OBJECTIVES:
• Explain the duties and responsibilities
of a Filipino citizen as stipulated in
the Philippine Constitution.
• Discuss the composition of the Flag
Heraldic Code and its significance.
• Enumerate ways of showing respect
to our national flag.
• Draw implication on the relation to
flag to nationalism.
A. Philippine Constitution
Philippine Constitution means the 1987 Constitution of the
Republic of the Philippines adopted by the Constitutional
Convention of 1986 on October 15, 1986 and ratified by the
People of the Republic of the Philippines on February 2,
1987. Sample 1. Philippine Constitution means the 1987
Constitution of the Philippines.
 A Constitution is a system of government codified as a
written document, which contains fundamental laws and
principles.
• PREAMBLE - the introductory part of a statute or deed, stating its
purpose, aims, and justification.
•BILL OF RIGHTS - is a list of the most important
rights of the citizens of a country. It is sometimes
called a declaration of rights or charter of rights.

It contains the civil and political rights of an


individual. These sets of rights imposes a limitation
to the government's powers. (e.g. police power,
eminent, domain, and taxation.)

The purpose of Bill of Rights: To protect those rights


against infringement from public officials and
private citizens.

• DUTIES AND RESPONSIBILITIES OF
FILIPINO CITIZENS

Here are the important duties and obligations of every


citizens in a Democratic society:
1. To be loyal to the Republic.
2. To defend the state.
3. To contribute to the development and welfare of the
state.
4. To uphold the Constitution and obey the laws.
5. To cooperate with duly constituted authorities.
6. To exercise rights responsibly with due regard for the
rights of others.
7. To engage in a gainful work.
8. To register and vote.
B. GOOD CITIZENSHIP VALUES
- IT IS EMBEDDED IN THE 1987 Philippine Constitutions Preamble. It is also
stipulated in R.A 8491-Flag and Heraldic Code of the Philippines.

Section 40. The National Motto shall be, “Maka-Diyos, Maka-Tao, Makakalikasan, at
Makabansa.”

- Right-based approaches require a
high degree of participation by
communities, civil society, minorities,
women, young people, indigenous
people, and other identified groups.
• ACCOUNTABILITY AND RULE
OF LAW
- Individuals, the media, civil society,
and the international community plays
an important roles in holding
governments accountable for their
obligation to uphold human rights.
E. Flag Heraldic Code R.A 8491, S.1998
The National Flag of the Philippines (Pambansang
Watawat ng Pilipinas) is a horizontal flag bicolor with
equal bands of royal blue and scarlet, and with a white,
equilateral triangle at the hoist (lift raise).

In the center of the triangle is a golden-yellow sun with


eight primary rays, each representing a Philippine
Province. Manila, Cavite, Bulacan, Pampanga,
Tarlac, Batangas, Laguna and Nueva Ecija.

At each of the vertex of the triangle is a five-pointed,


golden-yellow star, each of which representing one of
the country's three main island groups - Luzon,
Visayas, and Mindanao, the central star originally
referred to Panay.
