Eligibility of Participation to the Implementation of F2F
Classes
A. SCHOOLS
1. Located in Minimal-risk area (Alert Level 1 and 2)
2. Pass the School Safety Assessment using the SSAT
3. Validated by the Composite Team from the SDO
4. Support from LGUs (Barangay, Municipality, City, Province)
5. Written Parents/Guardians Consent

B. TEACHERS AND EMPLOYEES
1. 65 years old and below and with no diagnosed co-morbidities, or with
stable comorbidities
2. PWDs, pregnant and lactating, whose services are indispensable
3. Only Fully Vaccinated Personnel can participate

C. LEARNERS
1. Voluntary with Signed consent from parent/guardian
2. Learners within the city/municipality
3. Can walk going to school, with regulated public transportation or with
available private transport
4. Without existing comorbidities
5. COVID-19 Vaccination is not mandatory.

1. Require Childcare (ex. Parents work outside home)
2. Heavily Dependent on F2F learning intervention (K-3)
3. Struggle to meet the required learning competencies
4. Senior High School learners enrolled in Technical-Vocational-Livelihood
5. Learners that are documented by Mental Health Concerns

A. SAFE OPERATIONS
1. Preparation for School Reopening
• Set up Physical Structures, WASH facilities and supplies, personal
protective equipment (PPEs), Health and Safety Protocols, learning
materials, class program, Human Resource Requirements
• Involve the community
• Adjusted Class Program According to their Alternative Work
Arrangements
• Orientation on eligibility for participation (learners, parents, guardians,
teaching and nonteaching personnel, External stakeholders, LGU)
• Vaccination Records of children (Routine Immunization)
• Simulation Activities

2. Classroom Layout and Structure
a. Seats shall be 1 to 2 meters apart c. Working electric fans, open windows

3. School Traffic Management
• Safe entrance, exit, and contact tracing procedures
• Drop off and pick-up points should be identified and marked
• Installation of signages and markers for cueing and
unidirectional movement
• Hallway ground marking for walking direction guide
• School map at the front gate

4. Protective measures, hygiene, and sanitation practices and respiratory
etiquette
a. Availability of PPE and hygiene facilities
• Adequate and safe water supply
• Hand washing station or sink (school entrance)
• Antibacterial soap or 70% Isopropyl/Ethyl Alcohol
b. Access to the following upon return to school:
• Medical Face Mask
• 1 Toothbrush and 1 toothpaste (K-6)
• 1 Bar of soap (K-6)

5. School Disinfection, Sanitation and Waste Management.
a. Proper disposal of infectious wastes (used tissue and mask)
b. Disposal of disinfected PPE with general waste to the final disposal
facility
c. Dispose all used PPE in a separate leak-proof yellow trash
d. Ensure Routine Sanitation of Frequently touched Surfaces(tables,
doorknobs, lights switches) every after end of a school shift
e. Placing Trash bins in strategic locations
f. Students shall be assigned to their own desk/armchair. They shall
disinfect their own tables before and after use.

g. Students/Teachers are not allowed to share school items (textbooks and
toys)
h. Outputs shall be placed in a sterilization box for disinfection
i. Availability of hand soaps/hand sanitizers/disinfectants in restroom and
classroom
j. School DRRM Team shall ensure necessary disinfection activities

a. COVID-19 local hotline/ help desk
b. Database of contact details of parents/guardians(incase their children
show flu like symptoms)

8. School Lockdown and Reopening
a. When there is a suspect, probable, or confirmed COVID-19 case to
facilitate disinfection and contact tracing
b. Dependent on community transmission and quarantine Risk identified
by IATF (ALERT LEVEL 3)
c. Violations/instances of not complying with minimum health standards
d. During school lockdown, all learners shall revert to distance learning
e. Considered for reopening after school lockdown:
- Completed contact tracing
- Completed Disinfection activities
- 14 days without confirmed cases in the school
- School is in a barangay with low to no community transmission

B. HOME-SCHOOL COORDINATION
a. Coordinate with Barangay Health Emergency Response Team(BHERT)\
b. Preventive Alert System in Schools (PASS) for COVID-19
c. Health personnel/designated clinic teacher present at school clinic

d. Orientation to parents/guardians: on safe drop off and pick-up
procedure or Safety precautions and preventive measures while
commuting
e. Learner’s practice of proper sanitation and hygiene upon arriving at
home from school

SCENARIO 1. A household member of a learner or school personnel shows
symptoms of COVID-19 but has not been tested. The learner or personnel are
not showing symptoms of COVID-19.
Involved Stakeholder Required Action

Household member Prior to the implementation of face-to-face classes parents/guardians of learners we


showing symptoms well as school personnel, shall be oriented of the protocol and guidelines. They shall
then be responsible of informing 

If a household member of a learner/personnel showing symptoms of COVID-19


inform the school regarding their condition and has not yet been tested, the school
may advise him/her to seek assistance from BHERT.

Learner or personnel Since the learner and personnel may considered a close contact, the school shall
in the same advise the learner or the concerned personnel to remain/return home and to self-
household monitor at home until the results of the available COVID-19test has been released.

If the identified close contact is a learner, provide appropriate support for a


temporary shift to distance learning modality while waiting for the COVID-19 test
result.

SCENARIO 1. A household member of a learner or school personnel
shows symptoms of COVID-19 but has not been tested. The learner
or personnel are not showing symptoms of COVID-19.
Learners or personnel in Provided that there is no confirmed or close contact in the school, the
the same class and week school shall still allow other learners and  personnel to attend face-to-face
as the exposed person classes.
If the identified close contact is a teacher, only the class that the teacher
is handling will be temporarily shifted back to distance learning until  the
teacher is allowed to return to school. The school shall inform
parents/guardians of learners in the class regarding the situation and the
temporary shift of in learning modality.

member other household members regarding home-school arrangement, including
the time of pick-up of the learner ( if in school at the time the information
was communicated
They shall be informed by the LGU to self-monitoring at home until the
results of the available COVID-19 test has been released. 

The school is not required to give advice to other household members.
