LAND USE PLANNING
• Make best use of limited land resources.
• Systematic assessment of land and water potential, alternatives for land use
and economical and social conditions in order to select and adopt the best
land use options.
• Initiated by the National Land Use Project of Nepal at several district level.
• Up to fiscal year 074/075, preparation of land resource maps and database
for 1404 VDCs/municipalities were completed.
• Topographical Survey and Land Use Management Division(TSLUMD)
maintain National Land Use Policy 2072 as mandated by the Land Use Act,
2076.
• In fiscal year 076/077, preparation of land resource maps, database and
reports of 163 municipalities of 19 districts were completed by TSLUMD.
• TSLUMD invited proposals from experienced firms for the preparation of
Gaupalika level land resource maps, database and reports.
1. PREPARATION OF GAUPALIKA LEVEL PRESENT LAND USE
MAPS
CONCEPT
• Classification of land as mandated by Land Use Act 076
• Identifying low-risk residential locations in order to supply basic integrated
facilities in a timely manner.
• Subdivision of agricultural land into the most relatively favorable sub-areas on the
basis of land characteristics.
• Conservation of natural resources
OBJECTIVE
• To prepare present land use maps for given Gaupalika at the scale of 1:10000.
SCOPE OF WORK
• Gather all the information from Topographical Survey and Land Use Management
Division (TSLUMD)
• Carry out DGPS survey to obtain GCP for the geometric rectification of satellite
image
• Carry out rectification of satellite image
• Perform feature extraction from the high resolution satellite images with spatial
resolution of 2.1 m panchromatic and 5.8 m Multi-Spectral Scanning System (MSS).
• Collect relevant land use information from field.
• Inform representatives and obtain their views on real situation and convince if
needed.
• Populate the database with extracted features and maintain it as per specification
provided.
• Prepare present land use maps as per specific hierarchical levels
• Discuss with TSLUMD for the accuracy, reliability and consistency of data.
• Preparation of reports
METHODOLOGY
• Review of all the relevant maps of project areas such as LRMP maps,
topographical map sheets and documents from Survey department.
• Prepare land use maps from rectified enhanced high resolution satellite
images as provided by the TSLUMD office.
• Perform ortho-rectification of satellite images in standard software generating
DEM and use GCP gathered through DGPS. Location of GCPs should
represent the range of elevation and the Root Mean Square Error should not
be greater than the value of half pixel size of satellite image.
• Categorize the land use based on TSLUMD specification and data model and
as per land act 2076.
• Validate the features extracted through ground truths collected from extensive
field work and through accuracy assessment matrix. Accuracy of each class
as well as overall accuracy should not be less than ninety percent.

• Prepare map layout according to the model provided by TSLUMD.
• Include hazard risk information as a separate layer.
• Cover all the details of land cover while preparing reports of selected
Gaupalika.
• Include tables, maps and charts showing categories of land use and their
properties in the format provided by TSLUMD.
• Prepare output maps based on MUTM system and at 1:10000 scales.
RESULT
After conduction of the above
mentioned methodology, the
following result is obtained which
are as follows:
• The present land use maps of
given Gaupalika at the scale of
1:10000.
• GIS database and reports
CONCEPT
• Delineation of land parcels according to land use zoning
• Classification of land parcels based on land zoning maps
• Preparation of Gaupalika level cadastral superimpose database and maps
using GIS for the implementation of land use plan
• Management of land resources based on land characteristics
OBJECTIVE
• To prepare cadastral layer maps and superimpose on land use zone for the
selected Gaupalika at 1:10000 scales.
