What is BCPC?
• The BCPC is a council at the barangay level
subsumed under appropriate existing
committee of the Barangay Development
Council.
• The council is composed of representative
from different sectors of the barangay.
Why Organize BCPC?
The BCPC is organized to:
– Ensure the survival, development,protection &
participation of children & youth at the barangay or
community level.
– Have organized, effective & responsive community-based
structure that will promote & guarantee the welfare, safety,
health, good moral environment, & wholesome
development of children and youth in every Barangay.
What are the legal bases for the
organization of BCPC?
• Article 87 of P.D. 603 (Child & Youth Welfare
Code) “ every Barangay Council shall encourage the
organization of a Local Council for the Protection of
Children.”
• DILG Memorandum Circular No. 2002-121, dated
August 5, 2002 (Revised guidelines on the organization &
strengthening of the Local Council for the Protection of
Children (LCPC) incorporating thereat Early Childhood Care
& Development (ECCD) Coordinating Committees at the
Provincial, City, Municipal and Barangay levels).
Who shall spearhead the organization of
BCPC?
• The Barangay Chairperson
(Punong Barangay) may spearhead the
organization of the Barangay Council for the
Protection of Children (BCPC). The DILG-
Memorandum Circular No. 2002-121 shall be
the basis in organizing the composition of
BCPC.
Who shall compose the BCPC? (Based
on DILG-MC 2002-121)
Chairperson: Punong Barangay
Co-chair: to be elected by BCPC member
Members:
– Barangay Kagawad (Chairperson on women & family)
– Barangay Nutrition Scholar
– Barangay Day Care Worker
– Barangay Health Nurse/Midwife
– DepEd Principal/Teacher-in-charge
– Chief Tanod
– SK Chairperson
– Children’s Representative
– PTCA President or his representative
– NGO/PO Representative
– Others
What are the functions of the BCPC? (Based
on DILG-MC 2002-121)

• Foster education of every child.


• Take steps to prevent juvenile delinquency and
assist parents of children with behavioral
problems so that they can get expert advice.
• Adopt measures for health of children.
• Conduct capability building projects to
increase knowledge and skills in handling
children’s program.
What are the functions of the BCPC? (Based on
DILG-MC 2002-121)
• Encourage the proper performance of the duties and
responsibilities of parents, and provide learning opportunities
on the adequate rearing of children and positive parent-child
relationship.
• Promote wholesome entertainment in the community,
especially in movie houses.
• Prepare AWFP for children and recommend appropriations to
the Sanggunian.
• Provide coordinative linkages with other agencies &
institutions in the planning, monitoring & evaluation of plans
for children.
What are the functions of the BCPC? (Based
on DILG-MC 2002-121)
• Establish and maintain database on children in the
barangay.
• Advocate for the establishment and maintenance of
playgrounds, Day Care Centers and other facilities
necessary for child & youth development.
• Advocate for the passage of barangay
resolution/ordinances responsive to child-related
issues and concerns and ensure the inclusion of
children’s program in the executive agenda.
What are the functions of the BCPC? (Based

• Protect and assist children in need of special


protection (e.g. abandoned, maltreated &
dependents) and refer cases filed against child
abusers to proper agencies.
• Monitoring situational reports on children &
prepare quarterly updates including the
implementation of children’s program & make
recommendations to the City/Municipal CPC for
consideration & nationwide application.
What are the functions of the BCPC? (Based
on DILG-MC 2002-121
• Perform such other functions & other child
related laws especially in matters of child and
parents education, health, entertainment, etc.
What are the indicators of a functional
BCPC?
• Availability of Annual Work Financial Plan for
Children.
• Availability of approved budget for children.
• Activities are implemented based on the plans.
• Availability of BCPC minutes of meetings and
documentation of activities & projects

organizing the BCPC?

Basic steps in organizing the BCPC
Step 1:
Conduct a community assembly to inform the barangay on the
need to organize or re-activate the BCPC.
Step 2:
Convene the members of the BCPC based on DILG Memo
Circular No. 2002-121 dated August 5, 2002.
Step 3:
Orient BCPC members on the BCPC rationale, legal bases,
functions, composition, & indicators of a functional BCPC.

Identify the needs & concerns of children.

Prepare a comprehensive plan of action for
children.

INITIAL INVESTIGATION
The statement shall be taken in the presence of:
a. the child’s lawyer or the PAO lawyer;
b. child’s parents, guardians or nearest
relative, representative of an NGO,
religious group or member of the BCPC;
and
c. the social worker.

Statement shall be signed by the child,


witnessed by all those present
INTERVENTION
If parents/guardians could not be located, the
child may be released to a
(1) Registered Non-Governmental or Religious
organization;
(2) Member of a Barangay Council for the
Protection of Children (BCPC),
(3) Local social worker; and
(4) in the absence of the enumeration, to the
DSWD
