• Part of the quality plan for the design and

effort on methods, materials and practices
known to be unreliable

function shall provide a comprehensive

INSPECTION

PURPOSE OF INSPECTION
1. To ensure that requirements of the
contract documents will be
carried out.
2. To avoid the use of unacceptable
substitutes.
3. To avoid errors that might result
to unnecessary maintenance cost.
4. To minimize extra work.
5. To evaluate the guaranteed
materials and workmanship at the
time of installation.
INSPECTION

CONDITIONS FOR ACCEPTANCE OF
MATERIALS

1. No material shall be incorporated into the work


until tested and found satisfactory.
2. The approval of preliminary samples shall not be
considered as a guarantee of acceptance of all
materials from the same source, as to the quality
or quantity of such materials.
3. Any material which had been sampled and
passed as satisfactory may be re-sampled and re-
tested anytime before, during and after
incorporation into the work.
ACCEPTANCE/REJECTION OF
MATERIALS/WORK

1. Do not accept defective materials/work until it


conforms/meets the specifications. Defective
work/materials can be removed, replaced or
reconstructed.
2. Assess price adjustments against the approved
contract to compensate for the losses and/or the
maintenance costs of substandard work.
3. Accept only complying work or materials.

Project Activities
Compaction of the fill material, Item 105, was done
with sheep foot rollers at Sta. 76+000 to Sta. 76+300.
Screening of coarse aggregate from Bauan River was
done at this compound for use in Item 413.
Preparation of the reinforcing steel cages for the
casting of 36” culvert pipe was done.
ILLUSTRATIVE EXAMPLE
Materials Quality Control Activities
Field density tests were performed by Contractor’s man at Sta. 75+790 to
Sta. 76+808 and supervised by Government Materialsman J. Cruz. He
reported that two (2) tests were made and the samples for moisture content
were brought to the project laboratory, weighted and dried under our
supervision.
Computations for the grading test on fine aggregates for Item 413 were
checked by Government Materialsman P. Ramos and reviewed by me.
I inspected the reinforcing steel cages being prepared for casting the 36”
pipe for Item 413 and took notes for my inspection report.
I reviewed the concrete design mix worksheet for Item 413 and found it
o.k.
Comments: (Any information and/or observation relevant to materials quality
control should be included under Comments).
Soil was quite dry at time of compaction; Rebankment was being placed at
thicker layers than what is required. Contractor was duly notified.

QUALITY CONTROL REPORTS AND
MATERIALS TEST REPORTS

- Quality Control Program (QCP) prepared by the


Contractor and approved by the Project and Materials
Engineers of the Implementing Office to ascertain
whether the minimum testing requirements for each item
of work have been complied with. Review the summary
of the status of test and check whether all the required
number of tests in the approved quality control program
have been performed.
- Materials Test Reports to ascertain whether the materials
incorporated into the works are conforming to the standard
specifications. The inspectors should also exercise vigilance in
checking whether the test reports are correct and authentic and
with official receipt (OR).

- Certificate of Quality Control Assurance (CQCA) prepared by the


concerned Project Engineer and Materials Engineer for the
quantities of works accomplished by the Contractor. These reports
are attestation that the materials and works corresponding to the
quantity accomplished conform with the approved plans and
specifications. Quantities reported in the CQCA should tally with
the quantities being claimed for payment in the Statement of
Work Accomplished. There should be corresponding test results
accompanying the CQCA.
