Definition of PHEM

 Public Health Emergency Management (PHEM):


 The process of anticipating, preventing,
preparing for, detecting, responding to,
controlling and recovering from consequences of
public health threats in order that health and
economic impacts are minimised

 Public Health Emergencies:


 Events or disasters that threaten  the health of
communities or groups of people.

History of PHEM

 FMOH, Ethiopia implemented IDSR strategies in 1998

 PHEM established under EPHI in 2009 following the BPR

 PHEM is designed to ensure:

 Early detection of any public health threats,

 Preparedness related

 Prompt response and

 Recovery from various public health emergencies

Goal and objective of PHEM:

Goal of PHEM:

To markedly reduce mortality and morbidity due to

epidemics and other Public Health Emergencies and


minimize associated social and economic crisis

General Objective:

To prepare for, detect early, and contain epidemics locally ;

respond timely to other public health emergencies and


recover quickly from their impacts

PHEM Capacity Building (1/2)
In order to address the human resource needs of PHEM,
EPHI and MOH is conducting different activities:
Advanced Field Epidemiology Training Program (A-
FETP): established in 2009 targeting PHEM officers at
higher levels
Frontline Field Epidemiology Training Program (F-
FETP): established in 2016 targeting Woreda PHEM
officers
Basic PHEM Training Program: designed to strengthen
PHEM staff at all levels (mainly at health facility level)
Disease specific training: such as Cholera, VPD, Covid-
19 etc.

Conducting woreda and regional level VRAM and EPRP


exercise and document development .
Conducting Emergency Supply chain management
training at all level.
This training is aimed at capacitating Health professional
in public health emergency management.
They are expected to support the PHEM system at all
levels where they are going to be assigned

Based on revised PHEM Guideline in 2021

Objectives of PHEM Basic Training

The training will:


 Enable trainees to actively participate in PHEM

 Strengthen capacity in recognizing and responding to

public health emergencies


 Strengthen early warning & surveillance system

 Improve the use of information for detecting, investigating

and responding to public health threats and recovery

This training consists of 5 modules that will be

delivered in sequence:
 Module 1 Introduction

 Module 2 Early warning and surveillance

 Module 4 Preparedness

 Module 3 Response

 Module 5 Recovery

Module 1: Introduction

Enable participants to briefly understand

PHEM
Introduce PHEM Basic Training: objectives,

contents,
Provide brief description of the modules

Module 2: Early Warning

 Provide definition and purpose of early


warning
 Define epidemiology and surveillance concepts
 Enable participants to understand weekly and
immediately reportable diseases
 Introduce reporting formats and case
definitions
 Enable participants understand basics of data
reporting, analysis and interpretation

Module 4: Preparedness

 Introduce participants with preparedness and capacity

building activities under public health emergency


management
 Enable participants learn vulnerability assessment and risk

mapping
 Enable Participant on understanding the concept and use

of emergency preparedness and response plan

Introduce participants with basic terms: epidemic,

outbreak, pandemic, clusters, etc

 Define recovery and rehabilitation terminologies

The training is intended to build the skills and

knowledge of Public Health Emergency Management

teams at Facility/district level with special emphasis
