SECTION 3. STATEMENT OF
POLICY
Sections 3.1 to 3.5 highlights the functions of PTA as a dynamic school based organization. To
emphasize:
“Every public, private, and non-DepEd-managed basic education school shall organize a
PTA to:

1. Provides a forum for the discussion of learner related issues and resolutions relative to the school
program;
2.ensures the full cooperation of parents/guardians in efficiently implementing school programs;
3. ensures the active participation of teachers and other school personnel towards an environment of
continuous school improvement
4.Promotes school-home-community partnership for the interest of the learners; and
5.Adheres to all policies and guidelines of DepEd.

SECTION 3. STATEMENT OF
POLICY
Section 3.6 states that:
“DepEd (at all levels) shall monitor and provide guidance on the
establishment and operations of PTAs.”

Section 3.7 states that:


“A PTA shall NOT be used for political activity and shall NOT
engage in partisan politics in whatever form.”

SECTION 4. SCOPE
Section 4 –Scope, states that:

The Omnibus PTA Guidelines of 2022 shall primarily apply to all


public schools offering the K to 12 Basic Education Program. It
shall also cover all private and non-DepEd-managed basic
education schools, to the extent applicable as provided herein.

SECTION 8. MEMBERSHIP IN PTA
1. Parents and Legal Guardian – biological parents/court appointed guardian of the learner and may be elected
as officer in all levels.
2. Guardian Member (without formal court order) - may vote and exercise all the rights of PTA members, except
to be elected and appointed as officers of the HPTAs, GrPTAs, SPTAs, and FPTAs, or appointed as officers of
any committee created under these guidelines
3. Teacher or Teacher-Member – all teachers in school including Non-Teaching Personnel and shall not be
elected as officer, except SECRETARY.
2.1 Teacher-Member with child enrolled in the same school (same school assignment) may
participate as a Parent-member but shall not be elected as Officer except SECRETARY.
2.2 Teacher-Member with child enrolled in another school(different school assignment) may be elected to any
position in the HPTA except as a President, Vice-President, or Treasurer.
4. School Head – generally is the adviser to the SPTA, may be elected as a PTA officer of another school where
his/her child is enrolled, except for the positions of SPTA BOD Chairperson, Vice-Chairperson, or
Treasurer.
SECTION 5. DEFINITION OF
TERMS
Section 5.1 – Guardian refers to the following:
A. Can be elected as PTA Officer: PTA

Legal Guardian appointed by a competent court

B. Can only participate as Guardian-Member:


a. an Individual, authorized in writing by the biological parent/s, to whom the physical
care and custody of the learner has been entrusted
b. Relative of the learner within the fourth degree of consanguinity or affinity living in the
same household as the learner
c. an Individual who holds a certification from the barangay, that has custody and
provides financial support to the learner
d. in the case of an orphan, the Individual or the head of the institution who has the
physical care and custody of the learner.
SECTION 5. DEFINITION OF TERMS

5.10 School Improvement Plan (SIP) - refers to a roadmap that outlines specific interventions
that a school, with the help of the community and other stakeholders, will undertake within a
period of three (3) consecutive school years. It aims to improve the teaching and learning process
and promote partnership with community stakeholders.

5.12 Voluntary School Contributions (VSCs) - Consistent with DepEd’s "No Collection Policy,"
refer to the voluntary contributions that may be collected at any time during the year by
parents/guardians to fund activities of certain organizations as well as to support activities
identified in the SIP in pursuit of continuous improvement. (further discussed in Section 26 of this
Guidelines)

Section 10.6 – Modes of Election
Section 11.5 – Terms of Office
1. One (1) year from date of election/appointment but not to
exceed two 2 consecutive terms. (Sec 11.5.2)

2. In case of a fortuitous event or force majeure where


conducting PTA election per Section 10.6 is not
possible, the existing officers shall continue to hold
over their respective offices or positions until a new
set of officers has been elected and qualified. (Sec 11.5.3)
Section 11.6 – Duties and Responsibilities of SPTA BOD and Officers
(in general)
1. To ratify or overrule any act or decision made by the SPTA-EXECOM, if necessary.
2. To support the programs, projects, campaigns, and advocacies of the school and the country on
basic education.
3. To plan activities and create opportunities conducive to the learning environment to support the
teaching and learning process of learners, teachers, and school personnel consistent with Articles
I, VI, and VII hereof.
4. To act on a11 matters, issues or concerns elevated for its decision through the passage of a board
resolution.
5. To maintain records of a11 PTA resolutions, its by-laws and amendments, and contact
information of all the SPIA-BOD members and its EXECOM officers.

SEC 16. COMPOSITION OF FPTA

The municipal, city, and provincial FPTAs may elect between five (5) to fifteen (15) BOD members:
Provided that, the SDS shall specify the number of BOD members to be elected (which must be odd in
number) depending on the number of SpTABOD Chairpersons in the municipality or city, or the number of
municipal or component city FPTA-BOD Chairpersons in the province.

PRIVILEGES
Section 21 – Issuance of a Certificate of Recognition to SPTAs

School Heads shall issue a Certificate of Recognition within 30 days


from the effectivity of these guidelines to all SPTAs given automatic
recognition and/or to SPTA that satisfy the requirements provided.
Section 22 – Incorporation or Registration with the Securities and
Exchange Commission (SEC)

SPTA/FPTA may or may not be incorporated with Securities and


Exchange Commission (SEC).

They may also adopt their own by-laws if it finds necessary, to provide
additional guidelines on the operation and organization.
