Introduction

 The Federal Public Service Commission is a federal agency of Government of


Pakistan that is responsible for recruiting and enrolling the civil servants and
bureaucrats for Government of Pakistan.

 FPSC recruitment is done for all categories and fields including Stenographers,
Clerks, Teaching, Educators, Admin, and Medical, Engineering, IT, Management
and other fields. Major recruitment is done through general recruitment, CSS
exam to hire Civil and Government Servants in public sector organizations and
Federal Government departments.
Purpose.
1. The purpose of this study is to review the working of the FPSC.

2. What type of reforms and challenges are facing regarding recruitment and
selection?

3. Based upon the secondary data and published literature, what type of practices
can be refined?
Research Question /Research Problem
1. What is the review of existing practices of FPSC regarding recruitment and
selection?

2. How do these practices are similar and different from contemporary HR


practices?

3. What possible changes (reforms) could improve the effectiveness of these


practices.
Objectives.

1. To review the existing practices of FPSC regarding recruitment & selection.

2. To identify the possible reforms that could improve the recruitment and
selection practices of the FPSC.

3. To recommend policy reforms that can improve the effectiveness of these


practices)
Analytical Methods
 Study Design
 This study will be based on systematic review based of the literature. (Review of
articles, research papers, published reports during last ten years)
 Data Collection
 The data will be analyzing by using available records on the civil service reforms and
websites of FPSC. Working procedures of government also available on the internet.
 Review on Public researches on public sectors recruitment and selection
 It includes a discussion of methodological issues and suggestions for future research.
Secondary data will be collected for the literature review from journals that are given in
the review of public sector policy.
Expected Findings

 To analyze recruitment and selection procedures of federal public service


commission of Pakistan.

 Right people at the right place increase efficiency and effectiveness of the
organization.

 This research will try to find out that the modern recruitment and selection
practices are being followed or not in public sector in true letter and spirit.

 Will provide the better policy recommendations.


Originality / value-Added

 In this research, the researcher will cover and suggest modern aspects the
review of federal public service commission of Pakistan.

 By adding an extension to the process, it will make it easier management to


choose the right candidate who not only meets the work-related competencies
but also complements the core values in your organization.
Policy context

 This study will help to improve the HR practices regarding recruitment and selection. It is
ensure a clear and fair hiring process that can assist the HR practices to select the right
candidate.

 These changes will help to reduce the challenges of current recruitment and selection practices
that are facing now a day. This study will help to improve the HR practices regarding
recruitment and selection.
