The next development, democracy is not only


meant as a form of government or political
system, but democracy interpreted as an
attitude to life.
ICCE team IUN (2003: 112) said that
democracy as a way of life. That democracy
does not come with its ownin the life of the
state. It requires a supporting device
namely conducive culture as a mind set and
social setting.
