Feature Description -- Technical Description
Given the same physical channel resources on the DPCH, this feature
provides a lower bit rate for voice services, adjusts the puncturing ratios for
SRB bits and remaining bits, increases the ratios of SRB and TRB parity
bits, and improves the channel coding gain. This feature reduces the BLER
of cell-edge voice users whose transmit power is approaching the
maximum power and therefore improves reliability in data transmission.

Feature Description -- Technical Description
The RNC limits the maximum downlink bit rate over the Uu interface
following the rate reduction. If the maximum downlink bit rate (for example,
12.2 kbit/s) over the Iu interface is greater than that (for example, 5.9
kbit/s) over the Uu interface, packet loss occurs and causes muting.

To avoid muting risks, the RNC checks for rate inconsistency between the
Iu interface and the Uu interface and, if any, transcodes data from the CN
to the bit rate supported by the Uu interface. The transcoding function
depends on the DEUa board.

Feature Description -- Technical Description

Procedure (AMR-NB services used as an example):


1.The CN sends an RAB assignment request to the RNC, instructing the RNC to set up 12.2
kbit/s services for a UE.
2.The RNC checks whether the UE is in a weak-coverage area based on the reported Ec/N0
(as compared with CrystalAdptEcN0Thld). If the UE is not, the RNC establishes RABs as
instructed; if the UE is in a weak-coverage area, go to the following step.
3.The RNC uses 5.9 kbit/s or 4.75 kbit/s as the target rate for the UE.
4.The RNC replies a message to the CN indicating successful RAB assignment.
5.The RNC starts the transcoding function to offer voice services at a lower bit rate.

Feature Description -- Technical Description

Procedure (AMR-NB services used as an example):


1.After service setup is complete for a UE in a weak-coverage area, the RNC instructs
the NodeB to measure the TCP periodically. If the reported TCP is lower than the value
of CrystalAdptTCPThld within a preset period, the RNC considers that the UE has
moved to a strong coverage area.
2.The RNC reconfigures radio bearers to offer the initial bit rate (for example, 12.2
kbit/s) to the UE.
3.The DEUa board stops transcoding.

Feature Description -- Application Scenarios
This feature is recommended for all or certain cells under an RNC with poor downlink coverage. Specifically, the
proportion of low Ec/N0 (smaller than -14 dB) is greater than 10%, and the proportion of low enhanced voice
quality indicator (EVQIs) exceeds 3% in the downlink.

Benefits and Network Impact
This feature improves voice performance in weak coverage areas. Specifically,
Improves the downlink coverage performance of voice data and signaling data

carried on the DPCH by 1 dB to 2 dB.


Reduces low-quality voice services by 5% to 10% on networks with weak

downlink coverage.
Note: Low-quality voice services refer to services with a mean opinion score (MOS)
being 2 or below, or services with enhanced voice quality indicator (EVQI) being poor or
bad.
This feature may decrease the bit rate of voice services and also the percentage

of high MOSs.

MR_PRD_INTRA_FREQ_MEAS_SWITCH_1 selected under MR Report Configure Switch.

3. Run the SET UMRCTRL command with MR Trace Traffic Type set to TRAFFIC_AMR,
MR_DL_BLER_MEAS_SWITCH_7 selected under MR Report Configure Switch, and DL Bler Period set
to D6.

After the U900 Scenario Dynamic Optimization feature runs for a preset period, check the
following performance counters. The feature has taken effect if either counter returns a value
other than 0.
VS.LowBand.Coverage.Time: Duration in Which Low-Band Cells Stay in the Coverage
Scenario
VS.LowBand.Capacity.Time: Duration in Which Low-Band Cells Stay in the Capacity
Scenario

Note: This feature can be activated in only certain cells under an RNC. Due to UE
movement and handovers, this feature can be effective for certain UEs in cells
where this feature is not activated. To provide stable KPIs and avoid
reconfigurations for such UEs, this feature works until they move to strong
coverage areas.

Performance Monitoring -- Parameter
Optimization
If the average MOS drops significantly after the feature activation due to an excessive number
of low-bit-rate users, you can use either of the following two methods to improve the average
MOS:
Reducing the following threshold by 2 dB to make the feature applicable only to CEUs:
− CrystalAdptEcN0Thld(UMTS BSC6900,UMTS BSC6910) (for AMR-NB users)
− CrystalAdptEcN0Thld(UMTS BSC6900,UMTS BSC6910) (for AMR-WB users)
Reducing the following threshold by 2 dB to make the RNC quickly increase bit rates for UEs
that move to strong coverage areas:
− CrystalAdptTCPThld(UMTS BSC6900,UMTS BSC6910) (for AMR-NB users)
− CrystalAdptTCPThld(UMTS BSC6900,UMTS BSC6910) (for AMR-WB users)

Note: If many 23.85 kbit/s UEs are assigned the 6.6 kbit/s rate, you can set
QoSAMRCWBMinMode to a value higher than WBAMR_BITRATE_6.60K to avoid impacting
the MOS significantly.
