Violent Crimes:

Murder (Homicide): Intentional killing of another human.

Drug Trafficking: A global illicit trade involving the cultivation, manufacture, distribution and sale of
substances which are subject to drug prohibition laws.

Human Trafficking: the unlawful act of transporting or coercing people in order to benefit from their
work or service, typically in the form of forced labour or sexual exploitation.

Murderers in Russia
Mikhail POPKOV “The Wednesday Killer”

Mikhail has a total number of 29 victims. The victims are mostly women who were in the age range of 19-28 years
old. He would axe, stab or strangle them to death.

His reason for all of these killings was “revenge” on his alcoholic mom who abused him when he was a child.

Evidence is that almost all women he attacked resembled his mother and were slightly intoxicated.

As a result of his killings a lot of people lost their loved ones. The sister (Chagaeva) of one of the victims (Tanya)
report:'My elder brother Oleg went to the morgue to identify Tanya. ‘He had flown from Moscow immediately. He felt sick
when he saw the body, she was so mutilated. He was almost green when he came out of there - he just could not say a word. I
did not dare to go in and look.’

The mother of the victim died an early death, unable to cope with the trauma and grief of losing her daughter.

Mikhail got sentenced to life imprisonment, despite the calls for his execution.
Sergey GORDEYEV

A straight-A student, by the name of Sergey, held 29 students from his own school hostage, and killed 2 people. He shot both his
victims to death. His geography teacher, Andrey Kirillov was one of them. The reason he shot his teacher was because he believed
he was trying to interfere with his graduation.

Classmates have reported Sergey to get nervous quickly: "if something did not work out for him ... or if he got bad grades" . While the
Russian Investigative Committee (equivalent of the FBI) spokesman Vladimir Markin later stated that Gordeyev was suffering
from an emotional disorder.

Sergey was arrested the same day he killed the teacher, and was sentenced to 6 months of therapy . He now has no record of murder
and is out and free.

The Vladimir Putin said this incident to be a tragedy and said that parents should pay attention to children’s education and gun
control.

Duma international affairs committee head Alexei Pushkov suggested Russia had embraced U.S. culture with deadly effect.
“Moscow school shooting: American movies and domestic serials, full of violence, are producing results - now it is like the USA here,” he
tweeted. “Is this what we wanted?”
Olesya MOSTOVSCHICOVA

A 29-year old cannibal, who was arrested for axing a person to death before cooking and eating
their meat.

Olesya Mostovschikova told police that during a drinking session she quarrelled with a friend at
her house in Irkutsk then grabbed an axe and murdered her. She then cut off her friends ears,
arm, gouged out her eyes, cooked and ate them. This all happened in front of her 7 year-old son.

After Olesya was caught, her son was taken to a rehabilitation center so that they can help him
recover from the trauma of witnessing the murder and the horrific acts that followed it.

Olesya was sentenced to 15 years in prison.


Law in the Russian Criminal Code Concerning Murder
Article 105. Murder

The murder:

a) of two or more persons;

b) of a person or his relatives in connection with the official activity by this person or the discharge of his public duty;

c) of a person who is known by the killer to be helpless state, and also murder attended by the kidnapping of a person or the seizure of a hostage;

d) of a woman who is known by the killer to be in a state of pregnancy;

e) committed with especial cruelty;

f) committed by a generally dangerous method;

g) committed by a group of persons, a group of persons under a preliminary conspiracy, or an organized group;

h) committed out of mercenary motives by hire, or attended by robbery with violence, racketeering, or banditry;

i) committed maliciously;

j) committed with the purpose of concealing another crime or facilitating its commission, and also murder attended by rape or violent sexual actions;

k) committed by reason of national, racial, or religious hatred, or enmity or blood feud;

l) committed for the purpose of obtaining the organs or tissues of the victim,

shall be punishable with deprivation of liberty for a term of eight to 20 years, or by deprivation of liberty for life, or by death penalty
Problems:
None.

★ This is because it presents a variety of different situations of intentional murder, and sets a reasonable range on
the years of punishment (8 at least, lifetime or death at most).
★ It is mostly doing it’s job preventing, or decreasing, murder in russia. From a rate of 29.6 homicides per 100,000
of population in 2000 to 0.4 in 2021.
Problems Continued (Why Russia fails to stop Homicide):

The reason Russia still has the problem of murder is becuase the punishment decided by the court is not
suitable.

A murderer of 2 people was given the sentence of 6 months of therapy and then was relived of all criminal
liability, and no record of murder was left behind (Sergey GORDEYEV) when the Russian Criminal Code
states that the murder of 2 or more people, and murder attended by the kidnapping of a person or the seizure
of a hostage; has the punishment of at least 8 years of deprivation of liberty.

While a cannibal who killed, cooked and ate her friend in front of a 7-year old was sentenced to only 15 years
in prison (Olesya MOSTOVSCHICOVA), the same law states that a murder commited with especial cruelty
or witht the purpose of obtaining their organs or tissues has the punishment of at least 8 years of liberty.
Although she was given a sentence within the specified year range, it is still not the deserved sentence.

And while some may argue that Olesya was intoxicated when she murdered her friend, it is reported that she
calmly confessed to the murder later on, with no signs of regret or remorse.
Problems Continued (Why Russia fails to stop Homicide):

Punishments are very light in russia. For a murder you typically would get 5–6 years in
prison (officially, 8–10 but will be reduced for good behavior, which is nearly always
unless you are some prominent serial killer or incite a rebellion in prison). In case you
prove (for instance, with a witness) the victim behaved immorally (for instance harassed a
girl or said something unpleasant) you may get only 2 years and that being probationary
period, not actual prison.

● It has been found that the cause of most murders in Russia is alcohol
★ Policies should be made on the excessive use of alcohol and implemented in society.
■ MOSCOW (Reuters), Russia's top public health official has called for a ban on retail
sales of alcohol after 9 p.m. as part of a Kremlin-led campaign to crack down on
alcohol abuse, state-run news agency RIA reported.
■ This Nighttime ban on alcohol has not shown many great results in reducing
homicide, but it was an important step nonetheless.
■ The president, Dmitry Medvedev, also said he supported copying a system in Finland
where alcohol is sold only in specially licensed stores.
Courses of Action:
★ Making adjustments to the school system would also help solve this issue
■ We can raise the school dropout age. This would help “Educate the youth” and prevent them
from becoming murderers in the future.
■ We can try to create a stress-free environment for the kids, and/or/by giving them more options
in extracurricular activities. Something that takes their mind off studies and helps them calm
down.
■ Sergey GORDEYEV was a straight-A student, and he was looked up to by other fellow
classmates, a few of which said he was like Einstein.
■ But for this model student to go and kill a teacher, despite the fact that he got nervous quickly,
there must be a reason behind it.
■ Hence this action is one that is necessary but is not payed attention to.
