A Proposed Development of Lubas Valley Farm in Sta.Catalina,


Binalonan, Pangasinan
Background of the Study
Lubas Valley Farm is an eco-friendly destination that can be found in Binalonan,
Pangasinan. It promotes 4R in recycling while promoting sustainability through the use
of solar panels and locally grown products available for tourists’ enjoyment. Lubas
Valley Farm is a good spot to enjoy and spend their leisure time where they can enjoy
several activities in the area. It has a land area of 7.5 hectares (75,000 sqm.). Lubas
Valley Farm officially opened in 2018, but is more known to public in the year 2020. After
the government eased lockdown and restriction measures, the Lubas Valley Farm
become the most visited tourist attaction in Binalonan. It drew a large number of tourists
from several towns, especially during the weekends. As people find a place where they
can relax and enjoy their leisure time after a long period of time wherein people stay on
their home because of the lockdown caused by the pandemic. The number of tourist
visit as of the moment, however, massively decreases compared to the number of
tourist visit recorded from the year 2020-2021.
The study aims to identify the needs for the development of Lubas Farm Valley in
order to improve the quality of services provided for the people, to create more jobs for
the residents in the area, and also to contribute to the economic growth of the town. The
Lubas Valley Farm seeks to be more known to the public, not only within Pangasinan,
but also outside of the province.
What is Agritourism?

Agritourism is a type of business organization that


links the growing and production of food with tourism. It
attempts to attract, amuse, and educate tourists while also
seeking to generate income for farmers and company
owners involved in agricultural production by bringing
people to a farm or other agricultural enterprise.
Agritourism encompasses all integrated activities that aim
to enhance agricultural production and the environment.

 Republic Act 8435, also known as the Agriculture and Fisheries
Modernization Act (AFMA)

According to the study of Nitural (2016), in the Philippines, rural areas are
characterized by agriculture. Urban areas are generally preferred retail sources for rural
agriculture's goods (Nitural, 2016). The Philippine agriculture policies are governed by
Republic Act 8435, also known as the Agriculture and Fisheries Modernization Act
(AFMA). Its primary goal is to modernize the country's agriculture sector while also
attempting to increase the level of involvement of small landowners in order to sustain
food security and selfsufficiency.

 Republic Act No. 10816 or the Farm Tourism Development Act of 2016

Republic Act No. 10816 or the Farm Tourism Development Act of 2016, which aims to
optimize income from family-owned farms by infusing tourism-related activities.
Authored by Sen. Cynthia Villar, the law defines farm tourism as the practice of
attracting visitors to farm areas or fishery-based operations for production, recreation or
education purposes.

An act declaring a national policy for tourism as an engine of investment,
employment, growth and national development, and strengthening the
department of tourism and its attached agencies to effectively and efficiently
implement that policy, and appropriating funds there for.
Proponent
The project proponent is Mr. Melecio Patague, the owner of the 7.5
hectares lot that will be the site of the project. The target market for this
project is the general public, especially for people who visits Binalonan.

Proponent
Tourist will be the primary end-user of the project where it will give them satisfaction
to their needs like enjoyment, entertainment and relaxation. They’ll be the key factor for
the economic growth, for the place to be known and more people to visit the site. And
also, the residents in the area where ecotourism services will be used as a marketing tool
for promoting local products, employment opportunities for the people and economic
growth.
Statement of the Problem

1. What are the facilities and amenities are needed in the


development of the study?

2. What agricultural related and recreational activities can the


farm offer for the tourist to enjoy in their stay in the farm?

3. What design concept would be most effective in reviving the


Lubas Valley Farm?
Goals and Objectives
1 Goals

This project aims to investigate the flaws of the farm that cause it to be unattractive
to the people. The project also seeks to determine the farm’s needs in order to revitalize
and design an attractive space that would provide tourists with satisfaction throughout
their stay in the farm.

1.12.2 Objectives

1. To provide essential facilities and amenities for the user’s convenience and enjoyment
while in the farm.

2. To satisfy the needs the of the users by providing recreational activities and
agricultural related activities for the enjoyment of the users.

3. To come up with a viable development strategy that will revitalize the Lubas Valley
Farm and bring people closer to nature.
Scope and Limitation
This study will focus on community’s views towards
the development of Lubas Valley Farm, which will lead to
an increase in tourist arrivals. A survey questionnaire will
be supplied to the respondents, which will aid the
researcher in justifying their study.

The data collection will be limited only in the


vicinity of Lubas Valley Farm located in Sta. Catalina,
Binalonan, Pangasinan as it is stated that the residents of
the area will be one of the major respondents. This study
involves first hand research in the form of questionnaires,
surveys, interviews and observations.
Significance of the Study
The following individuals are thought to be significant study beneficiaries in terms of gathering data for this
investigation:

 To the Owner

The owner will gain from this as the project's main beneficiary, boosting his financial revenues, opening up new
ventures, and expanding his expanding business.

 To the Community

Greater employment options, such as those for persons, drivers, and agricultural resort workers, will be available to
rural communities. Enhancing everyone's quality of life and the environment would be tremendously beneficial. A
physical, economic, and social growth is what this study seeks to offer.

 To the Farmers

There will be other sources of income for farmers and agricultural laborers in addition to their crop, as well as
prospects for employment.

 To the Tourists

The research will satisfy and amuse the visitors because the farm resort will be developed and offer recreational
facilities that will meet and exceed their expectations.

 To the Future Researcher

To carry out additional research on the subject, analyze it, and look for new creative solutions that will aid future
researchers in learning more about how to enhance farm tourism.
