Reserve Officers’ Training Corps (ROTC) Literacy Training Service Civic Welfare Training Service
• SEC. 4. Establishment of the National Service
Training Program. – which shall form part of the
curricula of all baccalaureate degree courses and of at
least two (2) year technical – vocational courses.
I. What is the legal basis of the National Service Training Program? The
NSTP was established by virtue of RA NO. 9163-01, otherwise known as
the National Service Training Program (NSTP) Act of 2001.
The following three agencies signed and formulated the Implementing
Rules and Regulations (IRR):
1. Commission on Higher Education (CHED)
2. Department of National Defense (DND)
3. Technical Education and Skills Development Authority (TESDA)
In addition there are other agencies consulted, which jointly issue, adopt,
and promulgate the IRR to implement the provisions of the Act. These
are:
4. Phil. Association of State Universities and Colleges (PASUC)
5. Coordinating Council of Private Educational Association of the
Philippines (COCOPEA)
6. Non-Government Organizations (NGOs)
7. Recognized Student Organizations (RSOs)
Rule 1-GUIDING PRINCIPLES

• Section 3. As used in this Implementing Rules and Regulations (IRR), the following
terms shall mean:
• a. Annual Administrative and Tactical Inspection (AATI) refers to the tool
designed by the Department of National Defense-Armed Forces of the Philippines
(DND-AFP) and conducted by the AFP Major Services to annually evaluate the
ROTC units' implementation of the Reserve Officers' Training Corps (ROTC)
Program;
• b. Civic Welfare Training Service (CWTS) refers to programs or activities
contributory to the general welfare and the betterment of life for the members of
the community or the enhancement
• h. Major Service Reserve Commands (MSRC) refers to the units of the AFP
Major Services mandated to develop their respective Reserve Forces and
supervise the implementation of the ROTC Program as mandated under RA 7077,
s-1991 (or the AFP Reservist Act of 1991);
• i. Mobilization refers to the official act of calling upon ROTC Reservists and NSRC
Reservists and NSRC units to report to their respective designated mobilization
centers to perform duty as volunteers;
• j. National Service - refers to the civic consciousness and defense preparedness
service rendered by all the citizens of the Philippines;
q.1. Basic Reserve Officers' Training Corps -refers to the one (1) year ROTC training
based on the amendment by RA 9163, s-2002, of Sections 38 and 39 of RA 7077;
q.2. Advance Reserve Officers' Training Corps - refers to the two (2)-year training
program after the basic ROTC training, subject to the provisions under Sections 38 and 39 of
RA 7077;
WHO ARE COVERED BY THE NSTP LAW ?
• a. All incoming freshmen, male and female, enrolled in any baccalaureate and at least
two (2)- year technical – vocational or associate course, are required to complete
one (1) NSTP component good for two (2) semesters of their choice, as a
graduation requirement.
• b. All higher and technical vocational education institutions must offer at least one (1) of
the NSTP Components.
• c. State Universities and Colleges (SUCs), shall offer the ROTC component and at least
one (1) other NSTP component.
a. Each of the three components of the NSTP shall be undertaken for an academic
period of two (2) semesters. It shall be credited for three (3) units per semester, for fifty-
four (54) minimum up to ninety (90) hours of training per semester.
b. One summer program (OSP) in lieu of the two (2) semester program may be designed,
formulated and adopted by the DND, CHED, and TESDA subject to the capability of the
school and the AFP to handle the same.
CLUSTERING AND CROSS-ENROLLMENT
a. Clustering of students from different education institutions during the semester or summer
periods may be done for any of the NSTP component, taking into account logistics, branch of
service and geographical locations. The host school is responsible in managing the program.
b. Schools that do not meet the required number of students to maintain the optional ROTC
and any of the NSTP components, or do not offer the component chosen by the students,
shall allow their students to cross-enroll to other schools, irrespective of whether such school
is under CHED or TESDA.
c. Students intending to cross-enroll shall be subject to the existing rules and regulations of
the school of origin and the accepting school.
MANAGEMENT AND MONITORING:
a. The school authorities shall exercise academic and administrative supervision over the design, formulation,
adoption and implementation of the different NSTP components in their respective school.
b. In the case of ROTC, the school authorities and DND, subject to the policies, regulations military component of
the training, shall exercise joint supervision rams of DND on the military component of the training shall over its
implementation.
c. Schools which have contracted CHED-accredited or TESDA recognized NGOs to formulate and administer
training modules for any of the NSTP components shall jointly exercise such academic and
administrative supervision with those NGOs. Within 45 days from approval and issuance of the IRR, the
CHED, TESDA and DND shall issue the necessary guidelines for the accreditation of Non-governmental
organizations NGOs and the training modules to be utilized by these NGOs.
d. CHED Regional Officers, TESDA Provincial/District Offices and DND. AFP (through the Major Service
Reserve Commands), shall oversee and monitor the implementation of the NSTP under their respective
jurisdiction, to determine if the trainings conducted are in consonance with the Act. These offices shall submit
periodic reports to the Central Offices of CHED, TESDA and DND.

b. School authorities concerned, CHED and TESDA shall ensure those health and
accident group insurance are provided for students enrolled in any of the NSTP
components.
c. Schools that already provide health and accident group insurance and collect the
necessary fees for the purpose from their students as of the effectivity of these Rules
are deemed to have complied with this requirement.
b. The CHED, TESDA and DND in consultation with other concerned government
and nongovernment agencies, shall issue the necessary guidelines for the
establishment, organization, maintenance and utilization of the National Service
Reserved Corps.
c. Graduates of the ROTC program shall form part of the Citizen Armed Forces
pursuant to RA 7077, subject to the requirements of DND.
