 Ministry of Information and Broadcasting is a ministerial level agency of the
Government of India responsible for the formulation and administration of rules,
regulations and laws in the areas of information, broadcasting, the press and the
Cinema of India.
 The Ministry of Information and Broadcasting is one among the early Ministries set
up after India's Independence and Sardar Vallabhbhai Patel was India's first Minister
for Information and Broadcasting.
 The three Wings in the Ministry are assisted and supported in its activities by 11
Attached & Subordinate offices, 5 Autonomous Organizations, 2 Statutory Bodies and
2 Public Sector Undertakings.

VISION

Create an enabling environment for sustained growth of media and


entertainment sector, facilitate value based wholesome entertainment and
effectively disseminate information on government policies, programmes
and achievements.
MISSION
 To promote and develop good and value based cinema for healthy entertainment of
people of all ages and create a policy framework for achieving this.
 Make India the hub for Animation, Gaming and VFX Sector utilizingthe comparative
advantage of India in this sector.
 Strengthen and expand infrastructural support in order to create opportunities for
young talent to develop its potential in the fields ofprint media, electronic media and

BROADCASTING

 Broadcasting Wing (BC Wing) is the concerned


wing for all matters related to regulation of
content telecast.
 Every broadcaster through various Policy
Guidelines has been mandated to follow the
Programme and Advertisement Code
prescribed under the Cable Television
Networks (Regulation) Act, 1995
BROADCASTING

 To address the grievance or complaint, if any, relating thereto, there shall be a three-
level structure (complaint redressal structure) as under: Level I - A self-regulation by
broadcasters; Level II - Self-regulation by the self-regulating bodies of the
broadcasters; and Level III - Oversight mechanism by the Central Government.
 The Government has also established Electronic Media Monitoring Centre (EMMC)

EXAMPLE OF GRIEVANCE RECEIVED
 Pehredaar Piya Ki, telecasted on SONY TV one of the most controversial shows in the history of
Indian television.
 18 – Year old girl gets married to a 9- year old boy of a royal household. 9 – year old kid develops a
crush on 18- year old woman which is very unlikely for a kidof that age to do.
 Do we want to normalize this by presenting a kid in that light?
 The petition was sent to Smriti Irani and it read as "Pehredar Piya K, a10-year-old impressionable little
kid ("piya") caressing and stalking a lady who's more than double his age and filling sindoor in her
maang is being telecasted at prime time 8:30pm on SONY. (Family time) it is to be devoured by the
entire nation. Imagine the kind of influence it will steadily and perpetually infuse in the viewer's
mindset. We want a ban on the serial. We do not want our kids to be influenced by such TV serials.
Join us in signing the petition to ban this serial.
 The ministry of information and broadcasting took action against this and the show was taken off air.
BROADCASTING

 TV(I) Section in Broadcasting Wing is concerned with


grant of licenses for uplinking/downlinking of TV
channels, uplinking Hub/Teleport, uplink facility by a
News Agency, permission for use of SNG/DSNGs and
related regulatory aspects.
 BP&L (Broadcasting Policy & Legislation) Section in
Broadcasting Wing is concerned with policy matters
related to administration of Cable Television Networks
- The Sports Broadcasting Signals, DTH Guidelines,
HITS Guidelines, IPTV Guidelines and TRP
Guidelines.
BROADCASTING
 Apart from dealing with framing of Guidelines for DTH, HITS, IPTV and TRP
agency, the requests for grant of permission/licence/registration under these
guidelines from applicants are processed in BP&L Division. The issues related to
amendments in the policy/guidelines are undertaken by the BP&L Division.
 The proposals to declare the sporting events/games of national importance under the
Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Act, 2007 are
processed in the BP&L Division.
BROADCASTING

 Further the Telecom Regulatory Authority of India (TRAI) gives its recommendations
from time to time on Telecommunication and Broadcasting sectors on request from
the Government.
 To provide efficient and transparent regime for the growth and management of
Broadcasting Sector, an online portal “Broadcast Seva” has been developed and
launched. The Broadcast Seva portal provides single point facilities to the various
stakeholders and applicants for various permissions, registrations, licences etc.
INFORMATION WING

 The Information Wing of the Ministry of Information & Broadcasting is mandated


with the task of Information dissemination, education and communication of various
Government policies and Programmes through the various media units.
 It also undertakes the management of Indian Information Service, Policy formulation
and administration, Policy planning and Coordination with various Media units and
autonomous institutions of the Ministry.

This endeavour of Information Wing is achieved with the help of the following Media Units under the
Ministry:

BUREAU OF OUTREACH AND COMMUNICATION

 The Bureau of Outreach and Communication (BOC) was created by the Ministry on
08.12.2017 by merging the erstwhile media units of Directorate of Advertising and
Visual Publicity (DAVP), Directorate of Field Publicity (DFP) and Song & Drama
Division (S&DD)
 To have synergy and integrated approach between these organisations; better
utilisation of resources and workforce; and to deliver better communication to the
masses in every states and every districts. BOC is headed by DG level officer at
Headquarter and consists of 23 Regional Outreach Bureaus (ROBs) and 148 Field
Outreach Bureaus (FOBs).
ELECTRONIC MEDIA MONITORING CENTRE (EMMC)

 Electronic Media Monitoring Centre (EMMC) is entrusted with the task of


monitoring the content being aired by permitted satellite TV channels for any
violation of Programme and Advertising Codes under the Cable Television Network
(Regulation) Act, 1995. EMMC is a premier set-up with advanced technologies to
monitor, record and analyze broadcast content.
 Electronic Media Monitoring Center also identifies topical matters of immense public
importance and reports them to the Ministry for evaluation and for taking any action,
if needed. EMMC also prepares and submits special reports to the Ministry on media
coverage of matters desired by the Government.
 INDIAN INSTITUTE OF MASS COMMUNICATION

 The Indian Institute of Mass Communication (IIMC), registered as a Society under


the Societies Registration Act, 1860 (XXI of 1860), came into existence on August
17, 1965. The Institute was established with the basic objective of teaching, training
and undertaking research in the areas of journalism, media and mass communication.
NEW MEDIA WING

 Set up in 1945, the Research, Reference and Training Division now renamed as “New
Media Wing” functions as an information servicing agency for the Ministry of
Information and Broadcasting. It offers high quality research and reference services to
the Ministry and its media units for planning media policies, strategies and campaigns
for effective communication.
PRESS COUNCIL OF INDIA
 The Press Council of India is a statutory quasi-judicial autonomous authority
mandated by the Parliament for the twin objective of preserving the freedom of the
press and maintaining and improving the standards of newspapers and the news
agencies in India exercising quasi-judicial functions over the authorities as well as the
press person.
 It comprises of a Chairman and 28 members. While the Chairman has, by convention,
been a sitting/ retired judge of the Supreme Court of India, of the 28 members, 20
represent various segments of the Press and eight overseeing the readers’ interest, are
representatives of the two Houses of Parliament (3 Lok Sabha and 2 Rajya Sabha)
and premier literary and legal bodies of the country i.e. University Grants
Commission, Bar Council of India and Sahitya Academy.
PRESS INFORMATION BUREAU

 The Press Information Bureau (PIB) is the nodal agency of the Government of India
to disseminate information to the print, electronic and social media on Government
policies, programmes, initiatives and achievements
 It functions as an interface between the Government and the media and also provides
feedback to the Government on the reaction of people as reflected in the media.
THE IMPORTANT FUNCTIONS OF PIB ARE : -

i. The accreditation of Indian and foreign media representatives,


ii. Press briefings and press conferences,
iii.Feedback to the Government on the press and public reactions,
iv. Organization of press tours to the development projects,
v. Holding of Public Information Campaigns (PICs).
 PUBLICATIONS DIVISION 

 The Publications Division is a treasure trove of Books on matters of national


importance and India’s rich cultural heritage. It publishes Books, Journals, Annuals,
Periodicals and CDs on subjects like Art, History, Culture, Biographies of eminent
people, Flora and Fauna and Science and Technology.
  Publications Division brings out speeches of the Presidents/ Prime Ministers,
Children’s literature - fiction and non-fiction material with broad objective of
providing infotainment, spreading awareness about the land, people, heritage, culture
and society aiming at inculcating human values and scientific temper among children.
REGISTRAR OF NEWSPAPERS FOR INDIA

 The Registrar of Newspapers for India is a statutory body set up under the Press and
Registration of Books Act, 1867 for Registration of Newspapers/Periodicals, Issue of
Certificate of Registration and Verification of circulation claims of newspapers.

FILMS WINGS

 All matters relating to film promoting production, dissemination, and preservation


of filmic content holding National Film Awards are handled in Films Wing.
 The Films Wing of the Ministry which looks into certification of films for public
exhibition, import of films for theatrical and non-theatrical viewing, export of
Indian films, import of unexposed cinematograph films and various types of
equipment are required by the film industry.
 The main aim is develop and promote activities in thereto, promotion of good
cinema for films produced in India and assistance through the National Film
Development Corporation Limited.

CENTRAL BOARD OF FILM CERTIFICATION

 Central Board of Film Certification a statutory body


under this Ministry for regulation of films for public
exhibition, under the provisions of the Cinematograph
Act, 1952.
 The board's guiding principles are to ensure healthy
public entertainment and education and using modern
technology, to make the certification process and board
activities transparent to filmmakers, the media and the
public.
 The films are certified in following categories in accordance with Cinematograph Act, 1952, the
Cinematograph Rules, 1983 and guidelines issued by Central Government of Cinematograph Act, 1952.
 U – Unrestricted Public Exhibition.
 U/A – Unrestricted Public Exhibition but with a word of caution that discretion required for children below 12 years.
 A – Restricted to adults.
 S - Restricted to any special class of persons .
CHILDREN’S FILM SOCIETY INDIA

 Children's Film Society India (CFSI) is a nodal organisation of Government of India that


produces children’s film and various TV programs in various Indian languages.
 The main objective of providing children and young people with ‘value based’ entertainment
through the medium of films.
 CFSI produces feature films and short films for children in various languages of India. It organises
subsidised shows and distributes film prints.
DIRECTORATE OF FILM FESTIVALS
 The Directorate of Film Festivals in India is an organisation that initiates and presents
the International Film Festival of India, the National Film Awards and the Indian
Panorama.
 The main objective is promotion of Indian films and cultural exchange through
organization of various events in the country and participation in various International
film festivals in abroad.
 The following events and programs are undertaken by DFF for the purpose:
 The National Film Awards and the Dadasaheb Phalke Award.
 International Film Festival of India (IFFI).
 Selection of films for Indian Panorama.
FILMS DIVISION OF INDIA
 The first state film production and distribution unit under the Ministry of Information and
Broadcasting, Government of India with its main intent being to "produce documentaries and
news magazines for publicity of Government programmes" and the cinematic record of Indian
history.
 FDI is divided into four wings; these are Production, Distribution, International Documentary
and Short Film Festival.
 Films Division has produced mainly for the state-owned TV channel, Doordarshan.
 The films division has produced over 8000 films since inception and about 5000 films are
being made available for online purchase and downloads.
FILM AND TELEVISION INSTITUTE OF INDIA

 The Film Institute of India was set-up by the Government of India in


1960 under the Ministry of Information & Broadcasting.
 The aim is to provide high standard film and television education in
India.
 The Institute consists of two Wings: The Film and the TV Wing.
 The Film Wing offers five courses for the period of three years i.e. Post Graduate Diploma in Direction and
Screenplay Writing, Cinematography, Film Editing, Sound Recording & Sound Design, Art Direction & Production
Design , a two year Post Graduate Diploma Course in Acting and a one year post graduate certificate course in
Feature Film Screenplay Writing.
 TV Wing offers four one year Post Graduate Certificate courses in Direction, Electronics Cinematography, Video
Editing and Sound Recording & TV Engineering. As 12 seats are offered in each specialization, FTII offers 132
seats in 11 specializations.
FILM FACILITATION OFFICE
 The Ministry of Information & Broadcasting, Government of India, set up the Film Facilitation Office in
National Film Development Corporation (NFDC) with a view to promote and facilitate film shootings by
foreign and domestic filmmakers in India.
 Proposals regarding shooting of international Feature Films, TV/Web shows and series & Reality TV/Web
shows and series in India are handled by the FFO, which processes the request and takes a decision within a
specific time frame.
