LEGAL BASIS/ AUTHORITY
 Civil Service Commission (CSC) Memorandum Circular No. 41, S. 1998, Re: Amendments
to Rules 1 and XVI of the Omnibus Rules Implementing Book V of the Administrative
Code of 1987 (Executive Order 292);

 CSC Resolution No. 99-1885 dated 23 August 1999. / REVISED OMNIBUS RULES ON
LEAVE – Sec. 68 “Study Leave”

 CSC Memorandum Circular No. 21, S. 2004 approved on September 14, 2004;
Amendment to Section 68 of CSC MC No. 14, s1999 relative to the Guidelines on Study
Leave.
 DILG Memorandum Circular No. 2019-05 dated 15 May 2019, Re: Guidelines for the
Department’s Scholarship Training Grants Management System (STGMS);
OBJECTIVES
 Clarify specific rules and regulations governing the grant of study leave
privilege;
 Disseminate information regarding the BFP Study Leave program;

 Provide equal opportunity to deserving and qualified applicants to


avail the aforesaid privilege.
WHAT IS STUDY LEAVE?
DEFINITION
 Study leave is a time-off from work with pay for qualified employees
to help them prepare for their bar or board examinations or
complete their master’s or doctorate degree.

 The leave shall be covered by a contract between the agency head or


authorized representative and the employee concerned.

POLICIES/ GUIDELINES

 All applications for study leave grant are subject for approval by the
Secretary of DILG, through the recommendation of Chief, BFP upon the
completion/ presentation of required qualifications/ documents to the
Director, DPRM, BFP NHQ;
 Application for study leave with complete documentary requirements
endorsed by the Regional Director must be received by the Office of the
Leave Management Section, BFP NHQ fifty (50) calendar days from the date
of the intended schedule of leave from the date of the intended schedule of
said leave;

 Designation of Officer-In-Charge is a mandatory requirement in case


the applicant is Head of Office;
 Applicants for study leave must have a Very Satisfactory Performance
Rating for at least two (2) consecutive periods;
 Grantee shall enroll in a School/ University accredited by the CHED,
CSC, CESB or authorized institution.

 Grantee/s shall submit a final copy of thesis/ policy/ dissertation paper/


relevant to the mandates of the agency. A copy of which together with a
certified true copy of TOR and diploma must also be submitted to the
Leave Management Section, BFP-NHQ for record purposes;
 Grantee/s shall render the required service obligation after the
termination of the study leave; and
 Grantee/s shall submit authenticated copy of BAR/Board Exam result
to the BFP-NHQ at the Office of the Leave Management Section,
DPRM.
POLICIES/ GUIDELINES

 Grantee/s who fail to submit necessary outputs and other


requirements as may be prescribed shall REFUND IN FULL
THE EXPENSES including allowances, salaries, and other
benefits received during the duration of the grant. They,
likewise are automatically barred from availing the
program;

 Grantee/s who are proven guilty of receiving compensation
from another agency/ company during the period of study
grant shall be charged accordingly for violation of the Civil
Service rules and regulation;

 Failure to report back to work immediately upon finishing


the program shall be considered absence without leave
(AWOL), deductible from accumulated leave credits or
from the grantee/s salary;

 In case of permanent disability or death of the grantee in the
course of the study leave or repayment period, the full amount
spent by the Bureau to the grantee shall be considered fully
paid after presentation of appropriate medical or death
certificate;
 A grantee shall be required to pay the money value of the
service obligation pursuant to CSC rules and regulations in
case of failure to fulfill the service obligation due to voluntary
retirement, transfer to private agency, resignation,
abandonment of duty, or other similar reasons;

 Grantee shall inform the BFP in writing in case he failed to take the exam or complete his
thesis/dissertation for which he was granted the study leave
 Grantee upon completion of his study leave shall report to his unit assignment

work immediately upon completion of the grant shall be considered absence without
official leave (AWOL) and/or such absence shall be deducted from his current
accumulated leave credits, if any, and/or from is salary.

 A grantee who graduated with honors/ distinction will received plaque/ certificate of
recognition and cash incentive amounting to not more than TEN THOUSAND PESOS
(Php 10,000.00), subject to the availability of funds and the usual accounting and
auditing rules and regulation.

SANCTION
 BFP personnel found to have availed of study program utilizing official time
without proper authority from higher office shall be liable from administrative
cases such as AWOL offense under CSC Revised Rules on Administrative Cases in
the Civil Service (RRACS) and/or other relevant laws, rules and regulations for
abandonment/ desertion of duties and responsibilities.
 Immediate Supervisor and/ or Officers who allows and tolerate any personnel
within his jurisdiction to undergo Study Program on duty hours without leave/
valid authority from higher office shall be filed administrative cases for
misconduct, dishonesty or other related offense under CSC RRACS and/ or other
relevant laws, rules and regulations.
