Criminology Education

In terms of Criminology Education, as early as June


11, 1956, the Philippine College of Criminology
(PCCr) at Sta. Cruz, Manila formerly known as
Plaridel College already had a four-year course
leading to the degree of Bachelor of Science in
Criminology (B.S Crim). It was because of the
influence of foreign scholars and the increasing
crime rates in the Philippines that Manila Police
Major Eleseo Vibar, Dr. Pedro Solis of the National
Bureau of Investigation, Supreme Court Associate
Justice Felix Bautista Angelo, and others,
established this pioneering College of criminology.
PCCr became an educational institution for
scientific crime detection in the entire Southeast
Asia. Among the subjects offered in its
baccalaureate program are political science and
criminalistics (in ballistics, polygraphy and
criminal interrogation), law, corrections, police
ethics, probation, computer science and other Tip

liberal arts subjects. From then on, the school was Crim·i·nal·is·tics (noun)

Criminology courses were later offered in other universities in the early part
of 1960s such as in the University of Manila and Abad Santos College, both
in Metro Manila, University of Visayas in Cebu City, University of Mindanao
in Davao City, University of Baguio and in all regions of the country. On
January 15, 1983, the Philippine Educators Association for Criminology
Education (PEACE) was organized and founded during the National
Conference of Criminology Deans and School Heads and Presidents, held at
the University of Negros OccidentalRecoletos, College of Criminology on
January 13 to 15, 1983. The primary objective of the PEACE is to
professionalize criminology education in the context of national

The following are the successful projects of PEACE from
January 13, 1963 to May 1987:

1. The implementation of the first Licensure Examination for Criminology

2. The recognition of the NAPOLCOM Police Examination by the Civil


Service Commission as Eligibility for employment in all other Government
Civil Service Positions.

3. The accreditation of participants in the Seminar Workshop on Police


Marksmanship for Instructional Purposes in all Criminology Schools and

4. The upliftment of Criminology Education in line with the


professionalization of the country's police service.
Today, the Commission on Higher Education (CHED) is in control
of the Programs for Criminal Justice Education in the Philippines.
Under CHED, there are more than 400 criminology schools in the
entire country. Furthermore, the course title was changed from
College of Criminology into College of Criminal Justice Education
(CCJE) based on CHED Memorandum Order No. 21, s. of 2005.
Under the same law, criminology is now a sub-course or a
department under CCJE including forensic science department, law
enforcement department administration department, etc.
