on

COVID 19
• Memorandum Circular No. 2020-023
AMENDED GUIDE TO ACTION AGAINST THE 2019
NOVEL CORONAVIRUS ACUTE RESPIRATORY
DISEASE

- To enjoin all LGUs to intensify the information,


education and communication (IEC) campaign on the
nCoV ARD, and implement programs, projects and
services that will promote the general welfare, public
health and well-being of every FILIPINO.
• ROLES and RESPONSIBILITIES

LOCAL CHIEF EXECUTIVES

Information Manager
- Lead, collaborate and actively participate in increasing
public health knowledge on the virus and ARD by consulting
the nearest DOH-CHD and local health officials on information,
guidelines and protocols with regards to prevention, mitigation,
preparedness and containment of nCoV ARD including proper
handling of PUI.
LOCAL CHIEF EXECUTIVES…
- Reproduce and disseminate IEC materials provided by
DOH and WHO;

- Tap the local media in informing the public about measures


to prevent and contain nCov ARD;

- Conduct public dialogues with the aim of raising


awareness of this nCoV ARD
LOCAL CHIEF EXECUTIVES

Local Crisis Manager


- Plan and prepare for the active containment of the nCoV
ARD through active surveillance, early detection, isolation and
case management, contact tracing and prevention

- Organize BHERT (1 team for every 5,000 pop and shall be


composed of an Executive Officer, Brgy Tanod, 2 BHWs and 1
Nurse or Midwife)

- Provide all health workers including BHERT, PNP and BFP


personnel who will potentially be exposed to or get in direct
contact with PUI with the appropriate PPE and medical devices
LOCAL CHIEF EXECUTIVES

- Identify and designate an appropriate place that will serve as


the Barangay Isolation Unit.

- Assign BHERTs to the BIU to examine and care for any


person who voluntarily submits his/herself for check-up,
screening and quarantine.

- Coordinate with DOH, PNP and Punong Barangays for the


safe transfer of PUI

- Establishment of checkpoints as maybe necessary (in


coordination with DOH and PNP)

- Convene the Local Health Board to plan and institute


measures for the prevention, mitigation, preparedness for and
containment of nCoV ARD

- As Head of Local Price Coordinating Council, monitor the


prices of medicines and medical devices for hoarding and
overpricing

- Ensure proper segregation and disposal of wastes

- Ensure that public places are properly and regularly cleaned


and disinfected

- Enact and/or enforce an ordinance on public health and


sanitation
PUNONG BARANGAYS

On Containment and Control


- Receive from the Mayor a copy of the BI record of
barangay residents who recently arrived in the Phil from a
country with confirmed cases. In the absence of such records,
monitor the arrival of barangay residents arriving from those
countries and provide the Municipal Mayor with a report
including measures and actions taken

- Mobilize BHERTs in nCoV ARD campaign

- Identify and recommend to the Mayor a structure which can


be designated as BIU.
PUNONG BARANGAYS
- Assign BHERTs to the BIU to examine and care for any
person who voluntarily submits his/herself for check-up,
screening and quarantine.

- In coordination with proper authorities, strictly implement


the 14-day quarantine of persons from affected countries

- In coordination with MHO and PNP, assist in the safe


transfer of PUI

- Supervise BHERTs in the performance of their duties and


responsibilities
PUNONG BARANGAYS

On Prevention and Mitigation


- In coordination with municipal health authorities, conduct a
barangay-wide IEC campaign on prevention, containment and
control of nCoV ARD

- Establish a BHIC which will receive information from


public about any person who recently arrived from affected
countries and manifesting the symptoms of the disease

- Conduct a barangay-wide cleanliness and sanitation


campaign
BHERT’s FUNCTIONS:
.

- Conduct visits in the home of every person arriving from


affected countries to gather information and encourage the person
to come to BIU or voluntarily undergo home quarantine for not
less than 14 days.

- Care must me taken to ensure that the visits are carried out
in a very discreet and courteous manner

- Immediately initiate contact tracing

- Require arriving residents to check and record their body


temp 3x a day for 14 days and watch out for symptoms such as
fever, cough, shortness of breath and difficulty of breathing
BHERT’s FUNCTIONS:
.

- Check the conditions of the arriving residents daily from a


distance of not less than one (1) meter when not wearing the
appropriate PPE
- If symptoms are observed, immediately isolate and confine
the arriving resident now a PUI to the BIU prior to transfer to
designated DOH quarantine facility
- Place the rest of the HH under 14 day home confinement.
Repeat contact tracing.
- If NO symptoms after 14 days, report to Punong Barangay –
MHO and recommend the lifting of quarantine
- Daily reporting to the PB the condition of PUI

Signs and Symptoms:


1. Fever ≥ 38ºC and/or cough and other respiratory symptoms
2. History of exposure include:
a. contact with a confirmed or probable case of COVID-19 infection
- provides direct care, working with HC workers infected with
COVID-19, visiting patients or staying in the same close environment of
a COVID-19 patient
- working together in close proximity or sharing same environment
-travel together or living in the same HH
b. worked in or attended a health care facility where confirmed or
probable patients were being treated
