What is constitution?

A constitution is a system for government, codified as


a written document, which contains fundamental laws
and principles. It usually contains fundamental
political principles, and establishes the structure,
procedures, powers and duties, of a government.
Philippine Constitution (1898)

In February 1898, the United States Congress declared war


upon Spain and the Philippines Revolution became embroiled
in the Spanish – American War.

In treaty of Paris signed on December 1898, the United States


“purchased the colony from Spain for $20 million and the
Philippines came under a second colonial power.
Philippine Constitution (1898)

Emilio Aguinaldo returned to Manila on May 19,1898 he


declared Philippine independence on June 12.

Not surprisingly, the United States refused to recognize


Aguinaldo's authority and on February 4,1899 he declared
war on the U.S. forces in the islands.
Philippine Constitution (1935)
The 1935 Constitution provided the legal basis of the Commonwealth
Government which was considered a transition government before the
granting of the Philippine independence with American-inspired constitution

The Commonwealth government, under the presidency of Manual Quezon,


was inaugurated in November of that year.
Philippine Constitution (1943)

The 1943 Constitution was the constitution of the


Japanese-sponsored Second Republic of the
Philippines (1943-1945). It was recognized as
legitimate and binding only in Japanese-controlled
areas of the Philippines but was ignored by the United
States government and the Philippine Commonwealth
government in-exile.
Philippine Constitution (1973)
The Constitution of the Philippines (Saligang Batas ng
Pilipinas in Filipino) is the supreme law of the Philippines.
The 1973, Constitution, composed of a preamble and 17
articles, provides for the shift from presidential to
parliamentary system of goverment. The Constitution
vests the legislative power in the National Assembly.
Philippine Constitution (1986)

Declaring a national policy to implement the reforms


mandated by the people, protecting their basic rights,
adopting a provisional constitution, and providing for an
orderly transition to a government under a new
constitution.

The 1987 constitution established a representative


democracy with power divided among three separate
and independent branches of government : the
executive ,a bicameral legislature ,and the judiciary
