Inclusion of persons with disabilities

 Persons with disabilities comprise an estimated 15


per cent of the world’s population, or one billion
people, of whom 80 per cent live in developing
countries and are overrepresented among those living
in absolute poverty. Persons with disabilities often
encounter discrimination and exclusion on a daily
basis. This means, in particular, pervasive exclusion
from development programmes and funds, as well as
all areas of economic, political, social, civil and
cultural life, including employment, education and
healthcare.
At the end of this module, the following competency

• Understand the new education Agenda’s focus on inclusion and equity amoung
people with disabilities.

• The 2030 Agenda is the result of years of negotiations at the UN


between governments, called the ‘post-2015 process’.
• It intends to replace - and build - on the millenium Government
goals which lasted from 2000 to 2015.
• The 2030 Agenda is a polotical commitment of the governments of
all 193 Member States of the United Nations (UN).

The 2030 Agenda is a commitment by Governments to:


build a better future for all people, including millions who
currently denied the chance to lead decent, dignified and
rewarding lives and to achieve their full human potential;
succeedingin ending poverty, reducing inequalities, and
saving the planet from ecological degradation and climate
change.

The 2030 Agenda is a 35-page document containing
five sections (including the 5DGs) :

• Preamble
• Declaration
• Sustainable Development Goals and Targets
• Means of implementation and the Global Partnership
• Follow-up and review
Inclusion
Persons with disabilities were not referenced in the
Millenium Development Goals (MDG’s). This means they
were excluded from many important development
initiatives and funding streams around the world. While
on the otherhand, The 2030 Agenda does include persons
with disabilities. This means it presents a great
opportunity and responsibility for persons with
disabilities.

Disability is defined as “(1) a physical or mental impairment t
substantially limits one or more pyschological or anatomical function of
an individual or activities such individual; (2) a record of such an
impairment; or (3) being regarded as having such an impairment.
How are SDGs inclusive of persons with
disabilities?

• 13 goals have a direct impact on the lives of persons with disabilities. Wherever
“vulnerable grooups” are mentioned in the targets, this means it includes persons with
disabilities.

• The inclusive phrasing of many goals and targets also makes them applicable to persons
with disabilities, such as those referencing “for all” or “all women and men”.

• Even without any such references, all Goals and targets will be applicable to persons with
disabilities because of the 2030 Agenda’s overarching principles of leave no one behind.
