Hazardous area classification
As per the Dangerous Substances and Explosive Atmospheres Regulations 2002
(DSEAR) (UK), Hazardous places are classified the following hazard zones:

• (a) Zone 0: A place in which an explosive atmosphere consisting of a mixture


with air of dangerous substances in the form of gas, vapour or mist is present
continuously or for long periods or frequently;
• (b) Zone 1: A place in which an explosive atmosphere consisting of a mixture
with air of dangerous substances in the form of gas, vapour or mist is likely to
occur in normal operation;
• (c) Zone 2: A place in which an explosive atmosphere consisting of a mixture
with air of dangerous substances in the form of gas, vapour or mist is not
likely to occur in normal operation but, if it does occur, will persist for a short
period only.
• The areas outside these zones as non-hazardous.
Hazardous area classification for RO
• The following general guide indicates how this might be
applied to different parts of a filling station:
• (a) Zone 0: the interior of petrol tanks and of chambers
containing tank filling connections;
• (b) Zone 1: the interior of metering pump and dispenser
housings, the vicinity of vent openings, and pits and other
depressions below ground level partly or wholly within a
zone 2 area;
• (c) Zone 2: other areas that may be affected by occasional
spillage or release of vapor from plant and equipment
handling petrol.

Form XII ( Petroleum Rules )

Purpose:
The license in form XII under the Petroleum Rules, 1976 is granted to store
petroleum class A and/or class B in a tank or tanks in connection with a
pump outfit for fuelling motor conveyances such premises are generally
called pump outfit.
Licensing Authority (i.e., the authority empowered to grant the above said
license): Respective circle office of the Department of Explosives under
whose jurisdiction, the premised belong.
Notes:
1) For details please see the license form XII given in the Petroleum Rules,
1976 and Article 5 of first Schedule under the Petroleum Rules1976.
2) License for pump outfit in form XII is granted for under ground tanks only.

Note : Class A petroleum product has flash point less than 23 degree Celsius
i.e. Petrol. Class B petroleum product has flash point above 23 degree but
below 65 degree Celsius i.e. Diesel and Kerosene.
Procedure
• A. Grant of license:
• Major on-line steps adopted for grant of license in
form XII are as under:
• Submission of drawings and the other required
documents including the NOC from the District
Authority by the applicant to the licensing authority
for construction approval on the proposed premises.
• After completion of construction of the facilities,
submission of drawings and the other required
documents by the applicant for Grant of license by
the licensing authority.
Key relevant details
• Applications – documents to be submitted are specified
• Site & layout plan (the site plan must show the proposed premises and details of all the
structures like roads, road-directions, residential area, other buildings, structures, adjoining
properties, name of the adjoining factories, approach road, the distances from the km stone,
road junction etc. confined within 100 meters radius on all sides around the proposed premises,
as per scale. Specific clearance observed by the proposed premises with regards to the nearest
building and any open source of fire or over-head electric line coming within the 100 meters
radius should be clearly indicated. structures within 100 meters)
• Safety distances – PESO guidelines to be followed (min 6 M from PWD boundary line, earth pits
tanks 1.5 M away from boundary/license premises, vent 4 M high & 4 M away from any
adjoining property or sales room opening)
• Notes to be depicted in drawing (All important noting should be incorporated in the drawing.
The drawing must indicate Khasra/ Survey/Killa no. and full address of the situation of the
premises)
• Departmental action – the steps include i) approval of drawing, ii) verification of drawing and
iii) grant of license
• Renewal of license - Licence is renewed for maximum period of 3 year at a time. Renewal
application must reach the renewing authority thirty days before the date of expiry of the
licence.
