COMPOSTELA VALLEY

ADVENTIST YOUTH FEDERATION

CONSTITUTION
AND BY LAWS
PREAMBLE
We, the members of the COMPOSTELA VALLEY ADVENTIST
YOUTH FEDERATION, with guidance of the Almighty Father, seek to
fulfill our divine duties as young people of the Seventh-day Adventist
Church by fostering activities that does not just benefit the church but the
community where we belong. We gladly recognize the heavenly tasks that
rest upon our shoulders to help spread the Advent message to the corners
of the world.
We unite ourselves in sharing our faith and hereby declare our
willingness to abide by the articles as set forth in this constitution and by-
laws.
Article I - NAME
The organization shall be known as COMPOSTELA VALLEY
ADVENTIST YOUTH FEDERATION.

The Federation areas include all Seventh-day Adventist churches in the


province of Compostela Valley which are divided into following
districts:
ACIDA MOVADA MAIDA
SUHIDA LASAIDA
NECOMNAIDA MARPANIDA
Article II - PURPOSE
The purpose of this organization shall be to:

 Promote spiritual enrichment and encourage the members to


participate in holistic activities.
 Provide opportunity for healthy social fellowship and soul
winning.
 Cultivate and conserve the high spiritual standards of its members.
Article III - MEMBERSHIP
Section 1.
Members of the COMPOSTELA VALLEY ADVENTIST YOUTH
FEDERATION shall consist of.
(a) All baptized Adventist Youth of Compostela Valley Province as
enumerated in Article I.
(b) All youth born in Adventist homes yet non-baptized.

Section 2.
All members should uphold the constitution and by-laws of the federation.
Article IV - MEETINGS

The Federation will have general meetings to be held at least


once a year at a time and place which can be established as a
regular schedule. It could be upon the consensus of the
Federation officers.
Article V - Officers

Section 1.
The officers of this organization shall be the President, Secretary,
Treasurer and Vice President Executive Committee.

Section 2.
The Davao Mission Youth Director shall be the general supervisor and
sponsor.
Article VI – ELECTION OF
OFFICERS
Election of all officers shall be held at the last meeting of
each term. Officers shall be elected by a majority vote of
members present.
Article VII - AMMENDMENTS

An amendment to this constitution may originate either


from any officer of the Federation. In any case, it should be
submitted either in writing or in verbal during a meeting of
the Federation officers. After they have studied it and
obtained a simple majority vote of the body, the proposal
shall be accepted as an amendment to the constitution.
BY-LAWS

Article I - OFFICERS
A. TERM

Section 1. The officers shall serve a term of 2 years and may


succeed themselves in office. However, officers shall be
eligible for re-election for no more than two consecutive terms
in the same office.

Section 2. Elected officers shall assume their responsibilities on


the first day of the term.

Section 3. Officers shall be chosen by all COMVAYF youth


present on the election.

Section 4. The body will vote by voice or show of hands or


any strategy approved by the Federation.

Section 5. An elected officer should be immediately replaced


after he/she turns 35.

Section 6. If immediate replacement is necessary, the


replacement should be selected from the Vice President
Executive Committee.

B. QUALIFICATION

Section 1. The officers of the Federation are open to any


active member in good standing in the church.

Section 2. All officers shall be not only highly spiritual, but


well-versed in the operations and policies of the Seventh-day
Adventist Church.

C. DUTIES

Section 1. President
(a) The president shall be responsible for the smooth operation
of the Federation by seeing to the coordination of all
committees.
(b) He/She is chairperson and therefore shall preside at all
general meetings of the Federation.

(c) He/She shall be considered an ex-officio member of all
committees of the Federation, be they standing or special.
(d) The president may be granted the privilege of appointing
special committees.

Section 2. Secretary
(a) The Federation secretary shall be responsible for the
minutes at all meetings.
(b) He/She shall be responsible for all the correspondence of
the Federation.

(a) He/She shall be the custodian of the constitution.
(b) He/She is assigned to keep documentations.

Section 3. Treasurer
(a) The treasurer is custodian of all Federation funds and shall
disburse such funds only at the express authorization of the
Federation officers.
(b) The treasurer shall present a financial report of all
Federation funds every meetings and at whatever other times
deemed necessary by the Federation officers and members.

C. DUTIES

Section 4. Vice President Executive Committee


(a) One of them will be selected by the President to assume
his/her duties in his/her absence.
(b) As this will consist of District Youth Presidents, they shall
be responsible for promoting all activities of the Federation in
their respective districts.

C. SANCTIONS

In instances of church manual violation, the sanction will be:


(a) dependent on the disciplinary action of the church or
district.
(b) upon the effect of the church’s disciplinary action.
Article II - AMENDMENTS

Amendments to these by-laws may originate from any officer


of the Federation where after a simple majority vote of the
body, it shall be “so ordered”.
Article III - QUORUM
Section 1. Two-thirds (2/3) of the Federation officers
constitutes a quorum and well-representation of each districts
shall constitute a quorum for the Federation.

Section 2. The quorum for the Federation officers’ meetings


shall be called as soon as the president declares based on
Section 1.
Article III - QUORUM

Section 3. Any officer who is absent from three consecutive


meetings without valid excuse shall be reprimanded and be
notified to provide explanation.
