, the entry of Private wagons in FOIS shall be allowed.

2) Wagon Cutin at a Location:
•The functionality to wagon cutin (assign location to a wagon) shall only be allowed for Pure
Wagon Master that has been made available to FOIS through IR Wagon Master (IRWMS).
•Hence, only those wagons available in IR wagon Master can be added to any Location through
the task.
•This shall be applicable for IR Owned Wagons. For Private Wagons, the feature shall have no
change from existing flow.
•Users should delete any invalid wagon numbers from yard holding and replace same with
correct 11 digit wagon numbers.

3) Rake Formation:  
•During formation of Rake in FOIS, while reporting wagons for the rake, the system shall validate
the wagons to be part of IRWMS.
•No wagon other than those part of IR Wagon Master shall be allowed in a new Rake.
•This shall be applicable for all IR Owned Wagons and not for Privately Owned Wagons.
•The check shall be applied only to Formation of Empty Rakes and reporting of Empty wagons for
the Rake.

4) Wagon Attachment in Rake/Load:
While attaching any Empty Wagon to existing Rake or Load in Transit as Rake or Piecemeal,
system shall restrict the same if the wagon being attached is not a part of IR Wagon Master
This shall be applicable for all IR Owned Wagons and not for Privately Owned Wagons.

5) Attribute Change for a Wagon (Wagon Correction Task):  
•The wagon correction task available in FOIS shall only allow change of basic attributes of FOIS
Wagon (Owning Railway, Wagon type and Wagon Number) so as to correct an invalid wagon
number to match a valid wagon number from IR Wagon Master. 
•A Pure Wagon in FOIS cannot undergo attribute change to impure Wagon.
•A wagon once converted to Pure Wagon shall not be allowed any further editing in basic
attributes.
• However, other attributes of a wagon shall be allowed modification through this task.

6) Wagon Condemnation Task:
The wagon condemnation reporting through FOIS shall be restricted for IR Owned wagons which
are part of IR Wagon Master in case the same has not been notified as condemned through
IRWMS.
Users shall be allowed to delete the wagon to remove the same from holding but shall be
restricted to mark as condemned till such time.

NOTE: NO MODIFICATION ON ANY LOADED WAGON OR ANY WAGON WHERE COMMERCIAL

ACTIVITIES HAVE BEEN COMPLETED SHALL BE ALLOWED UNDER THE PURVIEW OF ABOVE
SUGGESTED CHANGES.

7) IR Wagon Master query in FOISWEB:
This query shall display a list of wagon numbers in IR Wagon Master based on input like wagon
type, owning railway and wagon number series.
Also, if the same pure wagon is in use in FOIS or not.
If wagon is in use (as per FOIS user reporting), then its last reporting details along with load &
rake details etc shall be provided

7) FOIS Rake Verificaiton Query in FOISWEB:
Post issue of BPC through FMM for a FOIS offered Rake, the BPC along with the final Wagon
consist is received in FOIS.
FOIS user has been provided a query to view the mismatch in FOIS Rake Consist and Rake
Consist as Issued by FMM.
All mismatches are highlighted and its for FOIS user to remove (detach) the wagons not
matching the FMM issued BPC and replace same with actual Wagons as reported by Depot user.

ISSUES IN INTEGRATION (DATA
QUALITY)
Incorrect / invalid wagon numbers being reported in Rakes and offered for Examination or run in
FOIS.
Movement of Empty Rakes in systems is not in-line with physical movement of Rakes
Entire Rake being offered in system is not matching the physical rake being examined
Rake movement data, en-route stabling, detentions and wagon changes not being reported
religiously in the system
Identification of Rakes in system is an issue due to Incorrect BPC and Loco Reporting
Home basing of Rakes across Applications (FOIS and FMM) is not correct

1) A WAGON IS AVAILBALE PHYSICALLY BUT SAME IS NOT AVAILABLE IN IR WAGON MASTER

◦ User to approach concerned Divisional FMM Control and make entry in IRWMS
◦ Authorized official to approve the entry of new wagon in IRWMS
◦ New Wagon shall be updated in IRWMS and information of same shall be shared from IRWMS to FOIS.
◦ FOIS user to cutin the wagon at desired location.
◦ Refer to detailed user guide issued by IRWMS/FMM for entry of new wagon in IRWMS
◦ In case issue is not resolved, Central OCC Team to be contacted for support.

2) A WAGON IS AVAILBALE PHYSICALLY, AVAILABLE IN IR WAGON MASTER BUT UNABLE TO CUTIN AS WAGON IS IN USE
AT ANOTHER LOCATION/RAKE/LOAD
 Case 1: Actual Wagon in Empty Condition
◦ Contact the railways where the actual wagon is incorrectly being reported.
◦ Concerned Railways to Delete/ Detach & Delete the incorrect wagon from Rake/Yard.
◦ Reporting Railway to Cutin or use the actual Wagon.

 Case 2: Actual Wagon in Loaded Condition

◦ In case actual wagon is incorrectly reported as loaded wagon elsewhere, user to create a Duplicate Wagon through “Entry of New
Wagon” screen for the actual wagon.
◦ User to use the Duplicate wagon instead of actual wagon.
◦ The Duplicate wagon shall be considered as correct wagon and other wagon shall be marked as Invalid.
◦ Invalid wagons shall not be allowed next loading in FOIS System.
◦ Users to remove incorrect wagons from system and replace duplicate wagons with actual wagons.
◦ System shall also execute regular update to implicitly replace Duplicate wagons with actual wagon in case invalid wagon has been
reported deleted (Cutout) in Application.

3) WHILE PLACING A VALID 11 DIGIT WAGON FOR LOADING SYSTEM NOT ACCEPTING THE
PLACEMENT

◦ In case another user in FOIS has created a duplicate wagon for an 11 digit IRWMS wagon, same shall be
considered as valid wagon and the 11 digit wagon itself shall be marked as invalid wagon.
◦ All such invalid wagons in system shall be restricted for Loading in the system.
◦ User should delete/ detach & delete such wagons from yard/Rake and replace with actual 11 digit
wagon as available physically in Rake.
◦ Only valid 11 digit wagons as per physical consist shall be allowed for operations in FOIS.

 
User will get following error message at the time of placement for Loading
<Wagon List > CANNOT BE LOADED MORE THAN ONCE.

4) HOW TO REPLACE A NON-11 DIGIT WAGON IN FOIS WITH 11 DIGIT VALID WAGON

◦ FOIS user shall need to exercise exception task of “Wagon Attribute Change” to carry out change in Wagon
Details ie Owning Railway, Wagon Type and Wagon number of wagons that are either part of a Rake or Piecemeal
Wagons in Yard.
◦ FOIS users should record the actual 11 digit Empty wagon holding of the yard (Rakes and Piecemeal) and use the
same to replace the invalid/incorrect wagons with correct wagons as enumerated in IR Wagon Master.
◦ System shall implicitly replace invalid wagons with valid wagons at the time of placement if there is a logical
mapping of incorrect wagons available in IR Wagon Master. However, for other wagons users shall have to update
the same through above mentioned task.
◦ In case, actual wagon available in yard is reported in FOIS at any other location, efforts should be made by users
to get the wagon deleted from incorrect position and reported at correct location. Or alternatively a duplicate of
correct wagon should be used as explained earlier.
◦ For any wagon which is physically available but same is not available in IR Wagon Master, process laid down for
entry of wagon in IR Wagon Master should be followed.

5) HOW TO REMOVE INVALID WAGONS AVAILABLE IN YARD AS PIECEMEAL STOCK

◦ FOIS user shall need to exercise exception task of “Wagon Attribute Change” to carry out change in
Wagon Details ie Owning Railway, Wagon Type and Wagon number of wagons that are either part of a
Rake or Piecemeal Wagons in Yard.
◦ In case a wagon available in FOIS is not a wagon physically available in a Rake or as Piecemeal in yard,
users should use Exception Task of “Delete Wagon” to remove same from holding. This shall help other
users to use the wagon at correct location and with correct rake.

6) HOW TO VIEW LIST OF WAGONS IN IRWMS AND ITS AVAILABILITY IN FOIS

◦ FOIS user can check 11 digit Wagon Number from the new web report “Pure Wagon Master” in FOIS
Web Queries.
◦ The Query shall display list of wagons as per search criteria and also provide details of wagons if same is
in use at any of the Locations in FOIS with its last reporting details.
◦ Based on details, user should take action for correction and reporting in FOIS.
