Recommendations
Consider making the program permanent, or at least giving the employees a longer
time frame of work, and a more substantial pay. Also consider extending the program
to a larger number of people.
If resources or budget allows it, remove any additional cost from using the Sanitation
Refill, if at least for a short period of time, to let the citizens in need of it acquire it
more freely. If possible, try to contact the original manufacturer, if at least a 2nd tier
distributor, to purchase the alcohol at a lower wholesale price, to make it essentially
free for the citizens.
Take a firm but persuasive approach in convincing the citizens of their obligation to
abide by the policies as they are the ones benefiting from it in the end; taking a soft
approach may make it seem optional rather than mandatory, but a penalizing
approach may tempt the citizens to do the opposite, and/or complain about its
enforcement.
