Roles and Responsibilities

The Security Services and Investigators Act (SSIA) is designed to


ensure minimum standards of training, accountability, and
professionalism.

This course uses the term “Security Professional” throughout.

Other titles you may hear are:

Roles and Responsibilities

Your duties as a Security Professional may include:

- Observe, Deter and Report criminal activity


- Presenting a professional image
- Patrolling of the client’s premises
- Monitoring and responding to alarms
- Controlling access to individuals or locations
- Reporting interactions and events
- Directing traffic
- Responding to emergencies
- Arresting those found committing a crime

Licensing

Alberta introduced the Security Services and Investigators Act (SSIA) on June 1, 2010
to reflect changes in the security industry.

Section 3 of the SSIA states:

“3(1) No person may, without a licence to do so, for remuneration,


(a) patrol, guard or provide security for another person or for the property or
premises of another person, or
(b) detect loss of or damage to the property or premises of another person.

(2) No person may advertise, hold out or offer to provide a service or perform an
activity described in
subsection (1) unless the person has a licence to provide the service or perform the
activity.”

Licensing

To obtain a security license, you must have the following:

- 18 years of age at the time of


application

- Canadian citizen or legally entitled


to work in Canada

- No serious criminal record for which no pardon has been received

- No outstanding criminal charges

- Must not be the subject of an ongoing criminal investigation

 Successful completion of approved training course for class of licence being sought.

 This course will allow you to apply


 for “Security Services”. This includes:
 Loss Prevention
 Executive Protection
 Patrol Dog Handler
 Alarm Responder

 Private Investigators and Locksmiths are separate classes

 Armored car, Volunteers and Door Staff are exempt from licensing

The carrying of batons requires separate certification

Licensing

It is required that licensees be able to communicate effectively in English with


emergency services personnel and with the public.

Where an applicant’s English language skills are in question, language


proficiency testing may be required.

The requirement is Canadian Language Benchmark Level 5 or higher.

This process is complaint driven and is on a case-by-case basis.

Licensing

To apply for a Security License, you must complete or submit the following
documents:
1. Complete the application form for Individual licence.
2. Provide copies of Approved ID with application form.
3. Provide proof of Approved Training with application form.
4. Provide Police Information and Criminal Record Check (including CPIC,
Vulnerable Sector, Local Database searches) document with application.
5. One Passport Sized Photograph – signed by local police service
6. Payment by money order or certified cheque for $100.00
7. Mail, or Courier, the application package and the appropriate fee to the Security
Programs office.

Steps you should take:


First, keep all your documents in a file or folder
Step 1: Get a passport sized photo taken
There are several places that provide this service
Step 2: Take the photo with you to the Police Station to get
your record check completed
 The photo must be stamped by the police
 Tell the police you are applying for a security guard
license
 Do not say the record check is for school

Record checks may be requested at any Calgary Police Service


Location.
If you live outside of Calgary, you will need to go to your local
RCMP detachment.
 Bring 2 pieces of government issued I.D (one must be photo I.D)
 Payment can be made by AMEX, Visa, MasterCard, or interac/Debit.
 Cash is accepted at the CPS Westwinds Campus only.

The Police Information Check Unit (Westwinds Campus) is located


at:

License Rules and Regulations

 You are not permitted to work until you have received


your license (temporary or ID card).
 You may work for as many companies as you wish.
 Your security license will be valid for two years.
 License renewal is your responsibility.
 Your company will require a copy of the front and
back of your license for employment.
 You must carry your license with you at all times
while working as a security guard.
 You are not permitted to allow another person to use
your security license.

License Rules and Regulations

As per Sec. 16 of the Security Services and Investigators Act:


16(1) The Registrar may refuse to issue a licence or refuse to renew a licence
if the Registrar is satisfied that the applicant
(a) has contravened or is contravening this Act or the regulations,
(b) has not met the requirements of this Act or the regulations,
(c) has provided false or misleading information in the application for a licence or
renewal of a licence or in any report or information required to be provided under
this Act or the regulations,
(d) in the case of an application for renewal of a licence,
(i) has not complied with the terms or conditions of a licence, or
(ii) has not provided a report or information required by this
Act, the regulations or the Registrar,
(e) in the opinion of the Registrar, is not a fit and proper person to be issued or to
continue to hold a licence, or
(f) has been charged with a criminal offence.

License Reporting – 24 Hour Requirement

As per Sec. 3 of Security Services and Investigators Regulation:


3(1) An individual licensee who is arrested or charged with an offence
under the Criminal Code (Canada) or the Controlled Drugs and
Substances Act (Canada) or any other enactment of Canada must,
within 24 hours, provide a report to the Registrar in writing of the
arrest or charge laid.
(2) If an individual licensee loses his or her licence, the individual
licensee must, within 24 hours, report the loss to the Registrar in
writing.

License Reporting – 30 Day Requirement

As per Sec. 3 of Security Services and Investigators Regulation:


(3) An individual licensee must report a change in information described
under section 18(a) or (b) of the Act to the Registrar in writing within 30
days of the change.
This includes changes to:
 Address
 Phone Number
 Citizenship
 Your name
 Training certification

(4) If an individual licensee fails to comply with this section, the Registrar
may cancel or suspend the individual licensee’s licence or impose
additional terms and conditions on the individual licensee’s licence.

Peace Officers

The SSIA contains restrictions on how we may refer to


ourselves.

The term “Officer” is used for Peace Officers only.

We are not permitted to refer to ourselves as any of the


following:
- Private Detective
- Protection Officer
- Security Officer

Public Complaints

The Security Services and Investigators Act allows for complaints


against security professionals as per the following process:
Submission of Complaint
Complainant submits written complaint to owner of the business or organization
employing the security professional who is the subject of the complaint. A complaint
must contain:
 the reason for the complaint
 details about the incident for which the complaint is being made
A complaint must be filed within 90 days of the alleged incident.
Informal Resolution and Mediation
With consent of both parties, the employer may attempt to resolve the issue between
the security professional and the complainant.

Public Complaints

Formal Response
Organization will provide written acknowledgement of complaint to complainant and
licensed security professional within 30 days of receipt of complaint.
Investigation of Complaint
Organization will complete investigation into complaint and provide written notice of
outcome to complainant and licensed security professional within 90 days of receipt of
complaint.
If criminal activity is alleged, a police investigation will take place.
Appeal
A complainant who wishes to appeal the decision made by the employer may request
the Registrar to review the decision.
The written request must be sent within 30 days of receiving written notice from the
employer.
Further appeals are may request a review by the Director of Law Enforcement.

34(1) An individual licensee must wear the uniform and insignia
specified in the regulations for that class of licensees
34(2) An individual licensee shall not have in the licensee’s
possession any weapons or equipment except those specified in the
regulations or authorized by the Registrar

Code of Conduct

While on duty, every licensee (business or individual) shall abide by the


following code of conduct:

A licensee will:
 Act with honesty and integrity,
 Comply with all federal, provincial and municipal laws
 Respect the privacy of others by treating all information
received while working as a licensee as confidential,
except where disclosure is required as part of such work,
by law, or under the Personal Information Protection Act
 Abide by their employer’s code of conduct in addition to
the provisions of this code of conduct.

A licensee will not:

 Engage in disorderly or inappropriate conduct

 Use unnecessary force

 Withhold or suppress information, complaints or reports about any other


licensee

 Wilfully or negligently make or sign false, misleading or inaccurate
