JOINT IMPLEMENTING GUIDELINES FOR THE IMPLEMENTATION OF

THE FACE MASK DISTRIBUTION TO THE HIGH COVID-19 RISK


COMMUNITIES
RATIONALE
• On 12 March 2020, the IATF-EID per Resolution No.
11, series of 2020, raised the Coronavirus Disease
2019 (COVID-19) threat to the highest alert level,
Code Red Sublevel 2, due to the evidence of sustained
community transmission of the disease. The peril of
the health crisis in the country reinforced the National
Task Force (NTF) to spearhead the implementation of
the National Action Plan (NAP) against COVID-19
through the policy guidance of the IATF-EID.
RATIONALE
• Pursuant to the directive of President Rodrigo Roa
Duterte in “Bayanihan to Heal as One Act” or RA 11469,
on observing safety and health protocols including the
wearing of face masks in public and conforming to the
strategic response of NAP against COVID-19 to the
coronavirus pandemic by harnessing and integrating the
whole gamut of government’s resources, manpower and
expertise, the IATF-EID has created a Face Mask
Distribution Project entitled “Libreng Mask Para sa
Masa”.

RATIONALE
• The uses of face masks in the community
primarily serve as a means to lessen the
transmission of COVID-19 virus.

• This measure is particularly relevant in the


current pandemic when the number of
asymptomatic but infectious persons in the
community can be assumed to be high.
LEGAL BASIS
The Face Mask Distribution Project is guided by the
following as basis for its purpose:

• Republic Act No. 11469, dated 23 March 2020, otherwise


known as, “The Bayanihan to Heal as One Act”

• Republic Act No. 11494, dated 11 September 2020, otherwise


known and cited as, “Bayanihan to Recover as One Act”

• National Action Plan to Contain, Prevent and Eliminate


COVID-19 and Mitigate Its Impact
LEGAL BASIS
• Memorandum from the Executive Secretary dated 16 March 2020, on the
subject, “Community Quarantine over the Entire Luzon and Further
Guidelines for the Management of the Coronavirus Disease 2019
(COVID-19) Situation”

• Memorandum from the Executive Secretary dated 3 August 2020, on the


subject, “Modified Enhanced Community Quarantine over the National
Capital Region and the Provinces of Laguna, Cavite, Rizal, and
Bulacan until 18 August 2020”

• Memorandum No. 49, dated 16 September 2020, on the subject, “Directing


All Concerned Government Agencies to Coordinate and Pool Their
Resources and Efforts Into the Production and Distribution of Face
Masks”
OBJECTIVES
• Strengthen the government’s strategic plan on fighting the
COVID-19 by educating and engaging the public on
following minimum public health standards;

• Prevent and/or minimize the local spread of COVID-19 in


the country and help the poor or informal sector families in
high COVID-19 risk communities through the provision of
non-medical grade, washable face masks;
OBJECTIVES
• Support Micro, Small, and Medium Enterprise
(MSME) whose operations were disrupted by the
COVID-19 pandemic by providing them business
through the production of washable face masks; and

• Establish precise and responsive procedures in the


implementation of the project to the stipulated
beneficiaries in this Joint Implementing Guidelines.

SCOPE
TARGET BENEFICIARIES
The project shall cater to families in the poor and informal sectors of society who
are also beneficiaries of the Department of Social Welfare and Development
Emergency Subsidy Program of the Social Amelioration Program (SAP) in the
referred areas, who may have at least one (1) member belonging to any of the
following vulnerable or disadvantaged sectors:

• Senior Citizens;
• Persons with Disability;
• Pregnant and Lactating Women;
• Solo Parents;
• Overseas Filipinos (FOs) in Distress;
• Indigent Indigenous People;
• Underprivileged Sector and Homeless Citizens; and
• Informal Economy Workers
