Background

 Interest of safety

 To secure uniformity throughout India in technical


matters
– Construction
– Manufacturing testing
– Inspection

 To insist on the registration and regular inspection of


all boilers throughout India.
Scope
 Applicable to all boilers, Steam pipes, feed pipes and
to all Economisers.

 Not applicable for Boilers Installed in ships, under


control of military and railways.
Machinery for Inspection
 Act authorises state Government to appoint Inspector
and Chief inspector for carrying out the provisions of
this act. (Section 5)

Section 2
 Boiler is a closed vessel not less than the capacity of
22.75 lit expressly used to generate steam under
pressure of 3.5 ksc or 50 psi irrespective of size
Boiler usage (Section 6)
An owner of a boiler shall not use it or permit to be used
 Unless it has been registered in accordance with the provision
of this act
 Transport of boilers from one state to another to be reported in
prescribed format
 Unless a certificate authorizing the use of the boiler is obtained
for the time being in force under this act
 At a pressure higher than the max pressure recommended in
such certificates or provisional order
 Unless the boiler is in charge of a person holding the
certificates of competence.
Boiler Registration (section 7)
 Boiler cannot be fired unless it is registered
 CIB issue a registry number for each boiler
 Authorize the use of the boiler for a period of 12
months.

Renewal of Certificates (Section 8)
Certificate to be renewed

 On expiry of period of which it was granted. (1 year)


 When any accident occurs to the boiler
 When it has been removed to another state
 When the steam pipe or piece of the boiler found to
be in dangerous conditions.
 When any structural alterations, addition or removal
is made into any steam pipe attached to the boiler.
Repairs to Boilers
 Boiler condition to be inspected interior and exterior
parts.
 Any damage/ repair noticed to be recorded and
informed to Inspector.
 Pitting, corrosion, erosion, thinning, deformation,
bulging , any trace of leak to be reported.
 Mark the repair portion in a drawing.
 Send proposal to CIB about repair work and sanction
of approval to be got from CIB.
 On receipt of repairs approval, raw material to be
inspected before repair.
Repair to Boilers
 Repair work to be supervised by DCIB
 Repair to be carried out by approved Repairer
 Repairer to submit commencement report, progress
report and completion report
 Hydro test to carried out at a pressure of 1.25 times
of Working pressure.
Penalties (section 22 – 25)
Act Provides the penalties for the following offences
1. Refusing to surrender the certificate
2. Using boiler without certificate
3. Using Transferred boiler without reporting
4. Failing to mark the registry number in the boiler
5. Making alteration without getting permission
6. Failing to report any accident that might have
occurred
7. tampering the safety valve with a malafied intention
Power to make regulations (Section 28)
Section 28 give power to make regulations such as
 Laying down the standard conditions in respect of

material design and construction

 Ensuring the safety of persons working inside the

Duties of CIB
 To maintain proper records for all the registered
boilers in the state.
 Allotting the area to each inspector and approve their
programmes considering the convenience of the
owners. ( Chennai, Neyveli, Coimbatore, Trichy)
 To examine the inspection report of each boiler
submitted by the inspector
 To enquire into the serious accidents to the boilers
Duties of Inspector
 To inspect boilers in the areas allotted to them
 To search for unregistered boilers and un certified
boilers in their areas
 To keep record of accidents
 To submit the inspection reports of boilers after
inspection to CIB
Duties of Inspector
 To submit the report for the order of CIB regarding
– Increasing or decreasing of the boiler pressure
– For necessary repair, renewal or alterations in structure of a
boiler
– For revoking / canceling or refusing to renew a certificate
– For prosecution under the act

Welder Qualification
 Only IBR Qualified welders to be used for welding in
Boilers
 Welders should produce their certificate whenever
required
 Certificate is valid for 24 months
 Plate welding
– 229 x 381 x 16 mm Plate to be used
 Pipe welding
– Not less than 127 mm in OD and 10 mm thick and a branch pipe shall
not less than 89 mm OD and 6 mm thk
Welder’s Qualification
 Weld specimen will be subjected to radiography
 Candidates obtaining not less than 60% in oral/
written and not less than 75% in practical tests are
declared as pass.

Erection Inspection
 Owner certificates to be submitted to CIB
 Only approved erector can erect the boiler or
auxillaries
 Ground inspection – Before taking up the jobs
 Fit up to be checked

 RT to be done and evaluated
 After erection hydro test to be carried out for 1.5
times of working pressure.
Annual inspection
 Certificate for boilers is issued only for 12 months
period.
 Proposed tour programme to be submitted to CIB in
two months advance
 During inspection surfaces should be neatly cleaned
 IF any defect is noticed repair proposal to be sent to
CIB.
Annual Inspection
 To check the structural soundness of the pressure
parts
 To note any condition that can affect its strength to
confine the pressure
 Wear deviation, corrosion and scale, cracks,
grooving, thinning and other weakening conditions
require inspection
 Checking all exposed metal surfaces in the boiler for
effectiveness of water treatment.
 Checking the stays and stay bolts for even tension
 Checking the openings to water column connection,
safety valves are free from obstructions such as mud
and scale.
 Checking of welded nozzle and other such openings
whether any deviations of the joints.
