The fulfilment of RA 9165 also known as the “Comprehensive Dangerous
Drugs Act of 2002” has been one of the outstanding laws on peace and security
of Duterte’s administration. On July 2016, the Philippine Anti-drug campaign
was implemented under the Duterte’s Presidency to mandate the Philippine
National Police (PNP) to execute the “Program Double Barrel (PDB)” as
supporting agency to PDEA to address the problems of illegal drugs in all
affected barangays across the country. The Philippine Dangerous Drugs Board
wants to equally address the problems and at the same time pursue the
mitigation of illegal drug personalities, as well as the backbone of illegal drug
network operating in the country.
We the researcher, would like to explore and dig into the experiences of the non-
commissioned personnel, in terms of their lived experiences, the problems encountered and their
aspiration towards the achievement of the current administration.
As a criminology student, the researchers were inspired to conduct an in-depth study on the
experienced the informants in the implementation of double barrel program, with a hope that
results would give a light in understanding its implementation.
This study is anchored on the Deterrence Theory of
Cesare Beccaria and supported by Conflict Theory of
Karl Marx and Functionalist Theory of Emile Durkheim.
Statement of the problem

This study aims to explore the lived experiences of Non-Commissioned Police


Officers in the Implementation of Double Barrel Program Cebu City.

Specifically, this study seeks to answer the following questions:

1. What are the positive and negative experiences of the informants in the
implementation of double barrel program?
2. What are their difficulties in the implementation of double barrel
program?
3. How does the informant address these difficulties, in the implementation
of double barrel program?
4. What are the aspirations of the informants in the implementation of
double barrel program?
Significance of Study

The researchers are convinced that the results would help the following
persons or agencies both national and local government agencies in
terms of formulation of proper guidelines and policies regarding
tolerable use of force done by the police.
RESEARCH
METHODOLOGY
Research Design
• This is a qualitative study utilizing a method of phenomenological research
design for selected police personnel as key informants and a descriptive
phenomenology study deals with personal experiences police officers in
suppressing and capturing the personalities of the phenomena are
investigated, follow up questions has been made and with the aid of an
interview guide. This research involves qualitative analysis and assessment
on the themes derived from the semi-structured interviews, observation
and exploring the experiences of selected police officers. The participants
can describe their lived phenomenal experiences that can be used to gather
data in a phenomenological study. This study employed a qualitative method
of research with an aid of a questionnaire to acquire subjective experiences
from the informants.
Research Environment
• Alcoy, officially the Municipality of Alcoy (Cebuano: Lungsod sa Alcoy;
Filipino: Bayan ng Alcoy) geographically located in the province of
Cebu Philippines. Alcoy is mainly an agricultural town, more than half
of commercial crops and the rest of the communities rely on
subsistence fishing and backyard farming.
• Boljoon, officially the Municipality of Boljoon (Cebuano: Lungsod ng
Boljoon; Filipino: Bayan ng Boljoon). It is geographically located in
southern part bordered to the north by the town of Alcoy in Cebu
Province in the Philippines
Research Informants
• The informants of this study are the members of non-commission
officer of the PNP who implemented the Double Barrel Program.
There were 10 individual informants who are the personnel from
Alcoy and Boljoon in Cebu, Philippines. There will be 4 individual
interview and 6 focus group discussant or controlled group.
