accidents when carrying out common place, but
dangerous reversing maneuvers.
- Try to avoid accidents resulting from reversing
vehicles and other equipments.
WHO SHOULD ATTEND THE TRAINING?

- Any person responsible for assisting in the

maneuvering and loading/unloading of vehicles.
INTRODUCTION:-
- A flagman, banksman or signalman shall be
assigned to control safe movement of heavy
equipment especially when traveling on narrow or
congested areas, near structures, excavations etc.
- Nearly a quarter of all deaths involving vehicles at

work occur while vehicles are reversing. Other

incidents may not result in injury but can cause

damage to vehicles & equipment.

WHO IS A BANKS-MAN ?
A Banks-man is an extra eye of equipment operators
and drivers.
A Banks-man is the operators Safety men.

A Banks-man is the lookout for the possibility of

accidents or incidents that could be caused by the
operator being unable to observe the surrounding
area of his operation.
DUTIES OF BANKS-MAN

 When starting the days work the Banks-man

shall assist the machine operator to carry out his
daily checks i.e. lights, backup alarms etc.

 He will carry out a check of the area of his

intended operation, for any hazards or
obstructions that are liable to present
themselves i.e. overhead cables, close proximity
to buildings or excavations.

Contd..
DUTIES OF BANKS-MAN (Cont..)

 He will ensure that where necessary barriers or

warning tape are placed around his area of
operation.

 He will establish a system of hand signals for use

with any particular piece of equipment. (Crane
signals are as per the recognised crane signal
codes)

Contd..
DUTIES OF BANKS-MAN (Cont..)

 While his machine is operational the Banks-man

shall remain in visual contact with the operator at
all times.

 Should the Banks-man require to leave his

position for rest, toilet or other reason the
machine must stop operations immediately until
the Banks-man returns or is relieved by another
qualified Banks-man.

Contd..
DUTIES OF BANKS-MAN (Cont..)

 If for any reason the Banks-mans attention is

taken off the area of work i.e. to receive
instruction from the foreman, he must stop the
operations until he can give the operation his full
attention.
 When a danger situation occurs, stop the
machine by showing Red flag
 No vehicle or machine may operate without a
Banks-man.

Contd..
DUTIES OF BANKS-MAN (Cont..)

 Take a position so the machine operator can

always see you and the work area
 Take care of the movement of the machine
 Keep a safe distance from the machine
 Always pay attention to the machine
 Do not turn your back to the machine
What precautions do I need to
take when vehicles have to
reverse on the site?????????
PRECAUTIONS….
 The best way to deal with the risks from
reversing vehicles is to remove the need to
reverse altogether.
 You need to take a critical look at how people
may be put at risk and consider how reversing
can be done safely. You then need to take any
reasonable measures to reduce the risk of injury.
PRECAUTIONS….
- All possible means of avoiding reversing should
be considered before such activities are allowed.
- However, on some sites, this may not be possible
and you should therefore consider the following
as part of your overall risk assessment and safe
working practices:
PRECAUTIONS…

1- Using a banksman

a properly trained banksman can both keep the

reversing area free of pedestrians as well as guiding
drivers through safe manoeuvres.
PRECAUTIONS…

2- Restricting reversing –
- where it cannot be avoided altogether, you should

consider places where reversing can be carried out

safely.

- You should also ensure that the distance over

which vehicles have to reverse is minimized.

PRECAUTIONS…

3- Exclude people from the area where

vehicles will reverse –

- you need to make clear areas where reversing is

permitted, and that your system of work prevents
the need for pedestrians to enter these ‘danger
areas’ unnecessarily.
PRECAUTIONS…

4- Demarcation lines
- Should be clearly seen by both driver and
pedestrians.

- Consideration should be given to creating vehicle

only areas and preventing workers or the public
entering these zones through physical barriers and
warning signs.
PRECAUTIONS…

5- High visibility clothing –

- should be considered for any pedestrian needing
to be in the zones so they can be more clearly seen.

6- Giving adequate training –
- Identify all staff who are involved with the

reversing of vehicles and allocated training

commensurate with the role they are involved in.
PRECAUTIONS…

7- Signalling System –
- There needs to be a clear and agreed system of
signalling and will need to be visible to drivers at
all times.

- The position where the banksman stands is

crucial, and should be in a safe position where
there is no chance of accidental impact.
- About the banksmen “signallers”
1- Any signallers should wear high-visibility
clothing.

2- Ensure that their signals can be clearly seen.

3- If the driver loses sight of the signaller, they

should stop immediately.

4- Where particularly large vehicles are involved,

the use of a banksman may not be appropriate
because of the difficulty in seeing them during
reversing.
What physical measures can I
take to reduce the risks of
reversing vehicles?????????
- A number of physical measures can be
introduced to your site and these should also be
considered as a part of the overall assessment
process.
Physical Measures to reduce risk…

1- Increasing visibility –
- Careful consideration to the site layout (discussed
separately) can help to increase visibility for both
drivers and pedestrians.

- Mirrors mounted on vehicles should be kept clean,

and,

- you should consider the need for additional mirrors

or reflective surfaces around the reversing area.
Physical Measures to reduce risk....

2- Fitting reversing alarms –

- To alert , those who are nearby the equipment

or vehicle while maneuvering / reversing.

Physical Measures to reduce risk....

3- Other safety devices –

- Such as barriers to stop vehicles over-running edges.
- “BANKS MAN”- GENERAL RULES AND
SIGNALING REQUIREMENTS:-
- whenever a work is being performed can interrupt
the normal flow of traffic or the traffic on both
directions. A banks man is needed.
- it is necessary that on heavy equipment one flag
man need to be assigned with red and green color
flags.
- “BANKS MAN”- cont…
- whenever it is necessary for equipment cross
public roads, railroads, or heavily traveled roads
as in existing plants, construction sites, at least
one flag man should be used during crossing.
- if hoisting equipment must cross under overhead
electrical lines then a banksman should be used to
eliminate the potential for contact of any part of
the equipment with the electrical lines.
- “BANKS MAN”- cont…
- each flagman shall be provided with a whistle as
added signaling device to be sounded to alert
operators or workers.
- a flagman shall be assigned to safely control
movement when towing trailer-mounted
equipment in congested areas or near plant
equipment.
- “BANKS MAN”- cont…
- a flagman, banksman or signalman shall be
assigned to control safe movement of heavy
equipment especially when traveling on narrow or
congested areas, near structures, excavations etc.
- hand signaling by flagmen shall be done by the use
of red flags and green flags at least 18 square
inches or sign paddles. in the periods of darkness,
red lights and green lights should be used.
What should I do about people
who do not routinely work on
the site?????
 You need to consider how you are going make
drivers who are not your employees familiar with
the layout of the workplace and the rules for
reversing.
 When putting control measures into place, you
should also make consideration for people with
impaired vision or hearing, either who work
directly for you or who may visit the site.
First the vehicle must be parked with the trailer body and prime-mover
in-line.
Banks man finds a Safe location (Minimum 5 meters from the left
rear corner of the tipper truck) where both the driver through line of
sight and the materials being unloaded can be monitored at all
times during unloading operation.
Line of sight between Banks man and driver MUST be maintained at
all times during unloading process.
Banks man must be able see the driver
Driver can see the Banks man and his Flag Red Flag stop all
operations
Green Flag Safe to continue operations
Banks man instructs the driver to commence
unloading by raising his Green Flag.
Ensuring the tipper bed tailgate is opening correctly
Banks man continuously advises the driver by means of
Green or Red flag if unloading operation is being conducted
safely.
Green raised high if all is safe.
Red Flag if unloading operation is unsafe ALL MUST STOP.
Green flag stays high if all is safe
Unloading continues.
Banks man continuously checks that all material is unloading
correctly
NO HANGING MATERIAL
within tipper body.
RED FLAG RAISED ALL STOP
RED FLAG RAISED ALL STOP
Green Flag moving in a forward motion tipper truck can moved
forward maximum 2mt to clear its tailgate of the discharged
material.
Green Flag raised vehicle can move 2mt forward to clear the
discharged materials
Green Flag raised vehicle can move 2mt forward to clear the
discharged materials
2mt from the discharge material the tipper truck is
stopped and the tipper body is FULLY lowered onto the
trailers chassis frame.
When tipper body is fully lowered to the vehicle chassis the Banks man
will then signal the driver by means of the Green flag the vehicle may
leave the area.
