WASTE MANAGEMENT

Objectives:
• To comply with regulatory requirements on proper storage, handling and disposal of waste.
• To ensure the preservation of the environment, protection of employee’s health and the immediate community
near the work area.
• To encourage resource conservation and sound utilization.
• To encourage all employees to practice proper waste reduction methods.
 
Responsibilities:
Project Manager:
• It shall be the duty of the Project Manager to implement these guidelines in the project site at all times.
• He shall see to it that all necessary devices, equipment and structures are provided to ensure proper storage,
handling and disposal of solid waste.
• He shall designate specific areas of storage of waste.
 
Administrative Officer:
• He shall assist the Project Manager in the full implementation of these guidelines by supervising the
overall performance of all parties concerned.
• He shall enforce sanctions for violations or disregard of these guidelines.
SOLID WASTE MANAGEMENT

Safety Officer:
• It shall be the responsibility of the Safety Officer to orient and instruct all field personnel on proper storage,
handling and disposal of waste.
• He shall directly supervise the implementation of this guideline, document results and recommend ways of
improvement of this guideline to the Project Manager.
• He shall oversee the collection of waste and ensure the procedures in this guideline are enforced.
• He will prepare a monthly report addressed to the Project Manager summarizing all collection of waste
material. The report will include but not limited to the following information; Volume of waste, dates,
receiving party and location, transportation, revenues collected, fees and disposal cost.

Supervisors:
• It shall be the duty of all Line Supervisors to fully implement this guideline by reminding their subordinates
of the proper storage, handling and disposal of waste.
• He shall report to the Admin Officer any violation of this guideline.

All Employees:
• It shall be the duty of all employees to practice and fully abide by the provisions of
these guidelines at all times.
• They shall report any untoward practice in the storage, handling and disposal of
waste. It shall be their duty to clean their work areas of any waste materials. Waste
Segregation and Storage:
• There shall be a separate container for each type of waste from all sources. Waste
generated shall be stored in receptacles made of impermeable plastic trash lines or
fabricated steel receptacles painted, marked or identified for on-site collection and in
accordance to the following waste category.

Storage Bins and Wheeled Refuse Bins:


• Storage Bins shall be water tight and wheeled refuse bins shall be operated in such
manner as to minimize leakage or spillage.
• Storage bins in storage vehicles shall be readily washable or have liners of papers,
plastics or similar materials, or both.
• Wheeled refuse bins shall be fitted with solid rubber tires, individually swiveling and
equipped with individual wheel brakes or foot operated central locking.

Storage Area:
• Storage areas shall be maintained free of rodents and pests. Construction of such
structures shall be a manner as to ensure that these are readily cleanable (tiled and
with adequate water provision) including floor drains connected to the sewer system.
• Storage areas, if not refrigerated, shall be sufficiently provided with screens to
prevent entry of rodents or pests.

Collection and Transportation of Solid Waste.


• Collection and Transportation of Solid Waste shall be in accordance with the guidelines set for each type of
waste identified.
• Waste material of any form shall be removed as early as possible and shall not be allowed to accumulate in
the premises.
• Waste materials shall be disposed of in a manner that will comply with regulatory requirements.
• The employee who generates waste shall be responsible for the proper disposal of waste to assigned
receptacles or bins.

Personnel involved in the Collection of Waste:


• Collectors shall ensure that waste are handled properly and in accordance with existing regulations.
• Collectors shall not be allowed to collect waste that is not sorted or segregated.
• No scavenging shall be allowed during the collection and storage of waste.
• Collectors shall not leave behind spilled contents of any container or waste falling out of collection vehicle.
• Collectors and other personnel directly dealing with collection of solid waste shall be equipped with
appropriate personal protective equipment.

Collection Vehicles and Equipments:


• Collections and all transfer vehicles and devices used in the transport of solid waste
shall be cleaned immediately to prevent odors, insects, rodents and other nuisance
conditions.
• Collection vehicles should be equipped with sidings, nets, canvass covers to avoid
dropping of waste material or leaking of material.

YELLOW-HAZARDOUS WASTE

& Safety Protocols upon Work Resumption (“Protocols”) with the aim of
keeping ECC workplaces free from COVID-19 at all times. While these
Protocols are expected to evolve as pandemic conditions and government
requirements change, they shall be fully implemented, without delay, so we are
ready once the Government allows work to resume. These mandatory Protocols
are in compliance with the following laws as we commit to working alongside
the Government to prevent the spread of COVID-19: 
• R.A. No. 11058, known as “An Act Strengthening Compliance with
Occupational Safety and Health Standards and Providing Penalties for
Violations Thereof”, signed by President Rodrigo Duterte on August 17, 2018;
and 
• R.A. No. 11469, known as “Bayanihan to Heal as One Act”, a law that was
enacted last March 24, 2020 granting the President additional authority to
combat COVID-19 in the Philippines. 
⚫ All ECC & Subsidiaries employees, subcontractors and service
providers (“Personnel”) are responsible for complying with
these Protocols at project sites, plant, yard, barracks and offices
(“Workplace”) to: 

⚫ • Prevent COVID-19 outbreak in all ECC workplaces. 

⚫ • Detect Suspected, Probable or Confirmed COVID-19 cases


among the personnel. 

⚫ • Standardize COVID-19 Response Plan across all ECC


workplaces. 
I. PREVENTION 
⚫ A. Personal Protective Equipment (PPE) – see PPE Guide for more
details: 
⚫ 1. ECC shall provide PPE to each of its employees free-of charge.
and replacing PPE to each of its workers free-of-charge. ECC shall
ensure that PPE are sufficient and properly utilized throughout the
project. 

2. Mandatory PPE shall be used to cover the eyes, nose and mouth at
all times unless eating  and drinking or completely isolated from other
people. a. For Front-liners - CMHS personnel, nurses from EHS, security
guards, receivers: PPE, as specified by CMHS guidelines, shall be worn
while assessing personnel health conditions b. For all other personnel:
Face Mask and “Full-face” Shield shall be worn at all times. 
      3. Suitable face masks shall include any of the following: 
a) N95 particulate mask (preferred) b)
Disposable surgical mask, c) Reusable /
washable cloth mask. 

4. Safety Spectacles or Safety Goggles: 

a) Safety Spectacles or Safety Goggles with elastic/adjustable strap to fit


firmly to the face; 

b) Safety Spectacles or Safety Goggles under a Full-face Shield to prevent


eye injuries; 
5. Full-face Shield: 
a) Industrial Grade Full-face Shield (preferred); b) Improvised Full-face Shield; c)
Requirements: 
i. Required: For all personnel as a general requirement ii. Not required: For personnel
wearing N95 masks and Eye Protection during 
Structural Works and Power Tools operation 

6. Work Gloves: 
a) Work gloves shall be worn to prevent hand contact with contaminated surfaces: b)
Non-permeable neoprene gloves for Cleaners and Disinfection Team: 
7. Disinfection personnel conducting fumigation shall wear Level 4 PPE as
indicated below:
8. Cleaners, Infectious Waste Collectors and Incoming Receivers (Documents,
Materials, 
Equipment, etc.) shall wear full-face shield, surgical masks, long-sleeve gown and
gloves. 
9. Wearing of all the usual PPE requirements (e.g., hard hat, safety vest, safety
shoes, etc.) to 
safely undertake work shall continue to be strictly enforced: 
B. Limit Number of People at All Times – see Physical Distancing Guide for more
details: 
1. ECC Office shall develop work plans, work station layout, 
barracks and transport plans for all personnel to prevent the spread of
COVID-19: 

a) Those who can Work from Home (WFH) shall stay at home for the
first month post ECQ
b) Inventory of all personnel to WFH, work at office and work at
construction site
c) Staggered start dates and times for each ECC employee) Staggered
break times for various personnel
d) Restrict number of people on-site and track their movement daily

e) Divide construction site into color-coded zones with physical


separation between different trades and with corresponding upper
limit on number of personnel per zone

f) Issue and record color-coded identifications per zones to all


personnel for easier 
tracking and monitoring once a breach occurs 
2. General Meetings and drills shall be suspended unless
critical to operations: 

a) General Toolbox talks are prohibited. b) Gang meetings shall be


facilitated by Supervisors on specific open work areas. c) Attendance
to be recorded and submitted to EHS. d) Maximize use of
digital/audio/visual aids and facilitate thru recordings or webinar.

3. The following shall be implemented while using hoists


and elevators: 

a) Placing of foot marks on hoists or elevators to show where


to stand.

 b) Installation of plastic curtains to separate all positions. 

c) Implementation of hoists and elevators as PPE Zones. 


4. Limit personnel using Service Vehicles to one passenger each row (no passenger
on driver row) to allow for physical distancing. Full-face shield and face mask are
required. 

C. Physical Distancing – see Physical Distancing Guide for more details: 

1. Observe 2-meter physical distance between personnel at all times in the


workplace 

2. All ECC and security personnel shall enforce the 2-meter physical distance
required 

3. ECC and Security personnel shall ensure their physical distance with others
while roving 
4. Indicate spacing marks at 2-meter intervals on the following: 
a) Bottleneck / queueing areas e.g. entrance/exit gate, biometrics, turnstiles, etc. 
b) Perimeter fence for outside queues with permission from Estate, local authorities,
etc. 
c) Main access stairways 
d) Comfort rooms, lockers 
e) Mess halls, corridors 
f) All other common areas 

5. Where possible, install barriers such as “plastic curtains” between personnel


on common areas or work activities where a 2-meter physical distance is
impossible to execute tasks. 

6. If practical, layout each activity with each personnel facing back-to-back or


facing the wall 

7. Implement one-way access for entry and exit points including staircases,
where possible. 
D. Hygiene – see Hygiene Guide for more details: 
1. Food and Drinks: 
a) Provide adequate drinking-water at prominent locations of the workplace
b) All personnel should be encouraged to bring their own food
c) All personnel are required to bring their own cutleries, tumblers, plates, etc.
d) When dining at site, avoid facing each other and instead face the wall, where practical
e) Food deliveries from reputable or accredited restaurants and canteens as well as food 
delivery companies are acceptable.
f) Food deliveries shall be received only by designated personnel at the entrance gate
g) Food delivery personnel shall undergo temperature scanning prior to acceptance 

2. Hand Hygiene: 
a) Avoid touching your face, mouth, nose and eyes and other commonly used surfaces
b) Practice frequent and proper hand hygiene because it is extremely important
c) Clean hands with liquid soap and water or an alcohol-based hand rub or sanitizer
d) Provide adequate hands-free hand hygiene facilities, liquid soap, and sanitizers at 
prominent locations and in areas where clothes or PPE are put-on or taken off
e) Hands should be sanitized before and after using common touch points such as 
biometrics, door handles, controls & switches, railings, etc. 
3. Touch-free Operations: 
a) Where practical, remove doors or door handles and those
with touch points 
b) If removal of tools, equipment, fixtures, appliances or touch
points is not practical: i. replace them with foot- or sensor-
operated fixtures and the like; or ii. cover touch points with
materials that can be disinfected such as plastic, etc. 
c) Except for statutory requirements, each workplace shall drive
for paperless transactions by identifying paper transactions
then migrating them to digital platforms, such as DocuSign,
PROCORE, etc., prior to or during the first weeks of work
resumption. 
d) Ask for paperwork to be emailed rather than handed over
during incoming deliveries 
e) Replace biometrics with RFIDs but put in place necessary
measures to avoid breach 
4. Sharing of Tools & Equipment and Personal Items: 
a) Discourage sharing of hand and power tools & equipment, and personal items, etc. b) Where
sharing is essential, tools or equipment shall be sanitized prior to sharing 
E. Cleaning and Disinfection – see Cleaning and Disinfection Guide for more details: 
1. Disinfectants: 
a) Bleach cleaning products come in a variety of strengths but concentration of bleach
and water mixture should be at least 1000ppm. 
b) Always pour concentrate into the water – never the other way around. 
c) Perform dilution in a well-ventilated area. Chlorine bleach can effectively kill viruses but 
handling it is also hazardous. 
d) Bleach solution should be prepared daily as its strength can deteriorate over time. 
e) Use bleach solution mainly on hard, non-porous surfaces as it can damage metals. 
f) Use alternative products for metal and porous substance based on US EPA website list 
https://www.epa.gov/pesticide-registration/list-n-disinfectants-use-against-sars-cov-2 

g) Follow manufacturer’s instructions, if available, with regards to disinfectant solution, 


specific handing, application time, etc. 

h) If instructions are not available, use alcohol-based wipes with at least 70% alcohol. 
2. Disinfection: 
a) No personnel shall be required to pass through a
disinfection chamber or sanitation tent 
b) Set-up shallow foot wash or disinfection mat at all gate,
office & barracks entry points 
c) Where available, follow manufacturer’s and/or
supplier’s recommendation on 
fumigation/disinfection of materials, tools, equipment,
machinery, fixtures, etc. 
d) Allocate a drive-through disinfecting area for vehicles,
where practical 
e) Regularly disinfect re-usable PPE such as goggles, face
masks, face shields, etc. 
f) Ultra Violet Sterilization Lamps can also be used in
disinfecting documents, etc. 
g) Provide personnel with disposable wipes for commonly
used surfaces 
3. Clean and Disinfect the following common areas at least
twice a day; and frequently touch 
surfaces and objects at least every 2 hours based on the
Cleaning and Disinfection Guide: 
a) Clinics, Isolation Rooms & equipment’s (immediately after
COVID-19 Suspect detection) 
b) Reception, Offices, meeting rooms, desks, tables, chairs, office
fixtures and equipment’s 
c) Security stations & fixtures, turnstiles, scanners, warehouse
counters, store rooms, etc. 
d) Comfort rooms, portable toilets, hand washing facilities, etc.
 e) Rest areas, mess halls, canteens, change areas, etc. 
f) Barracks and staff houses 
g) Door knobs and handles, railings, ladders, switches &
controls, etc. 
h) Material hoists and elevators, heavy equipment’s, etc. 
i) Service vehicles, shuttle service 
4. Strictly implement Clean as You Go from each work activity
including after eating 
F. Waste Segregation and Disposal 
1. Segregate Ordinary Waste from Infectious Waste then dispose
into appropriate waste bins: 
a) Preferably, fumigate reusable PPE before disposal so ordinary waste
bin can be used 
b) Dispose un-fumigated PPE to Infectious Waste Bin but separate it
from medical waste 
2. Infectious Waste Bins: 
a) Shall have a closable lid that is touch-free, yellow in color, correctly
labeled on the bin as infectious waste, and with a yellow plastic bag
liner fitted.
 b) Install Signage above or beside bins for easy identification. 
c) Additional Signage shall indicate which material are considered
infectious waste 
d) Dispose tissue used in sneezing, coughing or colds into Infectious
Waste Bins e) Provide at project entrance where medical checks are
being undertaken and at prominent locations of the project site 
 II. DETECTION 
A. Manpower Entry and Manhour Requirements 
1. All personnel shall be allowed entry at project sites if they meet the
following requirements: 
a) Less than 50 years old as a general requirement. 
b) Less than 60 years old for site management team and those with
highly-specialized skills 
but subject to more stringent CMHS clearance and controls 
c) Without uncontrolled pre-existing health conditions 
d) Less than 140/90 blood pressure 
e) Less than 37.5°C temperature upon temperature scanning at project
entrance and exit 
2. Manhour Duty for each personnel: 
a) Regular 8-hour duty with maximum 4 hours overtime for critical
activities only

C. Incoming Materials, Documents, Machines, Tools & Equipment 
1. All workplace shall establish delivery receiving period, delivery zones and
designated 
quarantine holding areas that shall be barricaded and with proper safety
signages. 
2. Such designated areas shall be limited to select personnel only with
appropriate PPE. 
3. Delivery personnel shall be logged and temperature checked at the entrance
gate 
4. Delivery personnel shall wear face masks at all times and remain inside the
vehicle during receiving, where practical. They shall wear all required PPE once
they alight from the vehicle. 
5. All Incoming materials, documents, machines, tools & equipment packages
shall pass through a disinfection or fumigation area then shall be left in the
quarantine holding area for a certain period based on the Cleaning and
Disinfection Guide for each material. 
6. After the quarantine period, packages and contents in sealed containers shall
be fumigated/wiped by disinfectants before opening and/or transferring to the
worksites. 
7. Contents of the sealed containers shall be fumigated/wiped with approved
disinfectant 
8. Follow supplier recommendation on disinfectant & disinfection procedure,
