PART 1 DRILLS AND
EXERCISES

ISPS Code Part A 18 & Part B 18.4 - 18.6


Drills - Aim & Objectives

• AIM:
– To encourage alertness and an
awareness of the security of the
Vessel.
• OBJECTIVES:
– To ensure that ships personnel are
proficient in all assigned security
duties.
– Identify deficiencies to be addressed.
Frequency of Drills
Part A 18.3 & Part B.18.5

• Drills should be conducted at least once every


3 months
• Drills should test elements of the plan such as
the threats
Drill Development

• Develop Standard Operating Procedures


(SOPs) in SSP.
• Train Personnel in their roles.
• Practise to confirm knowledge.
• Drill to test and improve efficiency.
Observe Performance

• Monitor actions and behaviour of drill


participants (Use other dept’s).
• Take notes: (names, times, locations as
appropriate).
• Declare clear end to the drill: ‘ENDEX’.
EVALUATION & FOLLOW-UP

• Everyone can do better – systematic and


continuing improvement requires
evaluation of performance.
• Feedback from the participants is essential
in exposing weakness and building on the
strengths.
• The feedback could be either a formal
report or an informal discussion at the end
of the Drill – or both.
EVALUATION & FOLLOW-UP

• Start the after drill evaluation as soon as


possible.
• Set rules for the evaluation.
• Describe objectives, indicators etc.
• Describe actual results.
• Seek maximum participation.
• Summarise key points.
• Record results.
• Ask for constructive criticism.
Drills - Summary

• Drills at least every 3 months.


• Drills increase awareness and efficiency.
• Must be planned, monitored and reviewed.
• Deficiencies must be corrected.
• Record drills.
Exercises – Aim
Part B 18.6

• ‘Command and Control’.

• Agencies of Contracting Government.

– to give members practice in working together and
arriving at decisions.

• Full-scale or Live
• Tabletop simulation or Seminar
• Combined with other Exercises
• Group exercises can be used as part of a team
building programme and to develop interactive
skills.
Training Exercises & Drills

• Training is ineffective unless validated.


• Drills and exercises assist in training validation.
• Drills and exercises cannot be carried out
without effective training.
• Training + Exercises + Drills
= GOOD SECURITY.

Aim

• To train Delegates in the construction of a


simple Lesson Plan for the effective
training of personnel involved in security
procedures.
• ISPS Code B.18.1.10.
Objectives

At the end of this module delegates


will be able to:

• Write a Lesson Plan.


• Understand differing methods of training.
• Deliver a short presentation.
METHODS OF TEACHING

Before commencing training, consider:

• The intellectual level and educational


background of the participants,
• The participants’ age and practical experience,
and,
• The social and cultural environment.
PRACTICAL EXPERIENCE

A distinction must be made between young


people with little or no experience, and,

participants with practical experience, either


from managerial functions or from specialist
work in various functional departments.
