(VCM) Demonstration
The Vote Counting Machine
(VCM)

Designed to automate the counting of votes.

Scans and interprets the marked paper ballots


on election day.

Tabulates, calculates, and transmits the


Election Returns to the Canvassing and
Consolidation System (CCS) after the voting
process is closed, as well as a copy of the
VVPATs (voter’s receipt) to the Transparency
Server.
FRONT SIDE VIEW
iButton Receptacle: Located above the thermal paper
compartment. This is used to tap the iButtons

Printer / Printer Compartment: Located below the iButton


receptacle. Designed to load the thermal paper and print all
the VVPATs and Election Reports.

Ballot entry/return Slot: Located at the front of the VCM.


Designed for the voter to insert his/her ballot.

LCD Screen: Located at the top of the VCM. The


touchscreen LCD screen is designed to input data and
navigate through the system.
FRONT AND RIGHT SIDE VIEW

Cast Button: Green button on the right side the LCD screen. It
is used to cast ballots.

Return/ Divert Button: Red button below the green button. It


is used to return ballots.

Headphone Port: At the right side of the VCM. Is the port to


connect the headphones.
LEFT SIDE VIEW
LAN Port: An RJ45 port to connect the BGAN via ethernet
cable.

Main SD Card slot A: Next to the LAN port is the memory


card slot, where the removable write-protect Secured Digital
(SD) card is inserted (Main SD card).

Backup SD Card slot B: Next to the Main SD card Slot A. Is


the slot for the backup SD.

Serial Number sticker: Located on the left corner. Included the


VCM serial number in alphanumeric series
BACK VIEW
Back-up Battery Port: To connect the backup battery for the
VCM to operate, even in case of a power outage

USB Ports: The Universal Serial Bus (USB) port is used to


connect the USB transmission device. There are two (2) USB
ports available.

DC Port: The Direct Current (DC) port is used to connect to


the main power supply.

Power button: This button is used to turn on the VCM. LED


indicator lights up when it is on.
The ports marked with the icon will not be used in the
Philippines Election.
BOTTOM VIEW

Ballot exit slot: It is used to eject the ballots. The VCM ejects
valid ballots from the ballot exit slot after passing through the
feed mechanism. These ballots are scanned and cast.

Lock flaps: This interlocks with the ballot box.

TRANSMISSION DEVICES

USB Transmission Device: This works with a preinstalled SIM Card from a Philippine Telco Provider to
transmit results using GPRS network.

BGAN: it works with a preinstalled SIM card to transmit results. It will be used for Satellite transmission
in remote locations. It should be located outdoor with clear view to the sky. There are 2 BGANS models:
• ISAVI
• SABRE

Note: The transmission device delivered to each polling center will depend on the data coverage of each location.
The VCM has the following functions:

• VCM User Authentication.


VCM FUNCTIONS • VCM Diagnostics.
• Open Voting.
• EB Assignment.
• Initialization Report.
• Voting Experience.
• Close Voting.
• EB Digital Signing.
• Printing VVPATs, Election Returns and other reports.
• Transmission of Election Returns.
• Re-transmission of results.
• Write-Protect Data.
• Re-zero.
There are some improvements in the VCM as compare with 2019
version. Some of the improvements are:

FINAL TESTING &


SEALING (FTS)
Conduct of FTS: MAY 2 to 7, 2022

Not later than three (3) days before the FTS schedule, the EO shall notify
FINAL TESTING AND SEALING

• the EB in writing of the date, time and place of the FTS of the VCMs
• the candidates, political parties and party-list system in the city/municipality or
accredited citizens’ arm by posting a NOTICE in the bulletin board of the OEO and of
the city/municipality and in at least 3 conspicuous places in the city/municipality.

The EB shall convene in its assigned polling place to test and seal the VCM

• Perform FTS procedures which includes VCM Diagnostics


• Explain to those present the purpose of and the procedures for the FTS
• Randomly choose ten (10) persons from among those present who will accomplish the test ballots
• Conduct manual verification of results.
• Re-zero the VCM

OPEN VOTING
Check the date and time at the top left corner of the screen. If date and/or time is incorrect, the EB
Chairperson will execute “change system date and time” procedure.

The EB Chairperson will now perform the OPEN VOTING process.


ACCESSING OPEN VOTING

Select Open Voting. The VCM will display the message “INPUT PIN FOR EB CHAIRPERSON TO
CONFIRM THE EXECUTION OF OPEN VOTING”. Enter the role PIN.
The VCM will display the registration of the EB Poll Workers. The name of the assigned EB Chairperson, EB
Poll Clerk and EB Third Member will be enrolled.
EB ASSIGNMENT
To replace the registered name, press the “REMOVE” button to delete the registered EB information.
EB ASSIGNMENT REMOVAL
Press the check mark ( ) at the bottom right of the
screen to automatically print the Initialization

The messages “OPEN POLLS” and


“GENERATING THE REPORT….SAVING THE
REPORT….PRINTING REPORT…” will appear on
the screen while simultaneously printing the
Initialization Report.
INITIALIZATION REPORT
The report shall show Zero (0) vote for each candidate including the geographic information (District/Province, City/Municipality,
Barangay, voting center, precincts in a cluster), machine ID clustered precinct ID, VCM status, number of registered voters, number of
voters who actually voted, and number of valid ballots cast.

The Chairperson, Poll Clerk, Third Member, and including the representatives of the political parties, candidates or citizens arms present,
shall affix their signatures in the Initialization Report.
After printing the Initialization Report, the VCM
will display the message “OPEN POLLS
OPENING THE POLLS

COMPLETED SUCCESSFULLY. THE DEVISE


STATE HAS BEEN UPDATED” with DONE
button. Press DONE button.

From the Election Menu , press the “GO TO


VOTING” button
The VCM will print the STATUS REPORT, and will
then display the message, “GO TO VOTING
COMPLETED SUCCESSFULLY “, “VOTING
HAS BEEN ENABLED ON THIS DEVICE”. Press
OPENING THE POLLS

The VCM is now ready to accept ballots.

After the voter inserted the filled ballot in the ballot entry slot, the VCM shall interpret the
ballot.

The message “YOUR BALLOT IS BEING PROCESSED” will be displayed on the screen.
After processing, the VCM will display the following messages: “YOUR VOTE IS BEING
CAST. PLEASE WAIT.” Another message will be displayed “YOUR VOTE IS BEING
PRINTED” while simultaneously printing the voter’s receipt.
The messages “DEPOSITING THE BALLOT IN THE BOX” and “YOUR VOTE HAS
BEEN CAST. THANK YOU FOR VOTING” will be displayed in the screen respectively.
REJECTED BALLOTS
When a ballot has not been scanned properly

When a ballot is not configured to the VCM. The voter shall return the
INVALID BALLOT ballot to the chairperson, who shall, in turn, check if the ballot ID of the
rejected ballot corresponds to the clustered precinct number. If it does not
match, the chairperson shall mark the ballot with the word “REJECTED”
and place it in the envelope for rejected ballots. The chairperson shall then
issue the correct ballot to the voter.

The Chairperson shall place his/her iButton security key receptacle, after which the VCM
will display the message “SELECT THE PROFILE TO AUTHENTICATE”.

Select “EB Members” the VCM will then display the message“SELECT THE USER TO
AUTHENTICATE” with “EB POLL CLERK” and “EB THIRD MEMBER” options.

Select “EB POLL CLERK. The VCM will display the message “INPUT YOUR PIN”.
Enter the role PIN of the EB Poll Clerk. A message “THE USER EB POLL CLERK WAS
AUTHENTICATED SUCCESSFULLY” appears on the screen and VCM will return to the
previous display – “SELECT THE USER TO AUTHENTICATE”.

Select “EB THIRD MEMBER”. The VCM displays “INPUT YOUR PIN”. Enter the role
PIN of the EB Third Member.
The VCM shall then display the Election Menu. From the Election Menu, choose the
option “CLOSE VOTING.”
After choosing Close Voting, the VCM shall display the message “INPUT PIN FOR EB
POLL CLERK TO CONFIRM THE EXECUTION OF CLOSE VOTING”.

After the successful input of the PIN for EB Poll Clerk, the VCM will display the message
“INPUT PIN FOR EB THIRD MEMBER TO CONFIRM EXECUTION OF CLOSE
VOTING”. Input PIN for EB Third Member.
The VCM prompts to add signatures to the election results. The screen will display “Press
NEXT TO ADD A SIGNATURE TO THE ELECTION RESULTS. (REQUIRED
SIGNATURES: (NO. OF SIGNATURES)” along with SIGNATURE ALREADY ADDED:
0 and the NEXT button. The Chairperson shall press “NEXT”.
The VCM will display the message “PLEASE INSERT THE MEMORY TOKEN TO BE
REGISTERED” with CANCEL button.
The Chairperson will place his/her iButton with external certificate. The VCM shall display
the message “READING IBUTTON…DON’T REMOVE THE IBUTTON AND PLEASE
WAIT”.
Wait until the VCM displays the message “PLEASE INPUT THE IBUTTON PIN”. The
Chairperson shall now enter his/her digital signature password.
The VCM shall display the message “DIGITAL SIGNATURE SUCCESSFULLY
ADDED”.

NOTE : Same procedure will be applied in adding the digital signature of EB Poll Clerk
and Third Member.
The VCM displays the message, “CHANGING THE VOTING MACHINE STATE TO
CLOSED”.
The VCM shall automatically print the 8 copies of NATIONAL Election Returns (ERs) and
8 copies of the LOCAL ERs.
After printing 8 copies of National ERs and 8 copies of Local ERs, the system will display
message “DO YOU WANT TO TRANSMIT THE ELECTION RESULTS?” with YES or
NO options. Choose YES.
The VCM will display “PLEASE INSERT THE GSM TRANSMISSION DEVICE”.

If the transmission device allocated is BGAN, press the “>” mark at the bottom right of the
screen.
The following message will be displayed accordingly,
“Transmitting the results to the <MBOC: PROVINCE NAME- MUNICIPALITY NAME>
server (Attempt 1 of 2)”.
“Transmitting the results to the CENTRAL: CENTRAL server (Attempt 1 of 2).
“Transmitting the results to the KBP: TRANSPARENCY SERVER – RESULTS server
(Attempt 1 of 2).”
“Transmitting the results to the KBP: TRANSPARENCY SERVER -VVPAT’s server
(Attempt 1 of 2)”.
Once the VCM successfully transmitted the results, it will display the message “THE
RESULTS WERE SUCCESSFULLY TRANSMITTED TO MBOC/CENTRAL/KBP
SERVER” and will automatically generate, save and print the TRANSMISSION REPORT.

After the transmission process is completed, the VCM will print twenty-two copies of the
National Returns Report, Local Returns Report and Statistical Report
Once printing is completed, the VCM will display the message “CLOSED POLLS
COMPLETED SUCCESSFULLY”. “VOTING PROCESS HAS BEEN COMPLETED”,
with DONE button. Press “DONE” button.

The VCM will return to the Election Menu and is now in CLOSED state.
Print the Audit Log Report
PERFORM THE WRITE-PROTECT DATA

From the Home screen, tap the iButton in the slot and
select the profile to authenticate. Input the role PIN of
the Chairperson.

From the Election Menu, select "WRITE-PROTECT


DATA" option.
A message "INPUT PIN FOR EB CHAIRPERSON
TO CONFIRM THE EXECUTION OF WRITE-
PROTECT DATA."

The VCM prompts the user to confirm the lock-up of


the external SD memory. Press Yes to confirm the SD
memories' lock-up.
The VCM locks the backup memory, displays a message informing about the operation's
result, and prompts the user to shutdown the VCM. Press “Ok” to shut down
