2011 Mission Viejo Library GID

Mission Viejo Homeowners Association did not want to be the only ones involved in constructing and bringing forward the 2011 Mission Viejo Library GID It sent out a call to Homeowners Associations within the proposed GID area Asked for communities to be involved in finalizing the area, the language, and help bring the 2011 Mission Viejo Library GID to the voters in November 2011 An Issue Committee was formed with residents from around the GID area Friends of Mission Viejo Library is formally established as a Non-Profit Issue Committee with the State of Colorado, and the IRS. A petition with the GID language and proposed area was circulated and presented to the City Clerks Office and certified on May 16, 2011 The Issue Committee created a website and established a mailbox to form a base of operations to educate the public

Language
The Mission Viejo Library GID is very specific in its language
$25.00 per household valued at $200,000 within the GID area
Total Amount of the GID set at $750,000 operating expenses for the Library (This includes salary, books, maintenance, and library services)
Working with the City to breakdown the funding categories Aim is to have the library open at least 40 hours a week Increase the number of books and computers available

Any change to the total amount of the GID ($750,000) must be approved by voters

The GID
MISSION VIEJO LIBRARY GENERAL IMPROVEMENT DISTRICT SHALL THE MISSION VIEJO LIBRARY GENERAL IMPROVEMENT DISTRICT BE ORGANIZED IN THE CITY OF AURORA, COLORADO, AND SHALL DISTRICT TAXES BE INCREASED NOT TO EXCEED $750,000 ANNUALLY, PAYABLE COMMENCING IN 2012, BY AN AD VALOREM PROPERTY TAX MILL LEVY IMPOSED AT A RATE SUFFICIENT TO PRODUCE THE ANNUAL REVENUES SPECIFIED ABOVE, WHICH IN 2011, IS APPROXIMATELY $25 PER YEAR ON A $200,000 HOME, ALL TO PROVIDE FOR THE FOLLOWING SERVICES: PUBLIC RESTORING, MAINTAINING, AND IMPROVING THE MISSION VIEJO LIBRARY SERVICES AND FACILITIES; INCREASING LIBRARY SYSTEM HOURS OF OPERATION; RENOVATION OF THE FACILITY AND PROVIDING ENHANCED LIBRARY SERVICES, SUCH AS BUYING NEW BOOKS, LIBRARY LITERACY PROGRAMS AND MEDIA: PROVIDED THAT: (I),THE RATE OF SUCH TAX MAY BE ADJUSTED TO ACCOUNT FOR CHANGES IN LAW OR IN THE METHOD OF CALCULATING ASSESSED VALUATION SO THAT SUCH CHANGES WILL NOT IMPACT THE REVENUES GENERATED BY SUCH TAX AND (II) SUCH TAX SHALL BE SPENT AS A VOTER-APPROVED REVENUE CHANGE AND AN EXCEPTION TO ANY LIMITS THAT WOULD OTHERWISE APPLY UNDER THE CONSTITUTION AND LAWS OF THIS STATE AND THE AURORA CITY CHARTER (III) ANY INCREASE TO THE ANNUAL COSTS OF $750,000 MUST BE VOTER APPROVED.

The Area
The Issue Committee agreed that the GID area should include parts of Aurora that had regularly used the Mission Viejo Library and Included residents that are using Arapahoe Library District Facilities, but are not taxed by that district.
The rationale is to build a bridge between Arapahoe Library District and the Mission Viejo Library GID Area residents. Arapahoe Library District is working with the Mission Viejo Library GID Issue Committee to enter into a reciprocal agreement when the GID passes that will allow all residents in the Mission Viejo Library GID area full access to Arapahoe Library District resources without additional costs. (Full access fees for Aurora residents are currently set at $100. per year).

Several small pockets that were included in the original documentation to the city will be removed on July 11, 2011, as these areas are already paying a library tax via Arapahoe Library District.
