Feature Description-Background
 This feature is part of the UMTS downlink capacity expansion solution. For details, see section 7.1.2 in Power Control
Feature Parameter Description.
 If the signaling radio bearers (SRBs) of HSDPA UEs are carried on the dedicated physical channel (DPCH), the DPCH
consumes too much non-HSPA power. As a result, the non-HSPA power is insufficient, and the power available for data
channels decreases, leading to insufficient downlink capacity. This feature decreases the transmit power for the TPC for
HSDPA UEs enabled with SRB over DCH using PS services to improve non-HSPA power efficiency and increase the
downlink cell capacity.

 Live network survey:


 Non-HSPA power consumption: The downlink non-HSPA power consumption increases in a cell with the penetration of a large
number of smart devices.
 Customer's requirement: The downlink non-HSPA power efficiency and cell downlink capacity need to be increased.

 This feature is implemented on the NodeB.
 Requirements on features and bearers: Only for HSDPA UEs enabled with SRB over DCH using PS services
 Requirements on non-HSPA power load: The non-HSPA power load is greater than or equal to 60%.
 Principle: This feature reduces the transmit power of TPC to decrease the non-HSPA power load and improve the
downlink cell capacity.
 Before feature activation: The DPCCH consists of the pilot, Transport Format Combination Indicator (TFCI), and
TPC. The transmit power of the pilot, TFCI, and TPC is determined by the power offsets of the corresponding
DPDCH transmit power. The power offset is displayed as a parameter and is configurable. Before the feature
activation, the TPC power offset configured by the parameter takes effect for all UEs.
 After feature activation: The TPC power offset is fixed at 0 dB and is not configurable. If an out-of-synchronization
in the uplink is detected, the configured TPC power offset on the RNC takes effect.
 KPI protection mechanism:
After feature activation, the TPC transmit power is reduced, and the TPC bit error rate (BER) may increases, adversely
affecting uplink power control of UEs. Upon detecting an out-of-synchronization in the uplink, the NodeB sends the RNC
the RL Failure message and the TPC power offset (PO) configured on the RNC is used to prevent UEs from experiencing
a call drop.

 TPC PO:
 TPC PO is a cell-level parameter on the RNC and is set to 3 dB
by default. This parameter takes effect on all UEs served by the
cell.
 This feature enables the NodeB to set TPC PO to 0 dB and this
parameter cannot be configured. Max{TPC PO(configured on the
RNC)-3 dB, 0 dB} is used to prevent UEs from experiencing call
drops due to the decreased TPC PO when the TPC PO is not set
to the default value. Upon detecting an out-of-synchronization, the
NodeB sends the RNC the RL Failure message and the
configured TPC PO on the RNC is used.

 Risks of setting TPC PO to 0 dB:


 Call drop rate deterioration: TPC PO is a cell-level parameter
taking effect on all UEs in the cell. If this parameter is modified,
the CS service quality cannot be guaranteed. In this situation, if
an uplink synchronization failure is detected and the configured
TPC PO cannot take effect, the call drop rate will be adversely
affected.

 Typical Scenarios
This feature applies to scenarios meeting the following conditions, for example, urban
hotspot areas:
 A large number of HSDPA UEs with SRB over DCH (more than 30 are
recommended)
 Low proportion of HSDPA UEs with SRB over HSDPA to downlink HSDPA UEs in the
cell (50% or lower is recommended)
 High downlink non-HSPA power load in the cell (60% or higher is recommended)

 Feature Gains
 The downlink non-HSPA power efficiency/downlink throughput improves by 5% to 10%.
 When there is no additional access requirement in the downlink, the downlink non-HSPA power efficiency/downlink throughput improves
by 5% to 10% after the feature activation.
 The number of downlink UEs increases by 5% to 10%.
 When there is no additional access requirement in the downlink, the number of downlink UEs increases by 5% to 10% after the feature
activation.

 Network Impact
 System Capacity
 This feature can increase the downlink capacity of the cell by 5% to 10% or reduce the downlink non-HSPA power load by 5% to 10%. If the
downlink non-HSPA power consumption remains unchanged, the number of UEs accessing the cell increases by 5% to 10%. The specific
gains are subject to the proportion of HSDPA UEs with SRB over DCH to the total number of downlink UEs. The higher the proportion, the
greater the gains.
 Network Performance
The saved power can be used to admit more UEs or increase the downlink throughput of a cell.
 If the number of UEs that access a cell remains unchanged and the services performed by the UEs are sufficient, this feature can increase
the downlink throughput of the cell.
 This feature can improve the access success rate in a cell during busy hours when the downlink power of the cell is congested.

This feature provides higher gains in a cell with a lower proportion of HSDPA UEs with SRB over
HSDPA (VS.HSDPA.SRBoH.UE.Mean.Cell/VS.HSDPA.UE.Mean.Cell). It is recommended that the
proportion not exceed 50%.

This feature is recommended when the number of HSDPA UEs with SRB over DCH
(VS.HSDPA.UE.Mean.Cell-VS.HSDPA.SRBoH.UE.Mean.Cell) exceeds 30. The higher the
proportion of HSDPA UEs with SRB over DCH to total downlink UEs, the greater the gains provided
by this feature.

 Downlink non-HSPA power consumption in the cell
Observe the value of the RNC counter VS.MeanTCP.NonHS.
Evaluate the downlink non-HSPA power consumption based on the ratio of VS.MeanTCP.NonHS to
MaxTxPower. If the ratio is high, the downlink non-HSPA power consumption is high. Enable this
feature when the ratio is 60% or higher.
 Before enabling this feature in a cell, back up or obtain the values of other RNC counters and KPIs
of the cell, which will be used to check the activation of the feature.

Beta results of guangzhou unicom :
The feature is activated on 17 cells belong to 6 sites in one cluster of guangzhou unicom , and 4 cells matches the scene which
is recommended by the feature. The ratio of cells which matches the conditons is 23.5%. When the feature is activated, the
nonHSPA power gain of top cells is 4.8%~7.9% , the throughout gain is about 9.69%, all the gains match the expectations.
