GENERAL OBJECTIVES

At the end of the session, the students would have :

1) Deepened their understanding about smoking as the


National and Global concern;
2) Learned the implication of smoking habits to the people
and environment;
3) Understood the FCTC Article 5.3 or Protection against
Tobacco Industry Interference

 PRELIMINARY ACTIVITY
Expectations Check
TIME ELEMENT: -- 30minutes

MATERIALS: manila paper pentel pen, push pins


OBJECTIVES: The participants will be able to:
a) Express expectations of the activity.
b) Share their interests, ideas and concerns.

PROCEDURE:
1) Plenary session;
2) Start by levelling off of terminology or definition of terms;
3) Ask the students their understanding of ‘smoking habit’ and their expectation of the session;
4) Suggest a round of sharing from the students to encourage active participation;
5) Ask additional thoughts from the students regarding smoking and its implications to health;
6) Give brief synthesis of the activity.

Smoking Issue is a National Concern


• 55% of youth (ages 13-15) and 40% of adults are exposed to
second-hand smoke in their homes. As a consequence,
tobacco kills approximately 87,600 Filipinos per year (240 deaths
every day); one third of them are men in the most productive age
of their lives.
• Philippines is one of the 15 countries worldwide with a heavy
burden of tobacco-related ill health.
• More than 23% of male deaths and 12% of female deaths are
caused by tobacco (16.6% overall).

• Wood curing of tobacco leaves adversely affects the


environment

RA 9211: SMOKE BAN in PUBLIC PLACES

Section 5. Smoking in Public Places - Smoking shall be absolutely


prohibited in the following public places:

 Centers of Youth activity ( schools, colleges, hostels, recreational facilities


for those,18yrs)
 Within buildings & premises of private & public Hospitals, clinics, nursing
homes, dispensaries, health centers
 Elevators & stairwells
 Locations where fire hazards are present
 Food preparation areas

Basis: National Law

Republic Act 9211 or Tobacco Regulation Act of


2003 provides that smoking is absolutely
prohibited in the premises of hospitals and health
centers, as well as schools, universities, colleges
and centers of youth activity. It also states that in
all other places where people may be exposed to
tobacco smoke, smoking areas must be
established.

International Standard

Article 8 of the said international law requires states to


adopt effective measures to protect people from exposure to
tobacco smoke in indoor workplaces, public places &
transport, and other outdoor public places. The Guidelines
for the Implementation of FCTC Article 8 state that there is
no safe level of exposure to tobacco smoke and that indoor
designated smoking areas are not effective in protecting
people from second hand smoke.

 Building Administrator must establish outdoor Smoking


Areas ( 1 per building) 10 meters away from exits,
entrance, and places where people congregate

Designated Outdoor Areas
Smoking is allowed only in designated and marked outdoor smoking
areas that are:
 located in an open-space with no permanent or temporary
roof or walls
 not located within 10 metres (33ft) of entrances, exits or any
place where people pass or where people congregate
 not larger than 10 square meters.
 limited to one per government building
 does not serve food or drinks
 has a highly visible and prominently displayed “Smoking
Area” signages
