• The effect on public opinion of perceptions of the relief operation is uncertain as the non-
government newspaper reports reflect the views of party activists . There are no neutral
surveys of political opinion or reports of the kind that have proliferated since 1990.
• If the handling of the disaster did increase discontent with the Panchayat system in
affected areas, this would have been a very minor factor, compared with general
dissatisfaction and the demonstration effect of the collapse of authoritarian regimes in
Eastern Europe.
Reconstruction after 1988
• House rebuilding loans of 5000 rupees at 1% interest were offered, with option of an
additional 5000 at 10% and 15% on anything beyond 10,000. 53,000 households
benefited. In 1992 the government cancelled repayment of the first 5,000 for those
who had borrowed no more than 10,000. Those who had borrowed higher amounts
often then withheld repayment in the hope that their loans also would eventually be
forgiven (World Bank 1997)
• Free technical advice for village homes and grants for installation of toilet and
smokeless stove (features compulsory in towns) but only a minority of rural households
took this up.
• A World Bank credit of US$41.5 million agreed in April 1989 for a programme under a
Town Development Fund Board covering both reconstruction and an urban
development scheme already under discussion before the quake. Reconstruction loans
appear to have been effective. but the urban development component was not
successful because of poor absorptive capacity of the municipalities.
Safety initiatives following the 1988
earthquake
• Focussed attention both from professionals and in the
Kathmandu media on the earthquake safety issues
• Setting up in 1993 of the National Society for Earthquake
Technology (NSET)
• Drawing up of a National Building Code made
compulsory in urban areas in 2005.
• Institution of an annual Earthquake Safety Day in1999.
• Production of educational materials for schools,
including the Red Panda videos.
• Retrofitting of some schools for earthquake safety.

Effectiveness of the measures
-National Building Code not always sufficiently updated, ambiguity over legal status
(dependent on adoption by municipalities)
-NBC implementation often weak or plans illegally changed after approval; many concrete
buildings severely damaged in Kathmandu were in theory code-compliant and should
have withstood three times the acceleration in the 2015 earthquake (Koirala 2015)
-300 schools retrofitted by NSET withstood the quake successfully.
-Masons trained under an NSET programme were sent to Gujarat to assist in reconstruction
after the 2001 earthquake.
-Despite a `hue and cry’ (Amod Dixit) over the `drop, cover and hold on’ message
promulgated by NSET, a post-earthquake sample survey (Petal et al, 2017) showed injury
rates of 15% of those who tried to move outside, 12% for simply staying put, but only 6%
for following DCH
- But only 9% of the sample had used DCH, only 10% were aware of the official advice. Many
programmes were of high quality but coverage inadequate. Research after 2015 found
that most earthquake victims had been unaware of the internationally endorsed `Drop,
Cover and Hold on’ advice that had been emphasised in Nepal from 1988 onwards.
CONCLUSIONS
• The extent of discontent with the reconstruction
programme after 1988, and, how far this affected
perceptions of the Panchayat system remains uncertain
• A trend from 1934 through 1988 of increasing political
`weaponisation’ of disasters both by regimes and by
opponents
• There is a clear and urgent need to improve
enforcement of the NBC.
• Public education on earthquake safety has to be
`massively scaled-up’ (Petal et al. 2017:9).
