Introduction

A textbook is a comprehensive teaching and learning source that designed to help the students
in the learning process.
All-Wright (1999) views textbooks as “resource books for ideas and activities” rather than as
“instructional material” (p.25).
Presently, we are disseminating knowledge, skills and attitudes among our students through
three main systems namely;
• Traditional Religious / Madrassah Education.
• Public Schools/ Colleges/ Universities.
• Elite Private Schools.

1
National Curriculum Framework & Textbook Boards

A National Curriculum Council (NCC) consists

of three members from each Province/Area – one from Curriculum Bureaus, one of Textbook Book Boards, and one from Education
Department.

The main objectives and functions of NCC are as under:

• To serve as a professional, advisory and consultative national body to steer and guide the development of curriculum.
• To develop jointly the curriculum framework leading to minimum curriculum standards.
• To carry out and oversee the implementation of the curriculum framework by the provinces/areas in their respective provinces/areas.

Textbook Boards are competent facilitating, regulating and monitoring authorities, review and help support the process of approval
textbooks for use in schools in their respective areas of jurisdiction.

2
Role of Textbook Board

• A Provincial Committee duly represented by the Education authorities, Textbook Boards, private sector and others are considered necessary,
they are formed to select and prescribe textbooks for use in public schools in the respective province or areas of jurisdiction.
• As part of the review and approval process, Textbook Boards seek a no objection certificate from Federal Ministry of Education, Curriculum
Wing, which is the competent authority to certify that a particular textbook is compatible with National Curriculum.
• Federal and Provincial Governments are subjected to support capacity building of the Textbook Boards for their modified facilitating,
regulating, controlling and monitoring functions

3
Submission of Manuscripts, Review and Approval Process

● Total Period of process 30 days.

● Publishers will submit manuscripts - Textbook Board will approve - Then curriculum Wing will approve - Textbook Board
will allow Publishers to publish books.

4
Supporting The Development of Textbooks By Publishers

• Textbook Boards make available their resource centers (Resource Centers are established at Federal and Provincial levels under the respective
Textbook Boards, Curriculum Wing, and National Book Foundation for reference and resource material and training activities) to publishers
and arrange for training and hands-on guidance and assistance to publishers in textbook development.

• Publishers are allowed to use the materials contained in the package as 'raw material' in the development of textbooks and school reading and
learning materials under the new curriculum.

5
Development of School Reading & Learning Materials (Other than textbooks) By Publishers

• The Textbook Boards invite national/provincial publishers to submit manuscripts and samples of school reading and learning materials (other
than textbooks) to the Textbook Boards for review and certification as 'recommended learning materials' with age-wise and grade-wise
classification.
• Private schools are not bound by the recommendation certificate of Textbook Boards, but are free in their decisions to purchase and use
school reading and learning materials (other than textbooks).

7
Government Schools & Private Schools

Government Schools:
• Textbook Boards purchase, from the publisher whose textbook is selected, a print license for a certain number of copies and a certain period
of time or as may be considered appropriate for free distribution in the government schools through the Education Department processes.
• Textbook Boards may allocate the printing of the selected textbook in the manner as may be considered appropriate.

Private Schools:

• Private schools decide and choose from the approved and certified textbooks by the Textbook Boards according to quality and price,
and purchase textbooks directly from the publisher, i.e. printing and binding are part of the publishers business.

8
Conclusion

• But there are some problems also which occurred in textbook development such as timely availability of textbooks is a major issue as
delays occur at every stage for various reasons.
• The publishers do not prepare the manuscripts well in time, the review process is too slow, the selection of textbook under free
textbooks scheme is a difficult task, energy issues cause delay in printing, and delivery mechanisms are not properly placed.
