Hamilton claims that the responsibilities of the president that make


¨energy in the executive¨ necessary are to protect against foreign
attacks, protect against factions and anarchy, and protect against those
who interrupt the ordinary course of justice.

Executive means being active in government.

A single person executive is better than a committee because it will be easier to make
decisions, have secrecy, and carry out activities without needing to consult a large group
that probably won’t agree with each other. It will also save time since it’s a faster process,
especially compared to the legislative branch.

Hamilton views the legislature as a governmental body that needs to take its time in
making legislation. As you want well though legislation instead of rushed one. You also
need it to check the majority. In order for it to not over rull the minority, and for its opinion
to still be heard.

Decisiveness and quick action are good


qualities to be exercised by the executive to
limit differences of opinions and jarrings of
parties.

The president must have ENERGY and significant power, as Hamilton express that it is a
necessary quality for good government. Energy refers to unity in the executive branch, the
length of the terms served, an adequate provision for its support, and competent powers
(executives characterized by, “decision, activity, secrecy and dispatch”). Hamilton
emphasizes that energy is needed to protect the people’s rights and liberties.

Hamilton wants more energy for the lawmaking process and with
the energy, the president can protect the people rights. The
president is used as national security, to put more faith in the
public/people and protects against foreign attacks.

● The Constitution establishes an executive branch with enough


power for the president to energetically enforce the law and ensure
the safety of the people.
● Establishing a presidency (as the second branch of government)
helped to establish separation of powers and checks and balances.
● While the Constitution established a legislative branch designed to
be slow and deliberative in their actions, the design and powers of
the executive branch enable quick action.
